DESCRIPTION OF REQUIREMENT
COLD BOX ELECTRICAL SERVICE INSTALLATION
COLD REGIONS RESEARCH AND ENGINEERING LABORATORY (CRREL)

1. EXECUTIVE SUMMARY
CRREL requires a new power feed to four (4) new cold boxes that are arriving on 15 August
2017 for installation. The cold boxes require both 240V and 120V power systems. CRREL has the ability to supply 480V/277V and 208V/120V power systems. The 480V power system has spare capacity, however the voltage needs to be converted to 240V. One (1) cold box requires emergency power backup and the other three (3) do not.
This Description of Requirement and the attached project drawings and specifications stipulate the Contractor must purchase, at a minimum, two transformers, one power distribution panel, conduit, wire for power distribution, and additional mounting material. In addition, the
Contractor must supply the methods for routing pipe and cables, and connection of new and existing panels to the new cold boxes according to the NEC, current building codes, and specific requirements as shown in drawings E-001 thru E-012.
2. WORK SUMMARY
A. Overview: The Contractor shall furnish all labor, tools, equipment, products, and materials necessary to perform all electrical work for electrical service installation for four (4) cold boxes in the Main lab building at CRREL in Hanover, NH.
B. Licensing: Workers shall be, at a minimum, a NH state licensed Journeymen Electrician or a licensed Journeyman working under the National Electrical Reciprocal Alliance. A copy of the policy agreement can be found at http://www.nh.gov/safety/divisions/firesafety/building/electrician/licensingrequire.html#re ciprocity. Before any work takes place on site, the contractor shall provide a copy of each employee’s state Journeyman license to the Government Technical Point of Contact
(TPOC).
C. Point of Contact (POC) Requirement: The contractor shall assign a single point of contact with decision making authority who must be available at all times during contract work for this project. POC duties shall also include, but are not limited to, ensuring contractor compliance with National Electrical Code (NEC), security, safety, scheduling, non-smoking requirements, and contractor quality control. See Sections: 4 Safety, 5
Scheduling, 6 Security, 7 Smoking Policy, and 9 Quality Control for additional information. The POC is required to be present at an initial pre-performance conference after award of this contract. See Section 3 Pre Performance Conference for additional information.
D. Additional Requirements: The contractor shall meet with the TPOC to assess the electrical service installation. It is the contractor’s responsibility to fully understand the electrical service installation and ensure all work meets the latest version of the NEC, local, and any other applicable codes. The project is expected to take more than one day of work; the area shall be made “safe” for non-contractor personnel who may need access to that area.
E. Contractor Use of Premises. Contractor employees shall be restricted to the areas where work takes place under this contract except for a temporary storage area, if assigned.
(1) Delivery, Handling, and Storage:
a. Handling of all materials/products shall be per manufacturer’s recommendations and best safety and environmental practices.
b. Storage of materials/products, tools, and equipment will not be allowed on site without prior approval of the TPOC. Any contractor materials, tools, and equipment used or left on site are the sole responsibility of the contractor and must stay within the immediate work area unless arrangements are made to leave them elsewhere through the TPOC. For the duration of this contract, the contractor shall ensure all components on site are stored per manufacturer’s instructions and best safety and environmental practices, and in a manner easily accessible for inspection and handling. Contractor materials, tools, and equipment shall not block fire access or any means of egress, and shall not create a hazard to personnel or environment. If a storage and/or staging area is assigned for use by the contractor, the contractor must confine storage or staging to the limits of that area and is responsible for the security of the area. Upon completion of the contract, the contractor shall remove all equipment and materials/products and ensure the site is restored to its original condition as approved by the
TPOC/TPOC at no additional cost to the Government.
c. If deliveries of supplies or equipment are to be made directly to the CRREL site, the Contractor shall coordinate any and all such deliveries with the TPOC. This will facilitate access on to the installation and prevent delays at the security gates.
The Contractor shall not have deliveries made prior to the start of on-site work unless specifically pre-arranged with the TPOC. The Contractor must receive all his/her own deliveries; Government personnel are not allowed to receive deliveries for The Contractor.
