Name of Proposed Contractor(s): Woodard-Cody Specialty Consulting, Inc.

Street Address: 4115 Hulon Drive City, State, Zip: Durham, NC 27705 Phone: 910-619-7323

3. Description of Services or Supplies:

The estimated value of the proposed action is for one year.

The Asymmetric Warfare Group (AWG) has a requirement for a personalized training plan for individual students participating in the Operational Advisor Training Course (OATC). The training plan will incorporate existing psychological evaluations of each student to into a five day interviewing technique course to be held within the first six weeks of OATC. This course will use training plans previously developed as a guide to focus student interactions and learning objectives to achieve a high level of impact that will enable the student to conduct the AWG mission as an Operational Advisor.

4. Authority:

FAR 13.106-1(b)(1): For purchases not exceeding the simplified acquisition threshold (SAT), contracting officers may solicit from one source if the contracting officer determines that the circumstances of the contract action deem only one source reasonably available (e.g. urgency, exclusive licensing agreements, brand name, or industrial mobilization)

5. Reasons for Authority Cited:

Woodard-Cody Specialty Consulting, Inc. has been working with the AWG through a subcontract under contract number W9124Q-06-C-0123 to perform psychological evaluations on students entering the OATC course since December 2004. Using multiple evaluation tests, including the Minnesota Multiphasic Personality Inventory (MMPI 2), Test of Attention and Interpersonal Style (TAIS), and Shipley tests, the vendor evaluates student’s interactions with role players while in stressful situations. This level of exposure to the student’s personalities allows the Contractor to create a detailed student training plan based on the student’s strengths and weaknesses. Providing another vendor with the results of the psychological evaluations will not give them the information required for personalized training plans to the level of detail required for this procurement.

6. Efforts to Obtain Competition:

This action will be synopsized in accordance with FAR 5.202(a)(13) in an effort to obtain potential sources. The technical personnel of the requesting agency conducted market research as explained in paragraph 8 below, in an effort to identify potential sources.

7. Actions to Increase Competition:

AWG personnel are continually conducting market research by reviewing professional literature, having dialogue with subject matter experts in public and private organizations and attending associated trade shows, conferences and symposia.

8. Market Research:

In accordance with Federal Acquisition Regulation (FAR) part 10.002, market research was conducted which included searching GSA Federal Supply Schedules, and the World Wide Web. As a result of this research, AWG was unable to locate another vendor that can create the level of personalized training plans the AWG requires. Only Woodard-Cody Specialty Consulting, Inc. has the background and exposure to the students to create a detailed student training plan based on individual strengths and weaknesses.

9. Procurement History:

Previous Purchase Order(s) or Contract(s): X Yes No Purchase Order Number: W91CRB-13-C-0017 Was action competed? No Yes If action was not competed, state the cited authority, summarize rationale: FAR 6.302-1 Woodard-Cody Specialty Consulting, Inc. has been working with the AWG through a subcontract under contract number W9124Q-06-C-0123 to perform psychological evaluations on students entering the OATC course since December 2004. Only Woodard- Cody Specialty Consulting, Inc. has the background and exposure to the students to create a detailed student training plan based on individual strengths and weaknesses.

10. Additional Information to support the justification.

(i)What harm will come to the Government if desired supplies/services are not provided on time?

The AWG requires an intense and personalized Interviewing Techniques course in order for their Operational Advisors to conduct their mission. If the desired services are not provided on time, the OATC course will not contain the five day Interviewing Technique course which is vital to enhance Operational Advisor interviewing / information acquisition skills and enhance presentation / information transmission skills.

(ii)What harm will come to the Government if desired contractor doesn't receive the award?

The harm that the Government will incur is the required level of detail to enhance the student’s performance and conduct the course will not be met. In addition, a duplication of cost will occur by requiring a different company to review the psychological evaluations already conducted by Woodard-Cody. Unique knowledge and experience gained due to the exposure to the student’s strengths and weaknesses while conducting these evaluations will also be lost. Finally, the time that it would take to bring a new vendor up to speed on the psychological evaluations and student profiles would significantly delay the OATC course timeline.
