Text version

1. Addendum to 52.212-1, page 3, subparagraph (3) states: “The Technical submission should be sufficiently specific, detailed, and complete to clearly and fully demonstrate understanding of the proposed work and the goals of the PKSOI Peace Ops at the U.S. Army War College (USAWC) Carlisle Barracks, PA.” Should that have stated instead the “School for Strategic Landpower”?

Contracting: This has been corrected.

2. Combined Synop Solic CNSP SRC Course 20-25

a. Paragraph 5, Specific Tasks lists only some of the position’s tasks (the first paragraph ends with, “These are samples of work expected but not all inclusive,” which is ambiguous. What amount of time has DDE apportioned to each CLIN for completion, and which sub-tasks do you expect to take the most time relative to one another? In particular, how many hours does the government expect to devote to CLINs X001 and X002 annually, based on data gathered from required past Contractor Manpower Reporting?

DDE: Both CLIN 001 and 002 will require an estimated 500 hours to be devoted to each annually.

b. Paragraphs, 5.1.3, 5.1.10, 5.2.5 – Hotel contracting and assignments is a function normally coordinated and completed by the Second Year Studies education technicians. What is the role of the SRC support position in completing this task? What will the education techs do and what tasks are expected of the SRC support position to complete?

DDE: Vendors have no need to know what other employees tasks are unless they work directly with them.

c. Paragraphs 5.15 and 5.2.6 – Battlefield staff rides (BSR) are a function normally coordinated and led by a faculty member. What is the role of the SRC support position in completing this task? What will the BSR faculty member do and what tasks are expected of the SRC support position to complete?

DDE: The Contractor shall offer SRC support in preparing transportation and other resource request to support this visit as needed.

d. Paragraphs 5.3 (Meetings) and 5.4 (Faculty Training) – May all such activities be attended remotely via telephone or video conferencing? If any are expected to be attended in person, which meetings are they?

DDE: The solicitation requires the employee to live locally. The expectation is the employee would attend meetings in person unless some unforeseen circumstance exists like we are under now.

e. CLIN x005, Contractor Manpower Reporting, pages 23, 25, 28, 30, and 33 – The quantity identified for each of these CLINs is 2. However, Combined Synop Solic CNSP SRC, paragraph 5.6 seems to imply one end of year report (i.e., “Reporting inputs will be for the labor executed during the period of performance during"). Does that mean the government expects two reports a year, rather than the usual end of year report, or does this compensate for those periods when the period of performance straddles two fiscal years, allowing reporting for both periods?

Contracting: This has been corrected.

f. CLIN x003, Faculty Training, paragraph 5.4.1 – “During the base year of the contract, the Contractor shall participate in up to 24 hours, as applicable, of faculty training provided by DDE. This training will consist of six 4-hour periods of training and certification.…” However, on page 22, 25, 27, and 30, CLIN x004 only list a quantity of 2. What is the actual quantity expected?

DDE: Faculty Training section correction, should reflect 8 hours of faculty training ( 2 4 hours periods) for base year and all option years.