F. Vehicles: Contractor personnel shall wear seatbelts at all times when driving on CRREL premises. Contractors shall obey a speed limit of 10 mph. Contractor vehicles shall be equipped with back-up alarms. Particular care shall be used while operating vehicles in the area of the Child Development Center (CDC).
3. SUBMITTALS
A. Overview: This contract requires the submittal of some items for approval by the
Government before work commences. The Government also requires submittals for information before the electrical service installation is deemed complete. The contractor shall submit the following to the TPOC:
B. General Submittals for Government Approval:
(1) Accident Prevention Plan (APP) – Activity Hazard Analysis (AHA), Fall Protection
Plan (FPP), IWATCH Training, (see section 6 Security for more information).
(2) Copies of personnel licenses for anyone working on site.
(3) A complete list of contractor personnel expected to work on the CRREL site including the name and telephone number of the contractor POC for the contract. The Contractor shall verify U.S. citizenship for all employees on the list.
C. Technical Submittals for Government Approval:
(1) Product Data: Copies of written product data describing materials/equipment specifically listed in the PWS including but not limited to: panels, cable trays, LED lights, transformers, conduit and wire over #6. No substitutions will be allowed by the contractor once materials have been approved. Note: Refer to attached drawings for additional materials/equipment for project specifics.
(2) Safety Data Sheets (SDS) and Product Data: SDS sheets and product data for any cleaners or lubricants, or any other products intended for use on this contract. No substitutions will be allowed by the contractor once products have been approved.
NOTE: No products or equipment containing Trichloroethylene (TCE) or exposed to TCE may be used or brought on site.
(3) If the contractor proposes to provide an “equal” product, they must submit the “equal” product specifications for approval before the product is installed on site. Only products meeting or exceeding the specifications for the listed product can be approved for this contract. Once an “equal” has been approved, no substitutions will be allowed by the contractor.
D. Technical Submittals for Information Only:
(1) Copies of manufacturer’s recommended maintenance instructions and schedule.
(2) Copy of contractor’s Quality Control Plan.
E. The Government reserves the right to reject or require more information for any submittal not considered accurate or complete. The Government reserves the right to require other submittals not listed in this PWS if more information is considered necessary for successful completion of this contract. Work shall not commence until all submittals have been satisfactorily submitted at the discretion of the Government.
4. PRE-PERFORMANCE CONFERENCE
A. Overview: All key contractor personnel, including but not limited to the POC and the site supervisor, shall attend an onsite pre-performance conference that will be arranged by the
Government representative as soon after contract award as possible and before any work on site commences. The date, time, and place for this conference shall be mutually agreed upon by the contractor and the TPOC.
B. Purpose: The purpose of the conference is to ensure all requirements for submittals are met, to discuss scheduling, to review safety, security, and non-smoking requirements, to inform the contractor of Government lines of authority, and to address other subjects or questions that may be raised by either the Government or the contractor. The Contractor shall bring to the conference all required submittals not previously submitted and approved. Work shall not commence on site until the conference has taken place, all submittals have been approved, and there are no outstanding issues.
5. SAFETY
A. Overview: This contract is subject to the requirements of and shall be in accordance with
EM 385-1-1, U. S. Army Corps of Engineers Safety and Health Requirements Manual, OSHA 29CFR 1910 regulations covering personnel protective equipment, the CRREL
Safety Office, and to any other local, state, and federal regulations that apply to the project. All contractor personnel shall maintain safe practices and procedures at all times while on the CRREL site. Materials or products which are toxic, hazardous, or otherwise pose a health risk to any personnel shall not be used. No separate payment will be made for compliance with the requirements in this PWS.
B. Accident Prevention Plan (APP): The contractor shall submit to the TPOC for approval a project-specific Accident Prevention Plan (APP) which complies with the most recent version of EM 385-1-1 Safety and Health Requirements Manual prior to or at the pre-performance conference. The APP must be approved by the Government before work commences on site. Minimum requirements for an APP are attached to this PWS. Before the start of the project, the contractor shall ensure that the APP is provided to and reviewed by each contractor employee who will work on site.
