PERFORMANCE WORK STATEMENT
Arc Flash Hazard Assessment and Power System Analysis at Cold Regions Research and Engineering Laboratory
(CRREL), 72 Lyme Rd., Hanover, New Hampshire
1. FACILITY BACKGROUND. National Fire Protection Association (NFPA) 70E Standard for Electrical Safety in the Workplace requires that an arc flash hazard (AFH) analysis be performed in order to protect personnel from the possibility of being injured by an arc flash (AF). The analysis is based on the available fault current and the fault clearing time. This information is used to determine the arc flash boundary (AFB) and the Protective Clothing and
Personal Protective Equipment (PPE) that people within the boundary shall use. Switchboards, panelboards, control panels, motor control centers, transformers, and other industrial locations that are likely to require examination, adjustment, servicing, or maintenance while energized must be analyzed and field marked to warn Qualified Persons of potential electric AF hazards.
To comply with the NFPA safety standard, all existing electrical equipment (including supply, distribution, and load for AC systems at all voltages and ratings) that has a potential to produce an AFH requiring PPE per NFPA 70E, shall be assessed. This includes, but is not limited to, all such components within the CRREL facilities.
As part of the study, the contractor shall make field investigations and document circuits down to and including the branch circuit level. This information shall result in contractor furnishing complete and detailed one-line diagrams and panel schedules for all electrical equipment and panels at CRREL. Further details are described below.
2. SERVICES TO BE PERFORMED. This is an update to the 2007 Power System Study performed at CRREL.
The Study Report dated November 30, 2007 will be furnished by the Government. The electrical system has had extensive updates since this study and the Contractor is responsible for capturing these changes during field investigation and incorporating these changes in the new study submitted, including update of panel schedules with circuit confirmation and documentation of all circuits down to the branch circuit level. There are approximately 250 panels in total. Branch load descriptions on panel directories shall be clear as to load (i.e. lighting, receptacles, etc.)
and location (i.e. North & West Wall, Rm XXX, etc.).
a. All panel schedules shall be updated with voltage, amperage, breaker size, source of feed, and circuits fed. All panel schedules shall be clearly labeled with a durable adhesive label approved by CRREL. All breakers within panels shall be accurately labeled. All circuits shall be identified and schedules shall be as accurate as possible, which includes all panels including those added since the previous study.
b. In addition, the Contractor shall rename all Panel ID plates to fit the ID defined as building designation and floor number-column ID-number of panels in cubed area. Column row and number shall be the lowest row number and column in the immediate area of the panel. (Example: Circuit panel in Main Lab, on first floor between Column H and J, between row 14 and 15: ML1-H14-SDP01).
c. Provide laminated plastic nameplates for each switchboard, equipment enclosure, relay, switch, and device. Identify on each nameplate inscription the function and, when applicable, the position. Provide nameplates of melamine plastic, 0.125 inch thick, white with black center core. Provide matte finish surface. Provide square corners. Accurately align lettering and engrave into the core. Provide nameplates with minimum size of one by 2.5 inches. Provide lettering that is a minimum of 0.25 inch high normal block style.
Coordinate with CRREL personnel on occupied areas that may require investigation during non-work hours. The
Contractor shall conduct a power system analysis from the utility service connection point including the 13.2kV distribution, 480V switchboards and panelboards, and 120/208V panelboards inside CRREL facilities. The facility has eight (8) major electrical busses. These analyses shall include a short circuit study, protective device coordination, and an AFH assessment report detailing all the existing electrical equipment that has a potential to produce an AFH. This equipment is defined by NFPA 70E to include all medium voltage equipment (greater than
600 Volts), all low voltage equipment rated 600 Volts but greater than 50 Volts AC, and all equipment rated at 240
Volts and below that has a source transformer sized at 125 KVA and greater. These analyses shall include recommendations to minimize AFHs in the electrical systems. Recommendations for improvements of protective coordination shall be included. The following shall be included as part of the power system analysis for each area:
c. Base Data Collection. The power system has extensive updates since the last study including service, supply and distribution systems. This will require extensive field work to establish changes made since the last study in 2007. It is the Contractor’s responsibility to field verify and update the information from the previous study from service to the panelboard level. The Contractor shall gather necessary data to perform a detailed power system analysis including one-line diagrams, nameplate data, breaker and relay settings, and manufacturer’s data. Existing panelboard schedules shall be updated to reflect any changes to the panels that are noted, including any panelboards that have been added since the last study. Complete drawings of the existing system, including all upgrades since the last study, shall be documented and included in the drawings and descriptions of equipment furnished by the
Contractor. Also included in this effort shall be the review of the electronic files and data associated with the 2007
Power System Study Report for the applicable area and the SKM software model and data provided. This effort shall culminate in a submission of a technical memorandum.
