Section C - Descriptions and Specifications

PERFORMANCE WORK STATEMENT

Army Science Board Study Support Services

(ASBSSS)

1. General: This is a non-personal services contract to assist the Office of the Deputy Under Secretary of the Army (ODUSA), Army Science Board with analytical, advisory assistance and program management support. The Government will not exercise any supervision or control over the contract service providers performing the services herein. Such contract service providers shall be accountable solely to the Contractor who, in turn is responsible to the Government.

1.1 Description of Services/Introduction: The Contractor shall provide all personnel, equipment, supplies, facilities, transportation, tools, materials, supervision, and other items and non-personal services necessary to perform the ASBSSS requirements as defined in this Performance Work Statement except for those items specified as government furnished property and services. The Contractor shall perform to the standards in this contract.

1.2 Background: The U.S. Army Science Board (ASB) was established by the Secretary of Defense, under the provision of the Federal Advisory Committee Act of 1972 (5 U.S.C., Appendix) and 41 CFR § 102-3.50(d) to provide independent advice and recommendations on matters relating to scientific, technical, manufacturing, acquisition, logistics, and business management functions. The ASB reports directly to the Secretary of the Army, with oversight and administration provided by the Office of the Deputy Under Secretary of the Army (ODUSA). ASB reports and other products are intended primarily for senior leadership of the Army and the Department of Defense.

The ASB is an independent body whose membership is composed of recognized experts drawn from industry, Federally Funded Research and Development Centers, National Laboratories, other not-for-profit organizations, and academia, as well as those who are retired or consult.

Members serve as Special Government Employees who conduct 4 – 6 studies annually on topics of immediate interest to the Secretary of the Army and Chief of Staff, Army.

The ODUSA ASB Executive Director reports directly to the DUSA and serves as the Designated Federal Officer whose primary role is the oversight of ASB activities and compliance with the Federal Advisory Committee Act and the Government in the Sunshine Act. As such, the ASB office requires advisory assistance support to ensure effective use and efficient operation of the Secretary of the Army directed ASB annual study program, including conduct of day-to-day operational issues.

Army leadership is seeking a higher level of involvement with ASB activities and a corresponding increase in responsiveness as well as greater agility within the Board’s annual study cycle. A key component of these improvements involves earlier call for studies, more leadership touch time, and significantly stronger focus on the written products released by the

Board. Realizing these actions will require additional support via a services and advisory assistance contract.

1.3 Objectives: The ODUSA requires a contract to effect increased support of ASB activities with a special emphasis on providing enhanced written reports, out brief charts, and other supporting documentation, as well as comprehensive administrative support pointed at enabling the Board members to more rapidly and decisively respond to Army leadership interests. The Army Science Board requires a wide packaged variety of analytical and program management assistance services in support of the Secretary of Army directed annual study cycle. These services include: technical report writing, graphics, maintenance of ASB database records;

information security and information assurance; administrative assistance with records management such as travel and ASB membership records; ASB portal management; maintaining currency of ASB website content; technical and study support at the ASB Plenaries; preparation of ASB issue staffing packages IAW HQDA policies; scheduling and coordination with senior HQDA personnel and other organizations (e.g., Washington Headquarters Services (WHS) and National Archives Records Administration). To successfully perform the foregoing tasks requires special knowledge, skills and experience in disciplines not resident within the ODUSA.

Utilization of Contractors with specialized knowledge and expertise is required to support government personnel in accomplishing time-sensitive tasks. Moreover, all of this must be accomplished IAW the requirements of the Federal Advisory Committee Act (FACA) and in concert with a unique assembly of Special Government Employees comprised of Former Government Civil and Military Executives and leaders from academia and the commercial sector.

1.3.1 The Contractor shall provide all personnel, supervision, and other items and non-personal services necessary to perform functional assistance, technical assistance and program oversight as defined in the Performance Work Statement (PWS) except for those items specified as government furnished property and services. Further detailed requirements are set forth in Section 5 below.

