Frost Effects Research Facility Refrigeration Equipment Repair by Replacement

1. GENERAL

A. The Contractor shall furnish all supplies, supervision, labor, materials, tools and equipment, safety, quality control, mobilization and demobilization to perform a repair by replacement of specified refrigeration equipment at the Frost Effects Research Facility (FERF) at the US Army Corps of Engineers Cold Regions Research and Engineering Laboratory (CRREL), Hanover, New Hampshire.

The refrigeration equipment to be replaced currently is the medium temperature compressors, the low temperature compressors and their respective pumps and tank valves.

B. Overview: The replacement refrigeration equipment shall be two glycol chiller package units, with an option to bid three units. The first shall be a minimum 120 Refrigerant Tons; this may be proposed in either one 120-RT unit rated for industrial use and/or in two 60-RT units rated for industrial use at evaporator temperature of 0 ℉. The second shall be a minimum 30 Refrigerant Ton unit rated for industrial use at evaporator temperature of -47 ℉. New glycol circulating pumps shall be supplied for each unit to transfer glycol to the corresponding medium and low temperature glycol holding tanks. The project includes purchase and installation of the chiller units, all electrical connections for the units and pumps, control tie-ins to the glycol tanks, isolation valves, piping, insulation and other ancillary parts. Salient features required for the units shall be per this Description of Requirement (DOR). The glycol used in the system is Dow Norkool SLH and is an Ethylene Glycol. All references to Dow Norkool in this document are to the Ethylene Glycol variant.

The Contractor shall replace the exterior valves in the piping for the low, medium, and high temp glycol tanks and select interior valves leading to these valves in the piping system. There are 14 x 6” Butterfly valves, 10 x 6” gate valves, 5 x 6” check valves, 1 x 5” butterfly valve, 1 x 5” check valve, 1 x 4” butterfly valve, 2 x 4” gate valves, and 1 x 4” check valve; they are pressure class 150, ANSI Class IV, tight shut-off per ANSI B16.104 and must be rated for Dow Norkool SLH (Ethylene) use. 6 of the 6-inch butterfly valves, 3 of the 6-inch gate valves, 1 of the 6-inch check valves, and 1 of the 4-inch butterfly valves must be rated to circulate Norkool at -37℉. All other valves must be rated to circulate at 10℉ only. The insulation on the valves shall also be replaced. Pricing shall include the emptying of the three glycol tanks into temporary holding tank(s) and refilling of the three tanks.

Contractor shall install any external equipment on a 35x20ft concrete pad with 2ft of standoff distance from the side of the building, sheds, and external tank farm. Pad is 4,000 psi, six inches thick, reinforced with No.6 bars on 12-inch centers and has 8-10 inch in sum total of lifts. Any equipment external to the building shall be sized for this pad.

C. Existing Conditions: The work shall comply with the requirements of all Federal, State and local codes. Any ammonia system being installed must conform with IIAR2 2014 standards for ammonia refrigeration machinery in all particulars, including ammonia alarms and emergency shutdown safety systems.

D. Point of Contact (POC) Requirement: Contractor shall identify a single point of contact with decision-making authority. His/her duties shall include, but are not limited to, ensuring contractor compliance with security, safety, scheduling, and non-smoking requirements. See Sections: 7 Safety, 8 Scheduling, 9 Security, and 10 Smoking Policy. The POC is required to be present at an initial post award conference after award of this contract. See Section 6 Post Award Conference.

E. Qualifications: Before any work takes place on site, the Contractor shall provide a copy of each employee’s licenses and certifications to the Contracting Officers Representative (COR) that pertains to the specific job to be performed in the execution of this contract. Licenses and Certifications are outlined in Section 5.

2. SUPPLIES

Refrigeration System Equipment: The Contractor shall provide the glycol chiller units, glycol circulating pumps, valves, controls, piping, hangers, supports, insulation, and other miscellaneous parts such that they work together to support the required system conditions. All equipment shall be rated for use with Dow Norkool glycol. Contractor shall submit their proposed products to the Government in their technical proposal.

