3. Description of Services or Supplies:
The total estimated value of the proposed action to include options is $320,000.00
Price is for an Eaton Leonard VB 25 Electric CNC Tube Bending Machine configured with options and tooling as required by the 180th Fabrication Shop. Full 1-year warranty from date of installation and three (3) days on-site installation assistance and training.
Price should include skidding of machinery and peripheral equipment and protective packaging suitable for LTL shipment which is required if equipment is not going to be shipped on a dedicated truck.

5. Reasons for Authority Cited:
As authorized by 6.302-1(a)(2)(iii)(A), for DoD, NASA and the Coast Guard, services may be deemed to be available only from the original source in the case of follow on contracts for the continued provision of highly specialized services when it is likely that award to any other source would result in Substantial duplication of cost to the Government that is not expected to be recovered through competition. Procurement by other than full and open competition is necessary.

The cited authority is applicable, due to the capabilities of the machinery offered and the wide use of this particular product among other units across Active and Guard bases alike. The Eaton Leonard VB25 contains not only the tube bender itself, but several different optional items that are required by the 180th Fabrication Shop to produce and design complex tubing as needed.
The CNC Tube Bender required should have all servo driven axes to provide a cleaner and quieter work environment. It should have all-electric design to allow the most control available while bending tubing. Operating voltage should be a standard 460V, 60Hz, 3 Phase. The machine itself should be capable of both a left-hand and also a right-hand bending capability, to include a dual-link driven bend arm and reversible bend arm rotation. Features of the Bender should include a remote start footswitch, collet control footswitch, machine mounts, air conditioner for the electrical cabinet, position controlled pressure die and pressure die assist, and a 1 meter bed length extension. The previous items should include all supports and stops required. Tooling should include all Bend Die, Clamp Die, Pressure Die, Wiper Die, Plug Die, and both 1 and 2 Ball Mandrels required for Tube manufacturing of .188” OD to 1” OD, to include all variables in size to accommodate clearance and grip. The Data center should support a windows operating system, have a minimum 17” VGA panel display, CDRW drive, USB ports, and a high speed printer. The laser tube data center should also be windows compliant and provide tube measurement, inspection, bender communications and data processing. The non-contact laser probe should accurately measure parts ranging from 0.020 to 3.0 inches in diameter without the need for multiple probes.
The Eaton Leonard VB25 CNC Tube Bender meets all the standard and optional requirements needed by the 180th Fabrication shop to maintain a high quality tube assembly for both ourselves and units within the neighboring regions.
It is in the best interest of the Government to purchase this equipment from a time and technical perspective. The current method for tubing production is not cost effective and has a huge drain on man hours and consumables. If the above listed type of equipment is not used, the alternative would be to have the tubing manufactured thru the Sioux Falls Air National Guard. If this happens it would put major delays on maintenance which could affect overall flying hours for the unit.
6. Actions to Increase Competition:
For reasons communicated in paragraph five (5) of this justification and approval, this is an instance where it is not possible to allow for full and open competition. At this time the current the Hydraulic Tubing equipment is not meeting the standard and quality of tubing needed for aircraft fabrication and warrants complete replacement. If the Government embraces full and open competition, by soliciting contract(s) that do not require a specific brand name, we could in-turn receive a piece of equipment not up to the standards or capabilities available with the VB25 CNC Tube Bender.
7. Market Research
Within the past two years, market research has been obtained primarily thru the Internet and conversations with other fabrication shops across the Air National Guard and Active Duty. This type and brand was found to be widely used across the military as their primary Tube bending machine.

Because of the nature of this equipment, competition is not possible.
9. Additional Information to support the justification. By selecting the VB25 CNC Tube Bender, it will allow us to download tubing assembly prints from other units because of the similar software. This in turn will eliminate huge amounts of man-hours spent in design and setup of tubing prints. Secondly, it will help relieve the burden of other units producing product for the 180th Fighter Wing. Also, this will allow the use of tubing equipment not purchased thru this bid, that are used by other units, such as dies, mandrels, etc., that are compatible with this machine.