C. Activity Hazard Analysis (AHA): An AHA shall be submitted before work commences on site and for each major phase of work. A major phase of work is defined as an operation involving a type of work presenting hazards not experienced in previous operations or where a new subcontractor or work crew is to perform the work. The analysis shall define all activities to be performed, identify the sequence of work, the specific hazards anticipated, and the control measures to be implemented to eliminate or reduce each hazard to an acceptable level. Work shall not proceed on a phase of work until the AHA has been accepted by the Government. The AHA shall be updated by the contractor as necessary to cover all possible hazards. The contractor shall discuss the
AHA with all contractor personnel both initially and whenever there is an update.
D. Fall Protection Plan (FPP): The contractor shall have a Fall Protection Program as applicable under EM 385-1-1. Fall protection may be included as part of the AHA as long as it is addressed completely or by a separate Fall Protection Plan. NOTE: If the work involves routine tasks performed regularly by the contractor, an SOP or Work Procedures that details all hazards and safety precautions including fall protection can be submitted in lieu of an AHA.
E. Accident Reporting: All accidents and near misses shall be investigated by the contractor.
All work-related recordable injuries, illnesses and property damage accidents (excluding on-the-road vehicle accidents), in which the property damage exceeds $5,000.00, shall be verbally reported to the Government Designated Authority (GDA) within 24 hours of the incident. Serious accidents as described in EM 385-1-1, Section 01.D.02, shall be immediately reported to the GDA. ENG Form 3394 (available from the TPOC or CRREL
Safety Office) shall be completed and submitted to the GDA within five working days of the incident.
F. Site Safety and Health Officer (SSHO): The Contractor shall designate one Competent
Person as the SSHO and their training, experience, and qualifications shall be in accordance with EM 385-1-1. Documentation of SSHO qualifications shall be provided to the TPOC. The SSHO shall have at least a 10 hour Safety Class certificate. The SSHO shall be at the work site at all times while the Contractor performs any work under this contract to perform safety and occupational health management, surveillance, inspections, and safety enforcement for the Contractor. The SSHO may have other duties in addition to site safety and health as long as he/she is qualified to perform all such duties.
G. Equipment: Any equipment brought on site by the contractor shall be made available for inspection by the TPOC prior to the start of work on site. Any additional equipment added during the prosecution of the work shall also be made available for inspection prior to its use on the project. Equipment not accepted by the TPOC shall be repaired or replaced by the Contractor before use on the CRREL site.
H. Barriers/Barricades and Signage: The Contractor shall provide barriers or barricades and signage as necessary to ensure unauthorized pedestrian traffic cannot enter into work areas until safe to do so.
I. Codes & Standards: As determined by NFPA-70E, the latest version of NEC, and the project assessment, personnel working in or near arc flash hazards shall use PPE clothing and tools compliant with NFPA-70E. The contractor is required to supply his employees with proper PPE.
J. Routes of Egress: The contractor shall ensure work does not block egress routes.
K. Safety Briefing: The CRREL Safety Office or TPOC will provide a site safety briefing that the contractor shall ensure is reviewed by each contractor employee before starting the project.
6. SCHEDULING
A. Overview: Scheduling will be discussed at the pre-performance conference. Work cannot begin without an approved schedule. Once approved, the schedule shall be strictly followed. No changes can be made by the contractor without prior approval of the TPOC.
B. Work Hours: Normal work hours for the site are from 7:00 AM to 5:00 PM, weekdays, excluding Federal holidays.
7. SECURITY
A. Overview: All contractor personnel are required to follow all security regulations as directed by the CRREL Security Office, as written in this contract, and as otherwise specified at the pre-performance conference. General disruption by the contractor is limited to the immediate work site. The Contractor is strictly responsible for the security of all products, materials, tools, and equipment used during the duration of this contract.
B. United States Citizenship: All contractor employees entering on to the CRREL site must be U.S. citizens.
C. Identification: All contractor employees must have a positive picture I.D. (such as a valid picture driver’s license) to enter on to the site and must be prepared to show it at any time.
Contractor personnel are required to sign in with Security and shall wear security identification badges furnished by the CRREL Security Office while on government site.