A. The Contractor shall offer against one or both of the following supply procurement alternatives:

(1) Water-cooled chiller replacement strategy:

a) The Contractor shall disconnect and remove the old refrigeration chiller units, pumps, valves, and abandoned wiring and conduit. The Contractor shall transport all solid waste off of the project site and dispose of it in compliance with Federal, State and local requirements for solid waste disposal. The Government shall Field Mark the limits of the demolition activity.

b) Glycol Chiller Units – Units shall be equipped with a micro-processor control panel with electronic user interface. Variable Frequency Drives shall be installed on the units for efficiency. The Contractor shall submit the product data and manufacturers specifications of their proposed medium and low temp chiller units that meet or exceed these specifications.

c) Medium Temp Unit: This unit shall be a 120 Refrigeration Ton (420kWr) chiller unit or two (2) 60 Refrigeration Ton (210kWr) units; the vendor may propose a larger tonnage to achieve cost savings by using standardized tonnages, but may not propose a smaller tonnage. Evaporator temperature estimated to be approximately 0 ℉. It shall be rated for industrial use, instead of commercial use.

I. Indoor Water-Cooled Unit(s): An indoor water cooled unit(s) must connect to existing process water, electrical, and power connections. A 120 RT chiller would be installed directly in place of one of two 120 RT chiller units of similar capability that are currently present, but operating off of R22 and not automated.

Alternatively, two 60 RT chillers may be installed in place of the existing 120 RT chillers as a one for one replacement in the same locations, at half the rated tonnage.

A standard single-vehicle garage door is available for access to the machinery room. Cooling water supply not to exceed 200 gallons per minute (gpm), or the contractor may propose a closed-loop cooling system.

II. Any component of the proposed water-cooled system which is located external to the building requires the contractor to be responsible for all pass-thrus and for the total footprint of all external equipment to fit within the 35x20 pad described in Section 1.B.

III. All new electrical work required for installation of chillers must be bid as part of the installation proposal, including pass-thrus for any exterior portion of the equipment.

d) Low Temp Unit: This unit shall be a 30 Refrigeration Ton (105kWr) chiller unit; the vendor may propose a larger tonnage to achieve cost savings by using standardized tonnages, but may not propose a smaller tonnage. Evaporator temperature estimated to be approximately -47 ℉. It shall be rated for industrial use, instead of commercial use.

I. Indoor Water-Cooled Unit: An indoor water cooled unit must connect to existing process water, electrical, and power connections. This unit would be installed directly in place of one 17 RT chiller unit of similar capability but operating off of R22 and not automated and one 25 RT chiller unit of similar capability but operating off of R22 and not automated. A standard single-vehicle garage door is available for access to the machinery room. Cooling water supply not to exceed 150 gallons per minute), or the contractor may propose a closed-loop cooling system.

II. Any component of the proposed water-cooled system which is located external to the building requires the contractor to be responsible for all pass-thrus and for the total footprint of all external equipment to fit within the 35x20 pad described in Section 1.B.

III. All new electrical work required for installation of chillers must be bid as part of the installation proposal, including pass-thrus for any exterior portion of the equipment.

(2) Air-cooled chiller replacement strategy:

a) The Contractor shall install air-cooled skid units located external to the building. This will require splicing in new connections to the chillers into the existing system. The Government will provide a concrete pad for mounting the units on.

b) Glycol Chiller Units – Units shall be equipped with a micro-processor control panel with electronic user interface. Variable Frequency Drives shall be installed on the units for efficiency. The Contractor shall submit the product data and manufacturers specifications of their proposed medium and low temp chiller units that meet or exceed these specifications.

c) Piping: A total of up to 140 feet of additional glycol piping sized to interface with the existing system must be supplied to hook up supply/return feeds to the outside air-cooled units. This should consist of one supply/return loop of 40 linear feet and one to two supply/return loops of 50 linear feet each to connect both units to their respective glycol supply tanks, with exact dimensions depending on the Contractor’s proposed configuration and units.

d) Insulation – All existing exterior piping and equipment to the 3 Norkool tanks shall be reinsulated due to the perforations for the new piping and general poor condition. All new, Contractor provided, equipment shall also be insulated. The insulation shall be an exterior rated rigid styrofoam designed for refrigeration cold service. A Dow/Polyguard ZeroPerm insulation system, or equal, shall be used. Includes a piping corrosion gel, vaporguard, styrofoam, and vapor barrier.

e) Medium Temp Unit: This 120 Refrigeration Ton (420kWr) of installed capacity in one 120 RT chiller unit or two 60 RT chiller units; the vendor may propose a larger tonnage to achieve cost savings by using standardized tonnages, but may not propose a smaller tonnage. Evaporator temperature estimated to be approximately 0 ℉. It shall be rated for industrial use, instead of commercial use.