1.4 Scope: This contract supports the ODUSA Army Science Board mission to successfully achieve the Secretary of the Army directed annual study requirements by providing expert advisory and assistance support services. To successfully perform the foregoing tasks requires special knowledge, skills and experience in disciplines not resident within the ODUSA. These tasks are detailed as discussed in Section 5 below.

1.5 N/A

1.6 General Information:

1.6.1 Quality Control. The Contractor shall develop and maintain an effective quality control program to ensure services are performed in accordance with the PWS.

1.6.1.2 The Contractor shall develop and implement procedures to identify, prevent, and ensure non-recurrence of defective services. The Contractor’s quality control program is the means to assure that the work complies with the requirement of the contract.

1.6.1.3 As a minimum, The Contractor shall develop quality control procedures that address the areas identified in the Performance Requirements Summary (PRS) described in Section 7 of the PWS (Deliverable A02). The Contractor’s Quality Control Plan will be reviewed by the Government for adequacy. Changes thereafter must be approved by the Contracting Officer.

1.6.2 Quality Assurance: The Government will evaluate the Contractor’s performance under this contract in accordance with its Quality Control Plan and the attached Quality Assurance Surveillance Plan (QASP). This plan is primarily focused on what the Government must do to ensure that the Contractor has performed in accordance with the performance standards. It defines how the performance standards identified in the PRS will be measured, by whom, the frequency of the surveillance, and the maximum acceptable defect rate(s). The Contractor’s proposal for this order shall include representative quality control metrics related to the PRS.

1.6.3 Recognized Holidays:

1.6.4 Hours of Operation: Normal operating hours for the ASB’s primary office in the Taylor Building are 0700-1700. The Contractor shall conduct business Monday thru Friday except Federal holidays or when the Government facility is closed due to local or national emergencies, administrative closings, or similar Government directed facility closings. For other than firm fixed price contracts, the Contractor will not be reimbursed when the government facility is closed for the above reasons. The Contractor must during normal operating hours maintain an adequate workforce for the uninterrupted performance of all tasks defined within this PWS when the Government facility is not closed for the above reasons. When hiring personnel, the Contractor shall keep in mind that the stability and continuity of the workforce are essential.

1.6.5 Place of Performance: The primary places of performance are the National Capital Region (NCR), including the Pentagon, the Taylor Building, and/or the Contractor’s facilities.

1.6.6 N/A

1.6.7 Security Requirements: Contractor personnel performing work under this contract must have an interim Secret Clearance by commencement of the contract period of performance and must maintain clearance approval at the identified contract level of security required for the life of the contract. Additionally, all key personnel must be eligible for TS/SCI as some studies may receive information at that level. The security requirements are in accordance with the attached

DD254.

1.6.7.1 Physical Security. The Contractor shall safeguard all government equipment, information (to include personally identifiable information) and property, lists, and intellectual property provided for Contractor use. At the close of each work period, government facilities, equipment and materials will be secured. The Contractor shall safeguard all information of a confidential or sensitive nature. Failure to safeguard any privileged information which may involve the Contractor or the Contractor’s personnel or to which they may have access may subject the Contractor and/or the Contractor’s employees to criminal liability under Title 18, section 793 and 7908 of the United States Code. Provisions of the Privacy Act apply to all records and reports maintained by the contractor. All programs and materials developed at government expense during the course of this contract are the property of the government. The Contractor personnel shall obtain and maintain security badges and adhere to the installation security requirements.

1.6.7.2 Common Access Card. Secretary of the Army Memorandum dated 28 January 2006 on Contractor Verification System (CVS) Implementation provides guidance and instructions for the implementation of the CVS Army-wide. IAW that guidance, the authorizing official (Contracting Officer Representative (COR)), Contracting Officer Technical Representative (COTR), Contracting Officer, or other approving officials), the Contractor's sponsor, approves issuance of the CAC though the automated CVS system. The Functional Representative identified in this task order is the designated Trusted Agent (TA). Further delegation of that authority is determined at the installation level. The Contractor's CVS applications under this task order should clearly cite the contract and task order numbers identified on the DD Form 1155 for this task order.

1.6.7.3 Antiterrorism (AT) Level I Training. This provision/contract text is for Contractor employees with an area of performance within an Army controlled installation, facility or area.