The Contractor shall return the badges at the security gate or as otherwise directed by the
CRREL Security Office at the end of each work day. The Contractor is responsible for the proper use and return of all badges issued to his employees. Due to the anticipated length of this contact ( 3-4 weeks), security is willing to make local I.D. photo badges for the contractor personnel. The intent is to reduce time it takes to enter the installation.
D. Weapons: Weapons of any kind are prohibited on the CRREL site.
E. Access and General Protection/Security Policy and Procedures: The contractor and all associated subcontractors’ employees shall comply with applicable installation, access and local security policies and procedures. Policies and procedures will be provided by the local Security Office. The contractor workforce must comply with all personal identity verification requirements as directed by DoD, HQDA, and local policies. In addition to the changes otherwise authorized by the changes clause of this contract, should the Force
Protection Condition (FPCON) at any individual facility or installation change, the
Government may require changes in contractor security matters or processes.
F. iWATCH Training: The contractor and all associated subcontractors shall brief all employees on the USACE iWATCH program. This locally developed training will be used to inform employees of the types of behavior to watch for and instruct employees to report suspicious activity to the TPOC. This training shall be completed within 45 calendar days of contract award and within 45 days of new employees commencing performance on the contract. The contractor shall provide certification of completion to the TPOC within 10 days of training completion. Training documents will be provided by the Security Office.
G. Personnel Security Screening. The Contractor shall pre-screen candidates using the E-
Verify Program. The Contractor must pre-screen Candidates using the E-verify Program
(http://www.uscis.gov/e-verify) website to meet the established employment eligibility requirements. The Vendor must ensure that the Candidate has two valid forms of
Government issued identification prior to enrollment to ensure the correct information is entered into the E-verify system. An initial list of verified/eligible Candidates must be provided to the COR no later than 3 business days after the initial contract award.
H. AT Level 1 Training: All contractor employees, to include subcontractor employees, requiring access to Army installations, facilities, controlled access areas, or require network access, shall complete AT Level I awareness training within 15 calendar days after contract start date or effective date of incorporation of this requirement into the contract, whichever is applicable. Upon request, the contractor shall submit certificates of completion for each affected contractor employee and subcontractor employee, to the
TPOC or to the contracting officer (if a TPOC is not assigned), within 5 calendar days after completion of training by all employees and subcontractor personnel. AT Level I awareness training is available at the following website:

8. SMOKING POLICY
A. Smoking shall comply with the CRREL Smoking Policy, which, in general, prohibits smoking on site except in a designated smoking area. Designated smoking areas will be discussed at the pre-performance conference.
9. GOVERNMENT FURNISHED UTILITIES
A. The Government will furnish to the contractor, in reasonable quantities, water (for core drilling) and electricity in order to successfully complete this contract.
10. PENETRATIONS
A. Overview: The contractor shall establish sealing products that take up imperfections of fit or design tolerance between the fire-resisting fixed elements of a building to restrict the passage of fire or smoke. They must continue to take up any imperfections of fit at all times and have the same fire rating as the fixed elements of which they form a part and/or interface.
B. Contractor shall use penetration sealing system as defined as consist of the penetrating item, service or services and the penetration seal, material and devices, together with any support construction, design to maintain the integrity and insulation performance of the specified element for the duration of the specified fire resistance.
C. All penetrations shall be sealed according to this section for fire retardation.
11. CONTROL OF WASTE
A. During performance of all work on site, the contractor shall control waste and debris to ensure that it stays within the work area. The contractor shall remove waste and debris from the site and properly dispose of it on a daily basis.
12. TOOLS AND EQUIPMENT
A. Tools and equipment used under this contract shall be maintained in good condition and shall be used and stored using safe practices and procedures at all times in accordance with manufacturer’s instructions and recommendations. Tools and equipment shall be restricted to the immediate work area unless alternate arrangements are requested and approved through the TPOC. GFCI protection is required for portable tools and portable extension cords. Extension cords shall meet the requirements of NFPA 70E and OSHA electrical standards.
13. DAMAGE TO WORK OR SITE
A. Installation of new materials shall not cause any damage to surrounding areas or items.
The Contractor shall repair, at his own expense, all damages that occur to new work, the work areas, or any surrounding areas or items if damages are caused as a result of the performance of contractor work under this contract. All repairs shall be done as directed by the Government (Contracting Officer).