I. Outdoor Skid Unit: An outdoor skid unit, air cooled and installed outside as a skid package, must run in low outside temperature environments, -30 ℉ OAT, and high outside temperature environments, 100 ℉ OAT with 85% humidity. This unit must include all necessary piping connections for system operation, incorporating new pumps and valves with interconnections outdoors near existing Glycol tanks. The Contractor is responsible for proposing the design of the interconnections between the existing system and the new skid units, as well as for the extension of electrical hookups to supply power to the units.

f) Low Temp Unit: This unit shall be a 30 Refrigeration Ton (105kWr) chiller unit; the vendor may propose a larger tonnage to achieve cost savings by using standardized tonnages, but may not propose a smaller tonnage. Evaporator temperature estimated to be approximately -47 ℉. It shall be rated for industrial use, instead of commercial use.

I. Outdoor Skid Unit: An outdoor skid unit, air cooled and installed outside as a skid package, must run in low outside temperature environments, -30 ℉ OAT, and high outside temperature environments, 100 ℉ OAT with 85% humidity. This unit must include all necessary piping connections for system operation, incorporating new pumps and valves with interconnections outdoors near existing Glycol tanks. The Contractor is responsible for proposing the design of the interconnections between the existing system and the new skid units, as well as for the extension of electrical hookups to supply power to the units.

(3) Glycol Circulating Pumps – There shall be two pumps per chiller unit, piped in parallel, one to be used as a back-up. The Contractor shall submit the product data and manufacturers specifications of their proposed medium and low temp pumps that meet or exceed these specifications. Only the two low-temperature pumps must be rated at -37℉. The other pumps (two or four, depending on configuration) must be rated at 10℉.

i. Medium Temp Pumps (MTP): The current pumps are 240 gpm with 74 feet of head. The new pumps shall be sized appropriately for the new system. The number of medium temperature pumps shall be two (2) if a single 120 RT chiller is proposed by the vendor for the medium temperature loop, and four (4) if two 60 RT chillers are proposed by the vendor for the medium temperature loop.

ii. Low Temp Pumps (LTP): The current pumps are 141 gpm, with 55 feet of head. The new pumps shall be sized appropriately for the new system. The number of pumps shall be two (2).

(4) Valves – The following valves must be supplied and installed: 14 x 6” Butterfly valves, 10 x 6” gate valves, 5 x 6” check valves, 1 x 5” butterfly valve, 1 x 5” check valve, 1 x 4” butterfly valve, 2 x 4” gate valves, and 1 x 4” check valve; they are pressure class 150, ANSI Class IV, tight shut-off per ANSI B16.104 and must be rated for Dow Norkool SLH (Ethylene) use. 6 of the 6-inch butterfly valves, 3 of the 6-inch gate valves, 1 of the 6-inch check valves, and 1 of the 4-inch butterfly valves must be rated to circulate Norkool at -37℉. All other valves must be rated to circulate at 10℉ only. Contractor will arrange site visit to physically inspect valves to be replaced to verify configuration before ordering.

(5) Product Data: (3) Copies of written product data, manufacturers specifications, and operating procedures shall be provided after the installation. Electronic copies, if available, shall also be provided to the COR.

(6) Safety Data Sheets (SDS): SDS sheets for cleaners or lubrication or any other materials intended for use on this contract.

(7) Operational Performance Requirements – The systems shall be able to cool their respective glycol tanks in less than 4 days (96 hrs), assuming 95 ℉ OAT with 95% humidity (with the Norkool inside the tank assumed to be stabilized to the outside environment at approximately 80 ℉) and target temperature of -37 ℉ inside of the low temperature glycol tank and 10 ℉ inside of the medium temperature glycol tank, with each tank being at capacity with 3,000 gallons of Dow Norkool SLH and a functional R6 insulation factor on the tanks. The installation shall be tested for acceptance by cooling the tanks in such a period of time that the curve from the test indicates performance equivalent to these requirements.

