The following have been modified:

PROJECT DESCRIPTION

INTRODUCTION:

The basement on the south end of building 2257 has only one exit point. In order to provide a safe working environment for the building occupants we are having a second egress point installed for building emergencies.

SCOPE:

Provide emergency egress from the basement of building 2257 south side located on Huber Street Fort Meade Maryland by designing, constructing and installing a stairwell with a metal door exiting the building. It shall be the responsibility of the contractor to get all required dig permits from the Fort Meade DPW prior to starting any excavating, and to call Miss Utility and/or other resources to ensure the location of all utilities. If any utilities are struck or damaged, it shall be the responsibility of the contractor to have those utilities repaired within 72 hours. The design and construction shall include a foundation/footing to support 8” cmu’s (concrete masonry unit) having rebar and fill with cement, built 1’ higher than grade and have a 42”x42” landing at both bottom and top of formed and poured concrete stairs. The bottom landing shall be constructed 4” lower than the interior floor and have a box drain with sump pump and all necessary piping to remove storm water from the area, this can be sent to existing storm water drainage systems if feasible. All walls to include existing walls in the area exposed shall be waterproofed, parged and painted to match the current area. Install approximately 40’ of walkway/sidewalk to meet existing walkways. All excavated areas shall be properly tamped to existing grade and seeded or sodded to return to normal grass area. The existing foundation wall shall be cut for new door opening and a new header installed ensuring that no utilities are damaged within the wall. The door shall measure 3’0” x 6’8” and have the proper fire rating with emergency exit hardware with local enunciator alarm and three security type hinges. All electrical runs to lighting, exit lighting, fire alarm pull station and sump pump shall be accomplished by the contractor to include conduits for future security badge readers and contacts. All finish work and painting shall be accomplished by the contractor. The contractor shall remove all construction waste and spoils from the property.

PERIOD of PERFORMANCE:

Contractor shall complete all work and cleanup within 60 calendar days after receipt of order.

CONTRACTOR PERSONNEL:

Hours of Work. The Contractor shall perform the services required under this contract during the following hours: Monday through Friday, excluding Federal Holidays 0730 to 1630 hrs. Contract performance on weekends and holidays is permissible with prior coordination with the Contracting Officer (KO) or the Contracting Officer Representative (COR).

GOVERNMENT-FURNISHED ITEMS:

Water, electrical, and gas in areas where the Contractor’s personnel are working will be furnished, if available. When these utilities are not available, the Contractor shall furnish the required equipment such as generators and/or compressors.

CONTRACTOR FURNISHED ITEMS:

Except for those items or services specifically stated under Government furnished, the Contractor shall furnish all equipment, materials, and tools necessary to properly perform the work defined in this contract.

The list below is not all inclusive of the Contractor-furnished items and services required to perform the contract.

The Contractor shall dispose of hazardous and contaminated materials in a Contractor furnished dumpster. Disposal shall be in accordance with all local, state and federal regulations. The Contractor shall provide a dumpster for all construction debris and removed upon completion of project.

Project Requirements:

1. Build a full stairwell with footer and retaining wall A. Detailed construction schedule – to be provided to the COR within 10 business days of receipt of award.

B. Design data and calculation stamped by licensed PE to be provided to the COR within 10 business days of receipt of award.

C. CAD plan sheets of the proposed cut out of reinforced concrete wall, new exterior concrete wall and staircase - overall plans and section details to be provided to the COR within 10 business days of receipt of award for review and approval by the COR

2. Remove tree located on the southeast corner of the building to allow room excavation of stairwell

3. Install 3’0” x 6’8” steel door with interior exit hardware

A. Door frame shall be 14 gauge and the door shall be 16 gauge with all necessary weather-stripping and threshold

B. Door and frame shall be prepped for future expansion to electrified door lock, 6-wire hinge and door contacts

4. Waterproof all new exterior walls and at connection points to building with waterproofing membrane

5. Provide concrete stairs with 42” x 42” landings at the upper and lower sections. All concrete used shall be in accordance with industry standards and tested for proper slump and PSI strength.

6. Provide safety railing on top of wall and down the stairs

7. Provide stairwell box drainage system with heavy duty industrial sump pump with check valve and high volume basin or crock

8. Install 40’ x 4’ of sidewalk. All concrete used shall be in accordance with industry standards and tested for proper slump and PSI strength.

