Cybersecurity Support Contract Draft RFP Q&A

Question: How many FTE positions were in the previous contract W91CRB-15-C-0028

Answer: 5

Question: Can you please let us know if you would accept a bid from SBA certified 8(a) JV where one member has active Top Secret level facility Clearance and the other has Secret level facility clearance.

Answer: All members must be Top Secret at time of award. Facility is TS and all personnel are required to be cleared TS to enter.

Question: the draft documents call for 15 FTE, but the dollar value of the previous contract doesn’t support that. Did the requirements increase and as such the FTE count as well? If so, what’s changed about the scope?

Answer: The requirements have increased. DoD’s adoption of both the Risk Management Framework, Cybersecurity Frame Work, has increased the CME requirements since previous award. In addition, the requirement for Change Management, and a Technical Writer have been added.

Question: Are all 15 personnel considered as Key personal?

Answer: Yes.

Question: How many past performance would the government needed for respond?

Answer: At least two (2).

Question: Key personnel. Per the draft RFP, all personnel are considered key personnel. Will resumes be required for submission?

Answer: Yes.

Question: In reviewing the PWS, Para 1.6.11 “Key Personnel”, we are interpreting that all 15 positions in Technical Exhibit 3 and the corresponding subparagraphs under 1.6.11 are Key Personnel and as such the complete LOE is considered Key Personnel. Will the government confirm if that is correct, and that there are no non-key personnel on this contract?

Answer: Yes, this is correct. There are no non-key personnel on this contract.