(8) Ammonia Refrigeration Systems – Ammonia refrigeration systems proposed to meet the requirements of this specification must comply in full with IIAR 2 rev 2014 and the proposed price must reflect full required hi/lo safety alarms and automated emergency shutdown integral to the unit. No unit may be proposed that has a catastrophic leak of greater than 200lbs of anhydrous ammonia from a single point of failure. The catastrophic leak is generally the largest single vessel or 50% of the total ammonia capacity of a unit. The submission from a vendor proposing an Ammonia Refrigeration System must demonstrate that no leak would ever exceed 200lbs of ammonia. Ammonia Refrigeration Systems proposed by the vendor must be capable of interfacing with standard industrial alarm systems to provide campus-wide notification and response. A vendor may submit both ammonia and non-ammonia refrigeration systems as options for the Government to evaluate.

3. INSTALLATION

A. Glycol Chiller Units: The Contractor shall furnish and install both a low temperature glycol chiller of 30 RT, and either one medium temperature glycol chiller unit of 120 RT, or two medium temperature glycol chiller units of 60 RT each, to replace the existing units in the FERF. The units shall be stand-alone chillers that can work independent of each other. Dedicated disconnect switches shall be installed at each unit.

B. Glycol Pumps and Motors: Each unit shall have two glycol circulating pumps that connect to its corresponding glycol circulation system. They shall be piped in parallel, with one a back-up. There shall be isolation valves for each pump for maintenance. Dedicated disconnect switches shall be installed at each pump. A unit includes a pump and motor coupled on a base.

C. Location – The contract may be bid to install new water-cooled units in the existing machinery room, or air cooled units external to the building. In the case of water-cooled units:

(1) Existing two (2) 120-RT Medium Temperature units and one (1) each 25-RT and 17-RT low temperature units must be removed and supporting equipment demolished to support installation of either one (1) 120-RT Medium temperature unit or two (2) 60-RT Medium temperature units, and (in both cases) one (1) 30+-RT unit. Power, water, and glycol connections must be supplied, linking to those for units being replaced.

(2) The government will furnish a pad for external air-cooled units. Contractor shall identify the size requirement of the pad needed to support the new units and pumps. The size shall include all manufacturer required clearances for safe maintenance and operation. This shall be provided to the Government at the Post Award Conference. Units must be piped and wired into building with cable pass-thru in walls.

(3) Electrical Feed: Repaired/replacement equipment shall be powered from the existing 480-volt 3-phase facilities.

The Contractor shall provide replacement feeder/branch circuit raceway and conductors and shall reuse the existing motor control center “buckets” with existing or replacement motor circuit protectors and motor starters and the main switchboard “MS” fused disconnects with fuse, size adjusted, as required by the replacement loads.

Any penetrations through the building walls required by the proposed equipment shall be caulked and sealed to minimize heat transfer and prevent moisture penetration into and/or through the wall. Raceways penetrating building wall shall be plugged to prevent air circulation though the raceway.

(4) All work shall comply with NFPA 70 (NEC) 2017 Edition. Existing loads and electrical supply facilities are as follows:

D. Controls: The refrigeration units shall maintain the required set temperature of their respective glycol tank. The Contractor shall furnish and install new temperature sensors at each tank outflow that will provide feedback to each unit.

(1) Medium Temp Norkool Tank – This tank holds approximately 3000 gallons Norkool glycol.

The Medium Temp Unit shall be capable of maintaining glycol in the tank at a temperature of 10 ℉.

(2) Low Temp Norkool Tank – This tank holds approximately 3000 gallons Norkool glycol. The Low Temp Unit shall be capable of maintaining glycol in the tank at a temperature of -37 ℉.

E. Piping and Valves: There shall be dedicated isolation valves at the unit. The piping shall be sized for the system and pumps. Valves shall be compatible with Norkool glycol service and rated for outdoor use. An additional tee shall be installed in both pump discharge piping with shut-off valves and threaded caps. Existing piping at the tanks is 4” and 6” carbon steel, schedule 40.

F. Draining of Tank: The Contractor shall drain the high, medium, and low tanks of Norkool, store it in clean containment(s) on-site, and refill the tanks when tie-ins have been completed. The Contractor may use Government holding tanks for Norkool storage, but is required to return them in clean condition, with no residual Norkool. The tanks will be positioned by the Government at commencement of work where the Contractor requests, but additional Government support to the draining and filling operation will not be provided after placement.

G. Pressure Testing: All new piping and connections shall be pressure tested prior to filling with

Norkool.

