Q&A

W91QF0-21-Q-1005

1. Paragraph 5.1.2, list of major fields of study – Should this list also include Regional Studies to reflect topics taught in DE2304, just as Strategic Leadership and Ethics reflects topics taught in DE2301?

a. No. That is a 1st year item only.

2. Paragraph 6.7.3 – States online elective evaluations are conducted according to paragraphs 5.1 through 5.3 but should that read paragraphs 6.1 to 6.3?

a. Corrected.

3. If, per paragraphs 6.9, Meetings and 6.10, Training, FIs will only be paid for attending meetings and training synchronously, if so scheduled, will all synchronously scheduled meetings and training have at least one alternate synchronous meeting time to attend to fulfill this requirement? At the very least, will such meetings be scheduled at least one week in advance to de-conflict schedules?

a. The holding of an alternate time is at the discretion of the government. The Government will provide notice a minimum of 2 weeks prior to event (PWS has been amended to reflect this)

4. Since paragraph 6.13, Mandatory Training, is mandatory, should there be a separate CLIN to cover this for about 15 hours? This could be a government option CLIN like Training and Meetings, since not all hours may be used.

a. The requirement for 10 additional training hours is unlikely to be needed, but if there is a case of unexpected mandatory training (such as the OPSEC training mandated by SECDEF); it has been implemented across the USAWC and will not be given a separate CLIN.

5. Paragraph 7.1 – Will a single directory or other method be set up for reference by all faculty that includes all Applicable Publications, much like DDE had set up a single folder on Blackboard for links to all mandatory training?

a. Unknown at this time.

6. Is there separate CLIN for the DC staff ride per diem as in past years, as in SYS 2020 PWS CLIN 0009, and is still being used in the FYS 2021 solicitations (i.e., solicitation ending with Q-1004 CLIN 0006 and those for subsequent years)?

a. This practice is being discontinued. The DC trip cost is to be rolled into the FRC cost.

7. Page 32, CLIN 1009 lists a quantity of 4 events, but in the options years only 2 appear to be offered (just 4 events in the base year), per para 6.10? Which is correct?

a. Corrected.

8. Page 51 – Since the period of performance start date is 1 June 2021, will the winning instructor be assigned a FRC seminar to teach in 2021?

a. FRC is not probable, but quote is required should the Government use it. SRC is now ALSO added to the base year, should the Government use it.

9. If contracting issues a new PWS for this solicitation, could you please issue it with track changes clearly marked in the updated PWS to make it easier to see what was changed in context of the document?

a. Provided.
