About this file

This is Amendment 0003 to Solicitation W912WJ26QA087, issued by the U.S. Army Corps of Engineers (USACE) New England District, effective April 27, 2026. The amendment addresses industry questions regarding the security services contract and clarifies requirements for the awarded contractor. The solicitation closing date remains April 29, 2026 at 2:00 PM Eastern Time. Offerors must acknowledge receipt of this amendment prior to the closing deadline through one of three methods: completing items 8 and 15 and returning copies, acknowledging receipt on each copy of the offer submitted, or submitting separate written or electronic communication referencing the solicitation and amendment numbers. Failure to acknowledge receipt may result in offer rejection.

The amendment provides responses to two key questions from industry. Response 1 clarifies that subcontracting to a company with Watch, Guard, or Patrol Agency licensure from the Massachusetts State Police Certification Unit is acceptable, provided a teaming arrangement is submitted. Evaluation criteria include technical merit, past performance, and price, with quote submissions including required certifications and documentation rated higher than those lacking documentation. Response 2 addresses perimeter patrol requirements under Daily Security Services, confirming that the awarded contractor determines whether patrols occur on foot or by vehicle; however, certain perimeter sections (eastern and western fence lines) can only be patrolled on foot. The government will not provide a vehicle, and if the contractor elects vehicle use, they are responsible for providing it.

REQUEST FOR INFORMATION:

Question 1: Does the awarded Contractor need to be personally licensed in Massachusetts or could the subcontractor just be licensed with a Watch, Guard, or Patrol Agency licensure from the Massachusetts State Police Certification Unit? Is it acceptable to provide a quote and get licensed afterwards if need be?

Response 1: Subcontracting to a company with a Watch, Guard, or Patrol Agency licensure from the MA State Police Certification Unit is acceptable. However, in order for the subcontractor to be considered, a teaming arrangement shall be provided. As stated in the Solicitation Survey, quote submissions that include certifications, documents, etc will be rated higher than those that fail to include the required documentation. Per "Addendum to Evaluation", evaluation is based on technical, past performance, and price. Subcontracting does not excuse the awarded Contractor from complying with all requirements of the Performance Work Statement, solicitation, and resultant Purchase Order. In case of termination, the awarded Contractor will be subject to termination regardless of their subcontractor.

Question 2: The solicitation states:"2. Daily Security Services h. Conduct regular perimeter checks within the compound". Is this supposed to be on foot or in a vehicle and if in a vehicle is the security guard supposed to provide their own or will a base vehicle be provided.

Response 2: The awarded Contractor is responsible for determination of whether patrolling by foot or by vehicle is suitable; however, there are sections of the perimeter fence that can only be patrolled by foot, such as the eastern and western fence lines. The Government will not provide a vehicle. If the awarded Contractor elects to use a vehicle for any portion of the patrol, they are responsible for providing such vehicle.