H. Insulation: The Contractor shall insulate and seal all new piping and valves with exterior rated insulation. The insulation work is limited to the exterior of the FERF building. Insulation joints shall be properly sealed.

I. Testing: The Contractor shall perform equipment testing of the installed equipment to verify the operation of meets manufacturers specifications. A system test shall be performed as close to the conditions described in Section 2 A (7). Documentation shall show temperature of tank as measured during a draw-down test lasting for nine-six (96) hours at four (4) hour intervals.

J. Training: The Contractor shall provide equipment training to CRREL personnel on the operation of the chiller units. Copies of manufacturer’s recommended operating instructions and maintenance schedule shall be provided before training.

K. Availability of Government Facility As-Builts: Sheets A-2, A-1, M-2, and M-1 from the as-built drawings for the FERF, covering architectural, mechanical, and flow diagram configuration have been supplied as an appendix to this DOR to assist in Vendor scoping of the installation component;

in addition, all fourteen (14) of the FERF electrical design sheets will be scanned and uploaded as an appendix to this DOR to assist in Vendor scoping of the installation component. Both are supplied as-is and the Vendor is liable for contingency against discrepancies in these drawings from the actual condition of the FERF.

4. SUBMITTALS

A. General Submittals for Government Approval:

(1) Accident Prevention Plan (APP) – The APP shall be submitted and approved prior to start of work on site. See Sections 7 B APP, and 17 APP Outline.

(2) List of Contractor Personnel: Prior to or at the Post Award Conference the contractor shall submit to the COR for approval a complete list of contractor employees expected to work on the CRREL site. The contractor shall verify U.S. citizenship for all employees on the list. The list shall include the name and telephone number of the contractor POC for the contract.

5. LICENSING/CERTIFICATIONS

A. Overview: The Contractor must provide copies of their personnel’s licenses and/or certifications that pertain to this project. See Section 5 C.

B. Site Safety and Health Officer (SSHO): The Contractor shall designate one Person as the SSHO and their training, experience, and qualifications shall be in accordance with EM 385-1-1. The Contractor shall submit documentation of SSHO qualifications to the COR.

(1) The SSHO shall be present at the work site at all times while the Contractor performs work under this contract.

(2) The SSHO shall have a minimum of 2 years’ experience in similar work environments; shall have experience in personal protective equipment; and a working knowledge of safety procedures as well as Federal and State occupational safety and health regulations.

(3) The SSHO shall have at least a 10 hour OSHA Safety Class certificate.

(4) Contractor employees performing other duties on site, that are qualified, may also be the designated SSHO for this project.

C. Disciplines: Contractor shall provide a copy of each employee’s licenses and certifications to the

COR.

(1) HVAC&R Technicians – Contractor personnel performing the installation of the refrigeration equipment shall have an HVAC&R Technicians license. It shall be provided either from a reciprocal state, NATE, or other equivalent recognized certification. Refrigeration and HVAC technicians shall hold an EPA Universal Refrigerant License.

(2) Electrical – Contractor personnel accessing panels shall have NFPA 70E Compliance, Arc

Flash Safety training.

(3) Equipment – Additional manufacturer’s training for specific equipment may be required to perform start-up operations in order to maintain warranties. Example: A GEA compressor would require a GEA certified technician.

6. POST AWARD CONFERENCE

A. Overview: Contractor shall attend an onsite post award conference that will be arranged by the

Government representative before any work on site commences.

B. Purpose: The purpose of the conference is to ensure all requirements for submittals are met, to discuss scheduling, to review safety, security, describe how installation shall be executed, inform contractor of Government lines of authority, and to address other subjects or questions that may be raised by either the Government or contractor.

C. Requirements: Contractor POC and SSHO must be present and shall bring with them to the conference all submittals not previously submitted. See Section 1 D POC Requirement and 5 B for SSHO Requirement. Work shall not commence on site until the conference has taken place, all submittals have been approved, and there are no outstanding issues.

7. SAFETY

A. Overview: This contract is subject to the requirements of and shall be in accordance with EM 385-1-

1, U. S. Army Corps of Engineers Safety and Health Requirements Manual, OSHA 29CFR 1910 regulations covering personnel protective equipment, the CRREL Safety Office, and to any other local, state, and federal regulations that apply to the job. All contractor personnel shall maintain safe practices and procedures at all times while on the CRREL site. Materials or products which are toxic, hazardous, or otherwise pose a health risk to any personnel shall not be used.