All Contractor employees, to include subcontractor employees, requiring access Army installations, facilities and controlled access areas shall complete AT Level I awareness training within 30 calendar days after contract start date or effective date of incorporation of this requirement into the contract, whichever is applicable. The Contractor shall submit certificates of completion for each affected contractor employee and subcontractor employee, to the COR or to the contracting officer, if a COR is not assigned, within 30 calendar days calendar days after completion of training by all employees and subcontractor personnel. AT level I awareness training is available at the following website: https://atlevel1.dtic.mil/at.

1.6.7.4 Access and General Protection/Security Policy and Procedures. This standard language text is for contractor employees with an area of performance within an Army controlled installation, facility or area. Contractor and all associated sub-contractors employees shall comply with applicable installation, facility and area commander installation/facility access and local security policies and procedures (provided by government representative). The Contractor shall provide all information required for background checks to meet installation access requirements to be accomplished by installation Provost Marshal Office, Director of Emergency Services or Security Office. Contractor workforce must comply with all personal identity verification requirements as directed by DOD, HQDA and/or local policy. In addition to the changes otherwise authorized by the changes clause of this contract, should the Force Protection Condition (FPCON) at any individual facility or installation change, the Government may require changes in Contractor security matters or processes.

1.6.7.5 iWATCH Training. This standard language is for Contractor employees with an area of performance within an Army controlled installation, facility or area. The Contractor and all associated sub-contractors shall brief all employees on the local iWATCH program (training standards provided by the requiring activity ATO). This local developed training will be used to inform employees of the types of behavior to watch for and instruct employees to report suspicious activity to the COR. This training shall be completed within 30 calendar days of contract award and within 30 calendar days of new employees commencing performance with the results reported to the COR NLT 30calendar day’s calendar days after contract award.

1.6.7.6 Contractor Employees Who Require Access to Government Information Systems. All Contractor employees with access to a government info system must be registered in the ATCTS (Army Training Certification Tracking System) at commencement of services, and must successfully complete the DOD Information Assurance Awareness prior to access to the IS and then annually thereafter.

1.6.7.7 For contracts that require OPSEC Training. Per AR 530-1, Operations Security, new Contractor employees must complete Level I OPSEC training within 30 calendar days of their reporting for duty. All Contractor employees must complete annual OPSEC awareness training.

1.6.7.8 For Information assurance (IA)/information technology (IT) training. All Contractor employees and associated sub-contractor employees must complete the DoD IA awareness training before issuance of network access and annually thereafter. All Contractor employees working IA/IT functions must comply with DoD and Army training requirements in DoDD 8570.01, DoD 8570.01-M and AR 25-2 within six months of employment.

1.6.8 Special Qualifications: See Section 1.6.11 (Key Personnel)

1.6.8.1 Labor Category Standards

The Government anticipates that the following labor categories and definitions are required to perform this effort:

Report Writer/Analyst: Provides support for drafting, writing, publishing and archiving study reports for the ASB. Trains study managers on writing and communication components of studies. Shall be well versed in “How the Army Runs” and have experience interfacing with the highest echelons of the Department of the Army.

Minimum 10 years’ relevant experience; minimum of a bachelor’s degree or higher is required.

Minimum 3 years’ experience in support of a FACA governed body is preferred

Analyst: Provides a variety of support which may include administrative, analytical, membership management, database management and travel management support to the Army Science Board. Includes development and maintenance of Standard Operating Procedures/membership handbook, biographical summary of ASB members, briefing and presentation preparation, calendar and appointment management, policy compliance, website/database maintenance, Board member travel support services and study support.

All analysts must be proficient in Microsoft Office, proficient in preparing and managing correspondence for senior Army leaders (AR 25-50), familiar with FACA, National Archives and Records Administration (NARA), and the Joint Travel Regulation (JTR).

Website/database maintainer must be proficient in MS SharePoint and with windows based internet browsers. This does not require detailed technical IT/programming knowledge.

Minimum 3 years’ experience in a related field including at least one year in preparation/submission of travel vouchers in accordance with the JTR is required.

