The purpose of this Amendment 0001 is for the following:
a. Correct Statement of Work (SOW): delete "NSN 5855000NVDPVS" on page 6 and "NSN 9H7Z00NSPOWE" on page 7. Both are under SOW paragraph
3.1.
b. Answer contractor's questions:
QUESTION 1:
Reference SOW - 3.1 Products The Contractor shall provide the following:
QTY. 200 AN/PVS-14 equivalent night vision device.
Question: As the SOW calls out an Equivalent system, will the US Government accept a Commercial Equivalent with Commercially equivalent Image Tubes so long as the min FOM is 1400 and Maximum FOM is 1600? Doing so would reduce cost and shorten delivery times while offering comparable performance for the end user.
ANSWER: The US Government accepts a Commercial Equivalent with Commercially equivalent Image Tubes as long as the minimum FOM is
1400 and maximum FOM is 1600.
QUESTION 2:
Reference Clin 0002 - AA Rechargeable Batteries
Question: Will the Government provide the required specifications of the Rechargeable batteries required to successfully meet this requirement?
ANSWER: The Government only accept AA Rechargeable Batteries, Nickel Metal Hydride (Ni-MH).
QUESTION 3:
Can vendors offer either white phosphor or green phosphor image intensifier tubes for the PVS-14s as long as they meet the (1,2,3) parameters listed on page 6 in SOW?
ANSWER: The Government accept either white or green.
QUESTION 4:
On statement of work page 6 for CLINS 0001 & 0003 lists several components to be included with each AN/PVS-14 equivalent systems.
Are these the only components required to be included with each system? In other words, other component such as the standard head/helmet mount adapter/swing arm (allows PVS-14 to attach to helmet mount or head mount for hands free use), head mount, weapon mount, need not be included?
ANSWER: Yes, the accessories that are listed in statement of word are the only components required.
QUESTION 5:
5. Question: The requirement under CLINs 0002 & 0004 calls for rechargeable batteries but no there is no purchase/mention in the SOW of a charger required. Is safe to assume that the customer already has chargers to charge AA batteries depending on the type of rechargeable AA battery technology offered, for instance, Ni-MH, Ni-Cd, or Li-ion.
Answer: The Government only accepts AA Rechargeable Batteries, Nickel Metal Hydride (Ni-MH).
QUESTION 6:
Regarding the subject opportunity pgs. 7 and 8, please clarify if both the image intensifier tubes and the AN/PVS-14's both need to

go through Group B, C, and D lot testing OR if Group B, C, and D lot testing only applies to the image intensifiers. Additionally, if we were to have a failure in one of the lot tests who would we report this information to?
ANSWER: Each item supplied should go through Group B, C, & D Testing. So AN/PVS-14 and Image Intensifier tubes go through all testing. Defective equipment shall not be accepted. If you are a dealer/distributor buying equipment from a manufacturer to supply to the Government, then you would probably have to go back to the manufacturer to report the defect. If you are a manufacturer, you should not have to report any defects. Vendors should not send defective equipment at all.
