General Instruction Room (RM #123) AV System Upgrade

Director of Information Management Scope of Work Visual Information Office 8/18/2016

PROJECT SCOPE FOR:

AASF#2 AV Upgrade

1. SCOPE. The Ohio Army National Guard (OHARNG) requires a new multi-room digital media presentation system for the Army Aviation Support Facility #2, at the Rickenbacker Airport, Building 918 7750 South Access Rd. Columbus, OH 43217. Building 918 has an instructional room (RM 123) that can be physically, and in terms of presentation technology, configured into 3-class room (Small), 2-class room (medium) or 1-class room (large room) configurations to accommodate larger class sizes.

2. TECHNICAL OBJECTIVE AND GOALS. The objective of this work is to remove, evaluate, and rehabilitate existing AV components, cabling and hardware for use in ONG installations elsewhere. Upon removal of old system, successful solutions will install, program control interfaces and conduct education on a high definition digital media presentation system. New systems will be developed in consideration of minimizing complexity of AV system infrastructure and simplifying user experience. Systems must provide configurable high definition video and audio presentation solutions in 3 presentation zones or class rooms. Room #123 configuration control will be established at the podiums in each of the three small class rooms. Controllers will be small flat panel touch screen controllers that utilize GUI software coded to prompt Large Class Room, Medium Class Room 1, Medium Class Room 2 and Small Class Room configurations and well as local control of configured class room power, AV volume, mic volume and signal switching.

Configurations

Room #123 can be divided into three separate spaces labeled Classroom A, Classroom B and Classroom C.

These spaces can be used in conjunction with each other in the following configurations.

-Large class room Configuration: A+B+C -Medium class room Configuration 1: A+B, C -Medium class room Configuration 2: A, B+C -Small class room configuration: A,B,C

3. APPLICABLE DOCUMENTS. The following documents are applicable to this Scope of Work (SOW) and attached appendices to the extent specified herein.

A. Appendix A: Equipment List B. Appendix B: Installation Instructions

4. REQUIREMENTS.

A. Display System: 3 projectors will a minimum effective Lumen of 4000 and minimum resolution of 1920 x 1200, HDMI and RS-232 inputs are required. The projectors will be ceiling mounted in the current configuration. The high definition digital media system must interface with projectors utilizing 4K digital signal scaling devices to ensure consistent quality of video switching and future system compatibility.

B. Inputs: The three existing lecterns must be retro fitted to be capable of transmitting video signals from both a workstation located in the podium and laptop input in an architectural plate at the top of the podium. These points should transmit both HDMI and VGD/Audio at both the laptop and workstation connection points. Audio signals from a microphone in the podium must be transmitted for sound reinforcement in medium and large room configurations.

C. Audio System: New networkable audio matrix routers with digital signal processing and feedback/echo reduction will be integrated into the rack and wired to 12 existing ceiling speakers, audio input points in the 3 classrooms, digital media presentation switch and rack mounted

Director of Information Management Scope of Work Visual Information Office 8/18/2016 wireless microphone receivers. This system must allow for control of audio output levels from zone control panels in all configurations of classrooms.

D. Control System: Room configuration will be controllable at each of the three small class rooms.

Controllers will be small flat panel touch screen controllers that utilize GUI software coded to prompt Large Class Room, Medium Class Room 1, Medium Class Room 2 and Small Class Room configurations and well as local control of configured class room power, AV volume, mic volume and signal switching.

E. Power: The rack and each of the podiums will incorporate a UPS systems sufficient to prevent brown outs common to the facility during training events. Projectors will have power runs to the podiums to incorporate the projection into the power redundancies.

F. System Expandability/Flexibility – The solution will include the ability to provide a separate Video teleconference feed to each classroom.

G. Furniture/Hardware: The upgrade will incorporate existing speakers, screens, rack and podium furniture. Cable runs will go directly to the podiums. Existing DVD players will be discontinued and not replaced.

5. CONTRACTOR REQUIREMENTS: Upon award of contract, the vendor will set up initial meeting with customer before purchasing any equipment to discuss the details of the digital systems integration with existing audio installations to ensure compatibility with initial infrastructure investment.

B. Training: Must provide one eight hour period of training to a select group of personnel.

C. Equipment: Vendor to provide and install the basic list of equipment in “Appendix A: Equipment

List.” Authorization is granted to add or remove components as needed in order to meet system requirements.

D. Vendor Certifications: Vendor required to hold, at a minimum, the Certified Technology

Specialist (CTS) certification and Certified Technology Specialist – Design (CTS-D) . CTS and CTS-D holders at all levels of certification have demonstrated audiovisual knowledge and/or skills.

E. Product Manuals and Line Drawings: Vendor to provide binder with equipment manuals and system design drawings upon completion of project. To include any red line drawing modification made during install.

F. Programming: Vendor will provide customer with the programming source code for any automation system used.