Business or related bachelor degree preferred.

Senior/Contract Manager: Responsible for the planning and execution of all activities related to contract performance. Ensures that all contractor personnel assigned to a task meet government qualification standards and receive necessary training.

Approves invoices being submitted to the Government. Reviews all deliverables prior to their submission for acceptance. Advises the ASB Executive Director on the status of the project. Must be proficient in Microsoft Office, proficient in preparing and managing correspondence for senior Army leaders (AR 25-50), familiar with FACA, National Archives and Records Administration (NARA), and the Joint Travel Regulation (JTR).

Shall be well versed in “How the Army Runs” and have experience interfacing with the highest echelons of the Department of the Army.

Minimum 5 years’ experience in a related field; minimum of a bachelor’s degree (advanced degrees preferred).

1.6.9 Post Award Conference/Kick-off Meeting: The Contractor shall attend all post award conference convened by the contracting activity or contract administration office in accordance with Federal Acquisition Regulation Subpart 42.5. The Contracting Officer, Contracting Officers Representative (COR), and other Government personnel, as appropriate, may meet periodically with the Contractor to review the Contractor's performance. At these meetings the contracting officer will apprise the Contractor of how the government views the Contractor's performance and the Contractor shall apprise the Government of problems, if any, being experienced.

Appropriate action shall be taken to resolve outstanding issues. Participation in these meetings is included in the cost of the contract stated elsewhere and will be at no additional cost to the Government.

1.6.9.1 The Contractor shall attend a post-award “kickoff meeting” within 5 days of contract award. Within 10 days of said meeting the Contractor shall deliver a complete Plan of Action and Milestones (POA&M) for completion of all deliverables.

1.6.10 Contracting Officer Representative (COR): The (COR) will be identified by separate letter. The COR monitors all technical aspects of the contract and assists in contract administration The COR is authorized to perform the following functions: assure that the Contractor performs the technical requirements of the contract: perform inspections necessary in connection with contract performance; Maintain written and oral communications with the

Contractor concerning technical aspects of the contract: issue written interpretations of technical requirements, including Government drawings, designs, and specifications: monitor Contractor's performance and notifies both the Contracting Officer and Contractor of any deficiencies;

coordinate availability of government furnished property, and provide site entry of Contractor personnel. A letter of designation issued to the COR, a copy of which is sent to the Contractor, states the responsibilities and limitations of the COR, especially with regard to changes in cost or price, estimates or changes in delivery dates. The COR is not authorized to change any of the terms and conditions of the resulting order.

1.6.11 Key Personnel: The following personnel are considered key personnel by the government: Senior/Contract Manager and Report Writer. The Contractor Senior/Contract Manager shall be responsible for the performance of the work. The name of this person and an alternate who shall act for the Contractor when the manager is absent shall be designated in writing to the contracting officer. The contract manager or alternate shall have full authority to act for the Contractor on all contract matters relating to daily operation of this contract. The Senior/Contract manager or alternate shall be available during all normal operating hours IAW

1.6.4 above.

1.6.12 Identification of Contractor Employees: All contract personnel attending meetings, answering Government telephones, and working in other situations where their Contractor status is not obvious to third parties are required to identify themselves as such to avoid creating an impression in the minds of government employees, other Contractors, or members of the public that they are Government officials. Such confusion can result in the improper release of information to or by these individuals. The Contractor shall ensure that all documents or reports produced by Contractors are suitably marked as Contractor products or that Contractor participation is appropriately disclosed.

1.6.13 Contractor Travel: The government anticipates estimated travel as shown below:

There are four plenary session. Fall, Winter, Spring sessions are 3-4 days each. The Summer plenary is 2 weeks long. Analysts and tech writers attend each session.

The tech writer(s) is required to conduct additional travel with study groups…normally one week per month in addition to the plenary session.

The Senior Manager may be required to conduct site visits to new plenary locations (3) days each, normally once or twice per year.

Any such travel costs would be governed by the rules of the Federal Acquisition Regulation (FAR) 31.205-46 and would be reimbursed in accordance with the Joint Travel Regulations

(JTR).