9. Install electric for exterior overhead light, sump pump and door exit light

10. Install conduit for future badge readers and install fire pull station at door

11. Paint trim and interior walls – paint and trim must match existing structure.

12. Proposed work schedule shall be provided within 10 days of receipt of award

13. Provide Manufacturer's Product Data Sheets prior to completion of project.

14. Provide Material Safety Data Sheets for all product prior to completion of project.

15. Provide and follow Safety Plan. Plan must be provided to COR within 10 business days after receipt of award

16. Provide a list of workers to the COR within 10 days after award.

Field Verifications, Measurements and Quantities - The Contractor shall be responsible for field verification of all requirements, quantities and field conditions prior to commencing work or after receipt of award. All field measurements and material quantities required for this project shall be confirmed prior to commencement of project work.

Work Inspection. The contractor is responsible for Quality Control of its workers and products working with the COR providing Quality Assurance to create a seamless and functioning product.

Warranty. The contractor shall warrant the work free from defects in material and workmanship in accordance with industry standards.

Work Area Clean Up. All work areas shall be cleaned up by the Contractor at the end of each day.

Flammable materials shall be placed in closed metal containers and removed from the job site at the end of each work day. Upon completion of the work staging, scaffolding, and containers shall be removed from the site. All work shall be accordance with OSHA Safety & Health Standards 29 CFR 1910.1025.

Upon completion of work, contractor shall clean up and remove from site all debris, surplus materials, tools, appliances, empty containers, cartons, and rubbish resulting from work. Site shall be left in neat, orderly condition.

SECURITY REQUIREMENTS:

AT/OPSEC/iWATCH TRAINING AT Level I Training. This provision/contract text is for contractor employees with an area of performance within an Army controlled installation, facility or area. All contractor employees, to include subcontractor employees, requiring access Army installations, facilities and controlled access areas shall complete AT Level I awareness training within 15 calendar days after contract start date or effective date of incorporation of this requirement into the contract, whichever is applicable. The contractor shall submit certificates of completion for each affected contractor employee and subcontractor employee, to the COR or to the contracting officer, if a COR is not assigned, within 15 calendar days after completion of training by all employees and subcontractor personnel. AT level I awareness training is available at the following website: https://atlevel1.dtic.mil/at.

Access and General Protection/Security Policy and Procedures. This standard language text is for contractor employees with an area of performance within an Army controlled installation, facility or area.

Contractor and all associated sub-contractors employees shall comply with applicable installation, facility and area commander installation/facility access and local security policies and procedures (provided by government representative). The contractor shall also provide all information required for background checks to meet installation access requirements to be accomplished by installation Provost Marshal Office, Director of Emergency Services or Security Office. Contractor workforce must comply with all personal identity verification requirements as directed by DOD, HQDA and/or local policy. In addition to the changes otherwise authorized by the changes clause of this contract, should the Force Protection Condition (FPCON) at any individual facility or installation change, the Government may require changes in contractor security matters or processes.

iWATCH Training. This standard language is for contractor employees with an area of performance within an Army controlled installation, facility or area. The contractor and all associated sub-contractors shall brief all employees on the local iWATCH program (training standards provided by the requiring activity ATO). This local developed training will be used to inform employees of the types of behavior to watch for and instruct employees to report suspicious activity to the COR. This training shall be completed within 15 calendar days of contract award and within 15 calendar days of new employees commencing performance with the results reported to the COR NLT 15 calendar days after contract award.

Operations Security (OPSEC) Plan. Contractors shall follow the U.S. Army Asymmetric Warfare Group OPSEC policies and regulations.

OPSEC Training. New Contractors shall complete Level I OPSEC training within 30 calendar days of their reporting for duty. All Contractors shall complete annual OPSEC Awareness training. (IAW AR 530- 1). The U.S. Army Asymmetric Warfare Group OPSEC Officer will provide training.

CONTRACTOR MANPOWER REPORTING:

The Contractor shall report all contractor labor hours (including subcontractor labor hours) required for performance of services provided under this contract for the U.S. Army Asymmetric Warfare Group (AWG) via a secure data collection site. The Contractor is required to completely fill in all required data fields using the following web address: http://www.ecmra.mil/, and then click on “Department of the Army CMRA” or the icon of the DOD organization that is receiving or benefitting from the contracted services.

Reporting inputs will be for the labor executed during the period of performance during each government fiscal year (FY), which runs October 1 through September 30. While inputs may be reported any time during the FY, all data shall be reported no later than October 31 of each calendar year, beginning with
