PERFORMANCE WORK STATEMENT (PWS)

for

Reinstallation & Reprogramming of the Onity Card Key Lock System

1. GENERAL:

Onity (formerly TESA Entry Systems) is the electronic locking systems. This is a convenient system that does not require the network and not touch NIPR, SIPR and CENTRIX-K. Onity electric locks provide military dormitory assigning with smooth and efficient check-in, which enables army property to achieve convenience and operational efficiency.

1.1. Purpose: Onity Card Keyed Lock System has been in use for all keys of Senior Leader Quarters (SLQs) and Barracks in Army base since 2014. It was programed initially mixed with SLQs and Barracks in Area I. But the army recommendations have changed based on Army Barracks Management Program (ABMP); units are required to control the keys of their unit barracks. Therefore, the Card Key Management System will be operated separately for barracks and SLQs.

1.2. Scope of Work: Contractor shall provide all personnel, equipment, supplies, facilities, transportation, tools, materials, supervision, and other items and non-personal services necessary to separate and integrate the Card Key System into Camp Casey and Camp Hovey, as defined in this Statement of Performance Work (PWS). The contractor shall perform in accordance with the standards of this Agreement.

1.3. Description of Service/Requirement: The contractor shall notify the managers of each building in Camp Casey and Camp Hovey, where the work shall be carried out to facilitate the contractor's separation and integration of the Card Key System, and the building managers must cooperate to ensure that the work proceeds. The contractor shall perform this work in coordination with Housing office.

1.4. Period of Performance: This contract is a one-time requirement. The estimated work period is 28 workdays.

1.5. Hours of Operation: The Contractor is responsible for conducting business between the hours of 0800-1630, Monday through Friday, except Korean holidays or when the Government facility is closed due to local or national emergencies, administrative closings, or similar Government directed facility closings.

1.6. Place of Performance: The performance work under this contract will be performed at Camp Casey and Camp Hovey

1.7. Environmental control: The Contractor shall perform all work under this contract in an environmentally safe manner.

1.8. Physical Security: The Contractor shall safeguard all government equipment, information and property provided for Contractor use.

1.9. Special Qualifications: The Contractor shall handle and treat the system with the previous code numbers. The Contractor shall have the Supply Certification of Onity Card Keyed Lock System. Contractors must do their best to ensure that the work is performed smoothly, and users can use it stably after the work.

2. DESCRIPTION OF TASKS TO BE PERFORMED:

Reinstall (reprograming) Card Key Management System.

* Installed Onity Electronic Locking Systems (MFR: ONITY, Part# HT24)

* Prime Contractor shall provide following materials (MFR: ONITY)

Proprietary Software: HT28W, QTY: 1 Copy Check-in Station (Encoder): Part No. EDHT22M, QTY:1 Set External Modem (Distributor): Part No. DI22, QTY:1 Set Potable Programmer (dividing SLQs and barracks into four sets) : Part no:

2.1. Performance Work Requests

2.1.1. Current Data

System#1- Casey Barracks#1, SLQ#1

System#2- Casey Barracks#2, Hovey Barracks#1, SLQ#2

System#3 (System code different)- Hovey Barracks#2

2.1.2. Data after separation/integration work

System#1- SLQ#1

System#2- SLQ#2

System#3 (System code different)- Hovey Barracks#1, Hovey Barracks#2

System#4 (New System)- Casey Barracks#1, Casey Barracks#2,

2.2. How Card Key System Data is separated and integrated: Since System#1 and System#2 have the same System code (Lockset's unique security code), Casey Barrack's Card Key System manager or Hovey Barracks' Card Key System manager can use the devices to open the door. Because if the system code is same, each card key system manager is allowed free access. But if the system code is different, each card key system manager's access is restricted.

Lock System code can be separated through Lock Reset & Setup. This dismantles the installed lockset, reinstalls it and then sets up the changed program and system code in the lockset. The user's Room cardkey must be newly issued since a new Program is set up.

2.2.1. Casey Barracks DATA

192 rooms in System#1 (Casey Barracks#1: 3 buildings), will be added into System#4 (new modem) to reset Lock Setup. New room keys must be issued.

Casey Barracks#2 of System#2 will be transferred to System#4 without Lock Reset operation due to the same system code.

2.2.2. Hovey Barracks DATA

Lockset and Lock Setup of 1,350 rooms in System#2 (Hovey Barracks#1: 18 buildings) will be removed from System#2 and be reinstalled into System#3.

New room keys must be issued. System codes (=Lockset's own security code) of System#2 and System#3 are different, Lock Reset operation is required for security to restrict access between Casey Barracks and Hovey Barracks users.