1.6.14 Other Direct Costs: Professional Photographer for the Biographical Book and Graphic Artist (IAW 5.3 below)

1.6.16 Organizational Conflict of Interest: Contractor and subcontractor personnel performing work under this contract may receive, have access to or participate in the development of proprietary or source selection information (e.g., cost or pricing information, budget information or analyses, specifications or work statements, etc.) or perform evaluation services which may create a current or subsequent Organizational Conflict of Interests (OCI) as defined in FAR Subpart 9.5. The Contractor shall notify the Contracting Officer immediately whenever it becomes aware that such access or participation may result in any actual or potential OCI and shall promptly submit a plan to the Contracting Officer to avoid or mitigate any such OCI. The Contractor’s mitigation plan will be determined to be acceptable solely at the discretion of the Contracting Officer and in the event the Contracting Officer unilaterally determines that any such OCI cannot be satisfactorily avoided or mitigated, the Contracting Officer may affect other remedies as he or she deems necessary, including prohibiting the Contractor from participation in subsequent contracted requirements which may be affected by the OCI.

PART 2

DEFINITIONS & ACRONYMS

2.1. DEFINITIONS

2.1.1 CONTRACTOR. A supplier or vendor awarded a contract to provide specific supplies or service to the government. The term used in this contract refers to the prime.

2.1.2 CONTRACTING OFFICER. A person with authority to enter into, administer, and or terminate contracts, and make related determinations and findings on behalf of the government.

Note: The only individual who can legally bind the government.

2.1.3 CONTRACTING OFFICER'S REPRESENTATIVE (COR). An employee of the U.S.

Government appointed by the contracting officer to administer the contract. Such appointment shall be in writing and shall state the scope of authority and limitations. This individual has authority to provide technical direction to the Contractor as long as that direction is within the scope of the contract, does not constitute a change, and has no funding implications. This individual does NOT have authority to change the terms and conditions of the contract.

2.1.4 DEFECTIVE SERVICE. A service output that does not meet the standard of performance associated with the Performance Work Statement.

2.1.5 DELIVERABLE. Anything that can be physically delivered, but may include non-manufactured things such as meeting minutes or reports.

2.1.6 KEY PERSONNEL. Contractor personnel that may be required to be used in the performance of the contract by the Key Personnel provision listed in the PWS. When key personnel are used as an evaluation factor in best value procurement, an offer can be rejected if it does not have a firm commitment from the persons that are listed in the proposal.

2.1.7 PHYSICAL SECURITY. Actions that prevent the loss or damage of Government property.

2.1.8 QUALITY ASSURANCE. Surveillance Plan (QASP). An organized written document specifying the surveillance methodology to be used for surveillance of Contractor performance.

2.1.9 QUALITY CONTROL. All necessary measures taken by the Contractor to assure that the quality of an end product or service shall meet contract requirements.

2.1.10 SUBCONTRACTOR. One that enters into a contract with a prime Contractor. The Government does not have privity of contract with the subcontractor.

2.1.11 WORK DAY. The number of hours per day the Contractor provides services in accordance with the contract.

2.1.12 WORK WEEK. Monday through Friday, unless specified otherwise.

GOVERNMENT FURNISHED PROPERTY, EQUIPMENT, AND SERVICES

3.2 Facilities: The Government will provide the necessary workspace for the Contractor staff to provide the support outlined in the PWS to include desk space, telephones, computers and other items necessary to maintain an office environment.

PART 4

CONTRACTOR FURNISHED ITEMS AND SERVICES

4.1 General: The Contractor shall furnish all supplies, equipment, facilities and services required to perform work under this contract that are not listed under Part 3 of this PWS.

PART 5

Specific Tasks:

5.1 Basic Services: The Contractor shall perform advisory and assistance support services in accordance with this PWS, current Army regulatory and policy directives and any portion of the contractor’s proposed processes that are incorporated into this order.

The Contractor shall provide an initial Program of Action and Milestones (POA&M) within ten (10) days of contract award. The Contractor shall detail key program elements and timeframes to accomplish all assigned tasks. This POA&M shall be subsequently updated and maintained in each Monthly Status Report (MSR) (see Deliverable A01).