B. Accident Prevention Plan (APP): Contractor shall submit to the COR for approval an Accident Prevention Plan (APP) which complies with EM 385-1-1 Safety and Health Requirements Manual prior to or at the post award conference. The APP must be approved by the Government before work commences on site. Minimum requirements for an APP are included in Section 17 APP Outline.

Before the start of the job, the contractor shall ensure that the APP is provided to and reviewed by each contractor employee who will work on site. No separate payment will be made for the APP.

C. Personal Protective Equipment (PPE): Contractor personnel performing work on site shall comply with EM 385-1-1 and OSHA PPE standards for protective equipment. Each specific job will be assessed and the appropriate PPE shall be used. Examples include, but are not limited to: Gloves, glasses, hard hat, face shield, steel toed shoes, and Arc Flash clothing. Contractor is required to supply his employees with proper PPE.

D. SDS Sheets: Contractor shall submit as required in section 2 A (6) SDS. NOTE: No products or equipment containing Trichloroethylene (TCE) or exposed to TCE may be used or brought on site.

E. Routes of Egress: The contractor shall ensure work does not block egress routes in the case of an emergency.

F. Safety Briefing: The CRREL Safety Office or COR will provide a safety briefing that the contractor shall ensure is reviewed by each contractor employee before starting job.

G. Fall Protection: Fall protection threshold height is 6 feet. The Contractor shall comply with EM 385-1-1 Safety and Health Requirements Manual when accessing work areas at or above that threshold. OSHA Fall Protection Training for Competent Person is acceptable.

H. Equipment: Contractor equipment used to access work areas (i.e. ladders, lifts, cranes) shall be current with manufacturer’s safety inspections and certificates. Inspection certificates must accompany any equipment used on site. Equipment shall be made available for inspection by the COR prior to start of work on site.

I. Barriers/Barricades and Signage: The Contractor shall provide barriers or barricades and signage as necessary to ensure unauthorized pedestrian or vehicle traffic cannot enter into work areas until safe to do so.

J. Portable Extension Cords: If it is necessary to use portable extension cords, they shall be sized in accordance with manufacturer ratings for the tool to be powered and protected from damage.

Portable extension cords shall be GFCI and shall meet the requirements of NPPA 70E and OSHA electrical standards.

K. Asbestos: If the Contractor encounters any material that could contain asbestos, they shall immediately report finding to COR. The material shall not be disturbed until it has been investigated and identified.

8. SCHEDULING

A. Overview: Scheduling will be discussed at the post award conference. Work shall not commence until the work schedule has been approved. Once approved, the schedule shall be strictly followed.

No changes can be made by the contractor without prior approval of the COR.

B. *Completion Objective: Bid shall reflect intensity of effort required to insure system is operational no later than 31 December, 2019. * C. Work Hours: Unless otherwise authorized in writing by the COR, the project site will be available for activities during USACE core work hours only, from 6:00 AM to 6:00 PM, weekdays, excluding Federal holidays. The Government reserves the right to make changes to work hours/days.

9. SECURITY

A. Overview: All contractor personnel are required to follow all security regulations as directed by the

CRREL Security Office, as written in this Work Statement, and as otherwise specified at the post award conference. General disruption by the contractor is limited to the immediate work site. The contractor is strictly responsible for the security of all products, materials, tools, and equipment used during the duration of this job.

B. United States Citizenship: All contractor employees entering on to the CRREL site must be U.S.

citizens.

C. Identification: All contractor employees must have a positive picture I.D. (such as a valid picture driver’s license) to enter on to the site and must be prepared to show it at any time. The Security Office may require each contractor employee to wear a badge issued by the Security Office and also to sign in and out when entering and leaving the work site. The contractor is responsible for all badges issued to his employees and shall ensure they are returned to the Security Office upon completion of the work, when leaving the site, or when otherwise directed.

D. Weapons: Weapons of any kind are prohibited on the CRREL site.

E. Access and General Protection/Security Policy and Procedures: The contractor and all associated subcontractors’ employees shall comply with applicable installation, access and local security policies and procedures. Policies and procedures will be provided by the local Security Office. The contractor workforce must comply with all personal identity verification requirements as directed by DoD, HQDA, and local policies. In addition to the changes otherwise authorized by the changes clause of this contract, should the Force Protection Condition (FPCON) at any individual facility or installation change, the Government may require changes in contractor security matters or processes.