14. INSPECTION AND CONTRACT COMPLETION
A. Overview: This contract is subject to routine Government inspections throughout the performance of contractor work and a final Government inspection upon completion of the project.
B. Inspections: Routine Government inspections will, among other things, help ensure continuous quality assurance and more quickly identify defects. The contractor shall repair defects as directed by the Government at the contractor’s own expense.
C. Project Completion: Upon contractor completion of the project, the Government will make a final inspection to confirm the following:
(1) All defects have been corrected as directed.
(2) All work has been completed and is within the latest NEC codes.
(3) All work areas are left clean.
(4) All badges issued to contractor employees have been returned to the CRREL Security
Office.

252.232-7006 WIDE AREA WORKFLOW PAYMENT INSTRUCTIONS (MAY 2013)
(a) Definitions. As used in this clause--
Department of Defense Activity Address Code (DoDAAC) is a six position code that uniquely identifies a unit, activity, or organization.
Document type means the type of payment request or receiving report available for creation in Wide Area
WorkFlow (WAWF).
Local processing office (LPO) is the office responsible for payment certification when payment certification is done external to the entitlement system.
(b) Electronic invoicing. The WAWF system is the method to electronically process vendor payment requests and receiving reports, as authorized by DFARS 252.232-7003, Electronic Submission of Payment Requests and Receiving Reports.
(c) WAWF access. To access WAWF, the Contractor shall--
(1) Have a designated electronic business point of contact in the System for Award Management at https://www.acquisition.gov; and
(2) Be registered to use WAWF at https://wawf.eb.mil/ following the step-by-step procedures for self-registration available at this Web site.
(d) WAWF training. The Contractor should follow the training instructions of the WAWF Web-Based Training
Course and use the Practice Training Site before submitting payment requests through
WAWF. Both can be accessed by selecting the “Web Based Training” link on the WAWF home page at https://wawf.eb.mil/.
(e) WAWF methods of document submission. Document submissions may be via Web entry, Electronic Data
Interchange, or File Transfer Protocol.
(f) WAWF payment instructions. The Contractor must use the following information when submitting payment requests and receiving reports in WAWF for this contract/order:
(1) Document type. The Contractor shall use the following document type(s).

(4) Payment request and supporting documentation. The Contractor shall ensure a payment request includes appropriate contract line item and subline item descriptions of the work performed or supplies delivered, unit price/cost per unit, fee (if applicable), and all relevant back-up documentation, as defined in DFARS Appendix F, (e.g. timesheets) in support of each payment request.
(5) WAWF email notifications. The Contractor shall enter the email address identified below in the “Send
Additional Email Notifications” field of WAWF once a document is submitted in the system.

(d) Comptroller General Examination of Record. The Contractor shall comply with the provisions of this paragraph
(d) if this contract was awarded using other than sealed bid, is in excess of the simplified acquisition threshold, and does not contain the clause at 52.215-2, Audit and Records--Negotiation.
(1) The Comptroller General of the United States, or an authorized representative of the Comptroller General, shall have access to and right to examine any of the Contractor's directly pertinent records involving transactions related to this contract.
(2) The Contractor shall make available at its offices at all reasonable times the records, materials, and other evidence for examination, audit, or reproduction, until 3 years after final payment under this contract or for any shorter period specified in FAR Subpart 4.7, Contractor Records Retention, of the other clauses of this contract. If this contract is completely or partially terminated, the records relating to the work terminated shall be made available for 3 years after any resulting final termination settlement. Records relating to appeals under the disputes clause or to litigation or the settlement of claims arising under or relating to this contract shall be made available until such appeals, litigation, or claims are finally resolved.
(3) As used in this clause, records include books, documents, accounting procedures and practices, and other data, regardless of type and regardless of form. This does not require the Contractor to create or maintain any record that the Contractor does not maintain in the ordinary course of business or pursuant to a provision of law.
(e) (1) Notwithstanding the requirements of the clauses in paragraphs (a), (b), (c), and (d) of this clause, the