The Contractor shall coordinate a kickoff meeting with the Government, no later than ten

(10) days after contract award. Specific task or analytical support/services requirements are addressed in 5.2 through 5. below.

5.2 Report Writing: The Contractor shall write and bring to completion no less than six (6) study reports. This includes:

5.2.1 Initiate, coordinate, revise successive drafts and complete publishable final drafts of annual study reports, including research, findings, recommendations, and supporting documentation (as required).

5.2.2 At the discretion of the study chair, edit documents prepared by study team members that further the conduct of the study, such as plenary summaries, meeting notes, lines of inquiry, etc.

5.2.3 Support the ASB Executive Committee with the development of Terms of Reference documents, briefings, task force and/or subcommittee reports, and the documentation of other projects that further the conduct of the Board.

5.2.4 Develop and maintain formatting, style, and composition standards for ASB studies.

5.2.5 Train and liaise with study managers on writing and communication components of the study.

5.2.6 Provide monthly on-site support to the ASB office, as coordinated with the ASB Executive Director, not to exceed one week (40 hours) per month. Required travel will be COR approved upon ASB Executive Director notification given availability of funds.

5.2.7 Travel to the plenary sessions and with study teams when necessary to gather study materials and information and to document proceedings, as coordinated with the ASB Executive Director. Required travel will be COR approved upon ASB Executive Director notification given availability of funds.

5.2.7.1 Technical Report Format:

The Contractor shall integrate the results of any analyses and study member input into final reports that contain the findings and recommendations. As a minimum the reports shall follow the basic content below (which can be augmented/changed with agreement from the Army Science Board Chair and the Army Science Board Executive Director):

Front Cover – Report shall be professional in appearance with cover art appropriate for the content of the report as well as include the following information:

Name the originator of the report – i.e., “Army Science Board” Identify the study year – e.g., “Fiscal Year 2016 Study” Name of the Study – e.g., “Future Armor/Anti-Armor Competition.”

Indicate that the document is a “Final Report” Indicate Date of Report – e.g., “JANUARY 2016” Identify Responsible Office: “Department of the Army, Office of the Deputy Under

Secretary of the Army, Washington, D.C. 20310-0101” Include a distribution statement indicating to whom and under what conditions the report may be released.

Disclaimer Statement – the first page of the report shall have the following disclaimer statement:

“Disclaimer: This report is the product of the Army Science Board (ASB). The ASB is a Federal Advisory Committee established to provide independent advice to the Secretary of Defense through the Secretary of the Army and the Chief of Staff, Army. The statements, opinions, conclusions and recommendations contained in this report are those of the ASB study members and do not necessarily reflect the official position of the United States Army or the Department of Defense.

Table of Contents: The table of contents shall include the general outline of the report using a standard number taxonomy and as a minimum include the following:

Report letter to the Secretary of the Army from the Chair of the Army Science Board.

Executive Summary and Introduction (2-5 pages). Brief High level overview of report, Terms of Reference (TOR). This can be a copy of the actual TOR signed by the Secretary of the Army authorizing the study.

Approach or Methodology. A brief overview of how or by what method the study was undertaken and completed.

Personnel. List of personnel involved in the study team and from whom pertinent information, data, analysis or other input was gathered.

Findings – This section should indicate Recommendations – The recommendations shall be those brought forth by the study team and approved by official ASB vote in a session announced in the Federal Register. This section shall consist of a table indicating by number all study recommendations and where they can be found (page/paragraph) in the text of the report and with whom, if any person, entity, or organization, the ASB study team has indicated responsibility of implementing the recommendation lies.

Body of the Report. This shall be organized in to numbered chapters indicating the logical progression of information, data, analysis and conclusions/findings pointing to the recommendations. The Body of the report shall culminate in a brief summary at the conclusion of each chapter or dividing section, but if deemed more appropriate for length and complexity of the report, the summary may be placed at the end of the overall body of the report as its own separate chapter or dividing section.

