Performance Work Statement (PWS)

For the US Army, Asymmetric Warfare Group (AWG)

For Interpersonal Skill and Effective Communications Training

1.0 General:

This is a non-personal services requirement for interpersonal skills and effective communication training for the AWG military. The AWG plans to award a firm-fixed price service contract with a base year and four option year periods. The contractor shall provide two sessions of training to supplement the two AWG hosted OATC classes at the AWG’s facilities, Fort Meade, MD.

1.1 Description of Services: The contractor shall provide all training personnel and materials to perform training as defined in this PWS

1.2 Objective: The objective is to train Operational Advisors (see 2 & 2.1 PWS)

1.3 Background (see 2.1 & 2.2)

2.0 Requirements.

The contractor shall design the Interpersonal Skills and Effective Communications segments for the OATC to instruct 15-20 students for the military for OATC. The AWG will not provide any materials regardless of the training location. The Contractors personnel shall provide the training requested and have the experience to meet the requirements specified in this PWS with a minimum of 2 years of experience in training the military.

2.1 Duration. The contractor’s Interpersonal Skills and Effective Communications training shall be conducted over a four day period near the beginning of OATC.

There shall be 2 iterations per year, Group one in August (first iteration) and Group two in February (second iteration). The training will include formal residential training as well as briefing training incorporating a style that can be adapted to military or high-level civilian official briefings.

2.2 Academic components. Contractor shall provide rigorous graduate level instruction focusing on training to brief and interact with senior military and inter-agency leaders.

2.3 Evaluation Component. Contractor shall provide AWG participants in the program with periodic feedback regarding their performance while in the training.

The Contractor’s faculty shall provide OATC Instructors and participants with written critique at the conclusion of each session.

3.0 Course Design and Curriculum:

Contractor shall instruct students attending the AWG OATC. The focus of training shall put each participant through a rigorous program designed to increase the ability for participants to deal effectively with military and civilian officials, communicate more clearly, deal with stress and gain willing cooperation at all levels through the introduction of the training principles. The Contractor shall work with the AWG to modify training to suit the units’ capabilities, level of training and proficiency.

3.1 Final assessment and feedback will be provided for each participant.

3.2 Course Design shall include at a minimum Foundations of Success, Memory Skills (such as names), Rapport Building, Enhancing Professional Relationships, Communications skills, Building Self Confidence and Developing flexibility when dealing with others within the military.

3.3 The high impact presentations will require students to brief in front of their peers on a topic agreed upon between the vendor and the AWG. Students will present for a minimum of 45 minutes with a 15 minute review period to discuss strengths and weaknesses of the presentation.

3.4 Each Iteration - contractor shall provide a (Group 1) 3 day course in Interpersonal Skills and Effective Communications, 1 day High Impact Presentations (up to 20 people).

3.5. Training Schedules. The training requirements shall occur at the AWG’s facilities, Fort Meade, MD. The COR will notify the Contractor of any class cancellations NLT 15 days prior to the start of training. Every effort will be made to reschedule the training based on Contractors schedule. The COR will notify the Contractor 30 days prior to the start of training as to the projected numbers of students.

The COR will notify the Contractor 15 days prior to the start of training of the actual maximum number of students attending and will confirm the specific Course Package and specific time schedule. The Contractor shall provide instructor(s) capable of gaining access (accompanied or unaccompanied) to Fort Meade.

4.0 CONTRACTOR MANPOWER REPORTING.

The Office of the Assistant Secretary of the Army (Manpower & Reserve Affairs) operates and maintains a secure army data collection site where the contractor will report all contractor manpower (including subcontractor manpower) required for performance of this contract. The contractor is required to completely fill in all required information using the following web address: https://contractormanpower.army.pentagon.mil.

Contracting Office, Contracting Officer, Contractor Officer's Technical Representative;

Contract number, including task and delivery order number;

Beginning and ending dates covered by reporting period;

Contractor name, address, phone number, e-mail address, identity of Contractor employee entering data;

Estimated direct labor hours (including sub-Contractors);

Estimated direct labor dollars paid this reporting period (including sub-

Contractors);

Total payments (including sub-Contractors);

Predominant Federal Service Code (FSC) reflecting services provided by

Contractor (and separate predominant FSC for each sub-Contractor, if different);

Estimated data collection cost;

Organizational title associated with the Unit Identification Code (UIC) for the

Army Requiring Activity (the Army Requiring Activity is responsible for providing the Contractor with its UIC for the purposes of reporting this information);

Locations where Contractor and sub-Contractors perform the work (specified by zip code in the United States and nearest city, country, when in an overseas location, using standardized nomenclature provided on website);

Presence of deployment or contingency contract language; and Number of Contractor and sub-Contractor employees deployed in theater this reporting period (by country).

As part of its submission, the contractor will also provide the estimated total cost (if any) incurred to comply with this reporting requirement. Reporting period will be the period of performance not to exceed 12 months ending September 30 of each government fiscal year and must be reported by 31 October of each calendar year. Contractors may use a direct xml data transfer to the database server or fill in the fields on the website. The xml direct transfer is a format for transferring files from a contractor's systems to the secure web site without the need for separate data entries for each required data element at the website. The specific formats for the xml direct transfer may be downloaded from the website. Contractors may direct questions to the help desk at 703-377-6199.

5.0 OPSEC.

OPSEC Training. New Contractors shall complete Level I OPSEC training within 30 calendar days of their reporting for duty. All Contractors shall complete annual OPSEC Awareness training. (IAW AR 530-1). AWG OPSEC Officer will provide training. Per AR 530-1, Operations Security, new contractor and subcontractor employees must complete Level I OPSEC within 30 calendar days of their reporting for duty. All contractor and subcontractor employees must complete annual OPSEC awareness training.

6.0 Antiterrorism Training.

AT Level I Training. All contractor employees, to include subcontractor employees, requiring access to Army installations, facilities and controlled access areas shall complete AT Level I awareness training within 30 calendar days after contract start date or effective date of incorporation of this requirement into the contract, whichever is applicable. The contractor shall submit certificates of completion for each affected contractor employee and subcontractor employee, to the COR or to the contracting officer, if a COR is not assigned, within 30 calendar days after completion of training by all employees and subcontractor personnel. 7.0 iWATCH Training.

This standard language is for contractor employees with an area of performance within an

Army controlled installation, facility or area. The contractor and all associated sub-contractors shall brief all employees on the local iWATCH program (training standards provided by the requiring activity ATO). This local developed training will be used to inform employees of the types of behavior to watch for and instruct employees to report suspicious activity to the COR. This training shall be completed within 30 calendar days of contract award and within 15 calendar days of new employees commencing performance with the results reported to the COR NLT 30 calendar days after contract award.