F. iWATCH Training: The contractor and all associated subcontractors shall brief all employees on the USACE iWATCH program. This locally developed training will be used to inform employees of the types of behavior to watch for and instruct employees to report suspicious activity to the COR. This training shall be completed within 45 calendar days of contract award and within 45 days of new employees commencing performance on the contract. The contractor shall provide certification of completion to the COR within 10 days of training completion. Training documents will be provided by the Security Office.

G. Personal Security Screening: The Contractor shall pre-screen candidates using the E-Verify Program. The Contractor must pre-screen Candidates using the E-verify Program (http://www.uscis.gov/e-verify) website to meet the established employment eligibility requirements.

The Vendor must ensure that the Candidate has two valid forms of Government issued identification prior to enrollment to ensure the correct information is entered into the E-verify system. An initial list of verified/eligible Candidates must be provided to the COR no later than 3 business days after the initial contract award. Security clearances for personnel entering the installation are not required.

H. Vehicles: Contractor personnel shall wear seatbelts at all times when driving on CRREL premises.

Contractors shall obey a speed limit of 10 mph. No weapons are allowed within a vehicle on site.

10. SMOKING POLICY

A. Smoking shall comply with the CRREL Smoking Policy, which, in general, prohibits smoking on site except in a designated smoking area. Designated smoking areas will be discussed at the post award conference.

11. GOVERNMENT FURNISHED UTILITIES

A. The Government will furnish to the contractor, in reasonable quantities, water and electricity in order to successfully complete this contract. Contractor may use the sanitary facilities in the FERF.

12. CONTROL OF WASTE

A. During performance of all work on site, Contractor shall control waste and debris to ensure that it stays within the work area. Contractor shall remove waste and debris from the site and properly dispose of it on a daily basis.

13. TOOLS AND EQUIPMENT

A. Tools and equipment used under this contract shall be maintained in good condition and shall be used and stored using safe practices and procedures at all times in accordance with manufacturer’s instructions and recommendations. Tools and equipment shall be restricted to the immediate work area unless alternate arrangements are requested and approved through the COR. GFCI protection is required for portable tools and portable extension cords.

14. DAMAGE TO WORK OR SITE

A. Installation of new materials shall not cause any damage to surrounding areas or items. Contractor shall repair, at his own expense, all damages that occur to new work, the work areas, or any surrounding areas or items if damages are caused as a result of the performance of contractor work under this contract. All repairs shall be done as directed by the Government.

15. CONTRACTOR INSRUCTIONS

A. Contractor is hereby notified that NO CRREL/DPW EMPLOYEE has the authority to direct contract employees in any way to alter their contractual obligations. If the Government does desire to alter requirements, changes will be issued in writing and signed by the KO sited in your contract.

Contractor’s employees shall take no action on any change unless and until the POC receives such a contract modification.

16. INSPECTION AND JOB COMPLETION

A. Overview: This contract is subject to routine Government inspections throughout the performance of contractor work and a final Government inspection upon completion of each job.

B. Inspections: Routine Government inspections will, among other things, help ensure continuous quality assurance and more quickly identify defects. Contractor shall repair defects as directed by the Government at contractor’s own expense.

C. Job Completion: Upon contractor completion of the job, the Government will make a final inspection to confirm the following:

(1) All defects have been corrected as directed.

(2) All work has been completed.

(3) All work areas are left clean.

(4) All badges issued to contractor employees have been returned to the CRREL Security Office.

The list should explain in detail how the proposed equipment meets the detail specifications for the chiller/compressor sets, pumps and valves provided in the DOR and how all refrigeration fittings meet the refrigeration equipment codes specified and electrical equipment and fittings meet the electrical codes specified. For ammonia refrigeration systems, Offeror must submit documentation showing the size of catastrophic leak of the proposed equipment (which must be less than 200lbs of liquid ammonia); this documentation must also clearly show the equipment is designed and built in full compliance with IIAR2 rev 2014, including emergency alarms and safety shutdown systems. A vendor may submit both ammonia and non-ammonia refrigeration systems as options for the Government to evaluate.