Appendices – Appendices shall be included by letter (e.g., Appendix A, Name, Appendix B, Name, etc.,) and cover all topics pertinent to the conduct of the report. Typical entries shall include, but not be limited to panel reports, special input (analysis), indexed (chapter/section and page) lists of tables, figures, and bibliography for any references cited in the report.

Back Cover – Shall be professional in appearance and complement the front cover. The Contractor shall provide final draft reports IAW the POAM.

5.3 Graphics Support: The Contractor shall standardize and format any presentation materials included in the final reports, as well as improving the quality of graphics, figures, or photos the Government might choose to include in the study reports, selecting appropriate graphics and report color schemes and ensuring any chosen are of sufficient quality to show clearly when printed. . 5.3.1 The Contractor shall integrate graphics and photos into products (typically written reports, charts, or other visual products) that will be professionally presented and or published for both hardcopy and electronic media. This requires expertise in selecting appropriate resolution for images and creativity in selecting graphics for the various military and scientific themes applicable to the Army Science Board studies.

5.3.2 The Contractor shall provide graphics support for study reports and the biographical book.

5.3.3 The Contractor shall provide graphics support as part of the strategic communications outreach support services to raise awareness of the Army Science Board recommendations and results across the Department of the Army and Department of Defense. Support services shall include: development of both internal and external ASB Directorate communications materials and development of ASB engagement strategy across DA

5.4 Archival Services: The ASB is required by law to maintain records of its work and proceedings in perpetuity. Currently, the ASB Directorate houses physical copies of reports, briefings, meeting records, and photographs dating back to the 1960s. These items are at risk of damage and need to be preserved, yet remain accessible for review by ASB members.

Documents and media housed in the ASB Directorate include:

Meeting records – 2,000 pp.

Photos – 1,500 Reports – 6,000 pp.

Membership records – 2,000 pp.

Compact Discs – 300 Microfilm – 1 reel CompacTape – 1 cartridge

5.4.1 Create digital copies of all documents and media (listed above) in commonly accessible formats (i.e., .pdf, .jpeg, etc.) formatted to incorporate into a searchable database.

5.4.2 Establish an archival system for ASB meeting records, reports and membership records, arranged IAW standards outlined by the National Archives and Records Administration (NARA) that allows for protection and ready review of the documents.

5.4.3 Establish an archival system for ASB photographs, arranged IAW standards outlined by the NARA that allows for protection and ready review of the photographs.

5.4.4 Establish an archival system for ASB compact discs, arranged IAW NARA standards

5.4.5 Coordinate with OAA, OGC, DUSA, USA offices and ACMO as required to complete tasks.

5.5 Database Management, Information Security and Information Assurance:

5.5.1 Provide technical support and user training/assistance for the ASB database.

5.5.2 Resolve functionality issues within the ASB database.

5.5.3 Assist ASB members to resolve Army Knowledge Online (AKO) issues.

5.5.4 Design and manage the ASB member portal.

5.5.5 Assist ASB members to resolve Army Science Board member portal issues.

5.5.6 Manage database records using the ACMO and ASB member portals.

5.5.7 Update and maintain currency of ASB website and its content5.5.8 Perform ASB file archiving including preparation, labeling and boxing of ASB files for transition to the Library of Congress IAW NARA and compliance with FACA rules/regulations.

5.6 Administrative Support:

5.6.1 Draft and maintain ASB Standard Operating Procedures.

5.6.2 Draft and maintain ASB Biographical Book.

5.6.3 Draft and maintain project/process charts for the annual study cycle.

5.6.4 Draft, maintain and update the ASB Membership Handbook to reflect the current year study cycle.

5.6.5 Update the ASB Charter biennially for ASB Executive Director's review and approval

5.6.6 Draft ASB issue staffing packages IAW HQDA policies.

5.6.7 Ensure compliance with policies, procedures and practices of NARA standards.

5.6.8 Conduct analytical reviews and provide recommendations on current/planned ASB projects

5.6.9 Coordinate with OAA, OGC, DUSA, USA offices and ACMO as required to complete tasks.

5.6.10 Coordination with senior leaders and external organizations including meeting.

coordination, scheduling and support to the Executive Director of the Army Science Board.

5.6.11 Prepare, modify and support the administrative requirements to publish the ASB study reports.

5.6.12 Prepare memoranda, briefing slides and materials to support other administrative functions and processes of the ASB using Sharepoint, MS Excel, MS PowerPoint and MS Word.

5.6.13 Coordinate facilities and prepare briefing packages for ASB IPRs.

5.6.14 Answer phone calls and email in a timely manner.

5.6.15 Develop briefings and reports on study, meeting, and member activities.

5.6.16 Develop and distribute materials to support the coordination of Board studies, meetings, and member activities.

5.6.17 Document management, staffing and travel coordination in support of the Executive over the Science Board.

5.7 Membership & Travel Support Services:

5.7.1 Support ASB membership processing, travel arrangements, study support and briefing support.

5.7.2 Assist in-processing of new ASB personnel.

5.7.3 Review and maintain currency of ASB Security, Membership and Travel budget documents.

5.7.4 Assist preparations for ASB Plenary Sessions:

o Validate Plenary website o Validate attendees o Coordinate Cross Org LOAs for government invitees o Follow-up with invited speakers' schedulers to ensure the speaker knows when and where to brief

5.7.5 Interface with the ASB membership to support their study, meeting, and membership requirements and travel processing, to include personal, telephonic, and written interactions, including:

o Complete appropriate Government forms and coordinate processing of all travel authorizations and vouchers for ASB members.

o Contact ASB members concerning any travel discrepancies and missing receipts or information.

o Maintain a spreadsheet of all travel (order process and vouchers).

o Provide requested travel information for yearly budget.

o Ensure travelers comply with the Joint Travel Regulation (JTR).

o Ensure that every traveler is ticketed before departure.

o Responsible for ensuring the delivery of policy compliant, cost effective, service orientated travel arrangements.

o Coordinate all airline, hotel, rail and car reservations with the Commercial Travel Office

(CTO).

o Provide traveler copy or orders (authorization) prior to travel and voucher after payment.

o Handle all changes and exchanges for travel.

5.8 Monthly Status Reports to the COR: In addition to summarizing technical progress, these reports are intended to identify “earned value” as discussed in 5.7 below. These reports shall be consistent with the Contractor’s approved QCP. They shall describe the status of the Contractor’s efforts to date, program status, accomplished activities, statistics on time to complete each such action, trip reports on meetings attended during the period, planned activities over the next quarter (90 days) of effort, and any challenges to accomplish the PWS. It shall identify any proposed changes to the approved POA&M.

5.9 Financial Status: The Contractor shall include financial status of all costs incurred for each monthly reporting period and total contract to date by Contract Line Item (CLIN) and Sub Line Item (SLIN). This report shall show available funds remaining for each funding line of appropriation data. These reports are intended to identify “earned value” only in the sense that they will document costs incurred, hours expended and task/schedule completion in a manner that promotes trend analysis and integrated management assessment of performance. EVMS ratios are not required.

5.10 Contractor Management Reporting (CMR): The Office of the Assistant Secretary of the Army (Manpower & Reserve Affairs) operates and maintains a secure Army data collection site where the Contractor shall report ALL Contractor manpower (including subcontractor manpower) required for performance of this contract. The Contractor shall completely fill in all the information in the format using the following web address https://Contractormanpower.army.pentagon.mil. The required information includes: (1) Contracting Office, Contracting Officer, Contracting Officer’s Technical Representative (COTR) also known as the Contracting Officer’s Representative (COR); (2) Contract number, including task and delivery order number; (3) Beginning and ending dates covered by reporting period; (4) Contractor's name, address, phone number, e-mail address, identity of Contractor employee entering data; (5) Estimated direct labor hours (including sub-Contractors); (6) Estimated direct labor dollars paid this reporting period (including sub-Contractors); (7) Total payments (including sub-Contractors); (8) Predominant Federal Service Code (FSC) reflecting services provided by Contractor (and separate predominant FSC for each sub-Contractor if different); (9) Estimated data collection cost; (10) Organizational title…
