W912SV-18-Q-0001

Posted 30 January 2018

Q1. We would like to confirm if any fixed facility or tents will be made available by the government for role player preparation and staging for the exercises? Or if the contractor will be required to set up tents/shelters with appropriate support?

A1: The government will not supply a fixed facility or tent for role players and staging. The contractor will be required to provide their own tents/shelters with appropriate support.

Q2. Is a Role Player parking area identified for the contractor to use? If so, how far is the parking area from the designated Role Player preparation/staging area?

A2: Due to security measures and access control to Joint Base Cape Cod, Role Player parking will be off-site and there are multiple locations within the immediate area (Park & Ride).

Transportation shuttle onto JBCC will the responsibility of the contractor.

Q3. How far is the Role Player preparation/staging area from the rubble pile and CERFP insertion point?

Also, how far is the Role Player preparation/staging area from the medical extraction point in the CERFP footprint? Are both of these within walking distance? Or will Role Players have to be shuttled to and from the insertion and extraction points?

A3: There are two potential staging areas for Role Player preparation/staging each one being within walking distance of both the rubble rile and CERFP insertion point. Estimated 500 yards.

Q4. Can the government confirm that the estimated number of required hours for Role Player support for each operational day is 12 (0600-1800)? Or will the Role Players be required for any night operations, and if so on what nights and for how long?

A4: Confirmed. Role Player support is required for each operational day 0600-1800.

There will NOT be a need for Role Players during night operations.

Q5. Can the government confirm that NO Role Players are needed on the EVEVAL days of 14 and 17

May?

A5: Confirmed. The Region 1 HRF External Evaluation will be May 14th-16th

14 May units arrive, set-up. (Role Players are NOT required)

15 May, CBRN-TF will be active on SCVS. (Role Players required)

16 May, New England CERFP will be active on the SCVS. (Role Players required)

17 May out-brief (Role Players are NOT required)

Q6. Does the Service Contract Act (SCA) apply for the Role Player positions? And if so, at what minimum wage rate and Health and Welfare benefit level?

A6: Yes, SCA does apply. As of January 1, 2018, the Executive Order 13658 minimum wage rate is increased to $10.35 per hour (82 FR 43408). Role players are not Exempt Professional Employees and must be paid at least the mandatory 2018 hourly minimum wage of $10.35 per hour PLUS

$4.41 per hour Health and Welfare for every hour worked in accordance with the Wage

Determinations issued by the US Department of Labor or the prevailing state minimum wage, whichever is most beneficial to the employee.

Q7. Will port-a-potties be provided for the contractor personnel at the Role Player preparation/staging area? Or will the contractor be required to provide these for the contractor personnel and/or military personnel?

A7: Government will supply port-a-potties and hand washing stations at the Role Player site.

Q8. Will a dumpster be available for the contractor to use for trash disposal?

A8: There will be trash disposal available on JBCC, although there will not be a dumpster specifically designated for the contractor

Q9. Regarding Task 5.10 (NIMS)/Incident Command System (ICS) SMEs mentions day and night operational period requirements. However, the exercise timelines provided on pages 35-36 of the PWS seems to only list 12 hour day time operational periods (0600-1800). Or does the 0600-1800 listed for each exercise indicate a 36 hour operational period, ie. from 0600 on the first day of each exercise period until 1800 on the last day? Can the government please clarify/confirm if any and which of the exercise operational periods will include night operations?

A9: NIMS/ICS SME’s are needed during operations:

5-7 April (0600-1800)

10-12 April (0600-1800)

15-16 May ExEval; 36-hour period (0600 15 May through 1800 16 May) ExEval.

Q10. PWS para 5.4.1.2 states “Provide 3 SMEs to perform urban search and rescue trainers and as liaisons with the Incident Command System and assist OC/Ts to ensure that the maximum training and exercise value will be provided during the use of the collapsed structure simulator(s).” But PWS 7.3

Technical Exhibit 3: requires “6 SCVS personal per operational period—12 total”. Can the government please clarify?

A10: There will need to be 6 SME (S&E, OC/T) on the SCVS during an operational period.

Q11. Regarding the SCVS/rescue trainer SMEs (either 3, 6, or 12), will they also be required on days 14 and 17 May of the EXEVAL period? Or just on 15 and 16 May?

A11: SCVS/Rescue trainer SME’s will be required 15-16 May during the ExEval operational period (0600-1800).

Q12. Regarding PWS 5.10.1.2 “Provide eight (8) SME’s, 4 day and 4 night operational period, 1 Area

Commanders (AC) and 3 Incident Commanders (IC) per operational period to assist the exercise director and exercise controllers during exercise execution phases.” Can the government confirm that night operations will be conducted during each exercise that will required Incident Command SMEs?

A12: During the May 15-16 ExEval, 36-hr period (Simulated night operations) will be conducted.

The requirement is for an Incident Commander and 3 Area Commanders to aid in the realism of the scenario.

Q13. Can the government also please confirm that the 4 or 8 Incident Command SMEs will also be required on days 14 and 17 May of the EXEVAL period? Or just on 15 and 16 May?

A13: There is no requirement for Incident or Area Commander for 14 May or 17 May.

Required for 15-16 May ExEval; 36-hour period (0600 15 May through 1800 16 May)

ExEval.

Q14. Regarding PWS 5.10.1.4 “Provide four (4) SMEs, 2 day and 2 night operational period, for the disciplines of: Fire Rescue, Hazardous Materials (HAZMAT), Emergency Medical Services (EMS), Law

Enforcement and Emergency Management. The SME staff must have coverage for all disciplines and meet 29 CFR 1910.120 (q) (6) (v) requirements.” Can the government please confirm that these SMEs and areas of functional coverage are to be cover by the 8 Incident Command (4/4) SMEs and are not am additional requirement?

A14: These are not covered in the 8 Incident Commanders, these skillsets/certifications are needed for additional support for the evaluation purposes.

Q15. Can the government confirm how many Past Performance references for similar work should be submitted by the Prime to qualify as technically capable/proficient?

A15: Contractor should have performed a minimum of 3-5 HRF or CERFP (Special Focus Event, Collective Training Event, Vigilant Guard, ExEval) with at least 1 being an External Evaluation

Q16. Regarding the following paragraphs: 5.3.1.1.4 Provide a minimum of twenty-five (25) Search and

Extraction (S&E) lanes covering overarching Training & Evaluation Outline (T&EO): Conduct Search and Extraction Deployment Operation (05-3-0001-CERFP); Conduct Rope Extraction Operations(05-3-

0002- CERFP); Conduct Lifting/Hauling Operations (05-3-0003-CERFP); and Conduct Search and

Extraction Operations(05-3-0004-CERFP). 5.3.1.1.4.1 Multiple lanes, with multiple iterations are required to adequately train all Soldiers/Airmen of the Search and Extraction element in all S&E disciplines. 5 physical lanes supporting 5 iterations of each lane. Reset of each lane is dependent upon technical level of tasks, material available, and risk/safety of each task. Subject to technical expertise of training facilitator. Are these 25 lanes required for each of the exercise days? Or is the number required over the course of all exercise days combined?

A16: That is the total number that may be required and the contractor will be prepared to execute that number. The actual number of lanes that will need to be reset will be driven by the scenario and the unit meeting their TE & O requirement. Multiple iterations may be required in order to meet validation criteria.

Q17. Regarding 5.4.1 Deliverable: “The contractor shall provide heavy equipment, labor and construction material required to reset the SCVS.” Can the government confirm that the contractor will be required to provide all heavy equipment to set and reset the SCVS? Or if any heavy equipment will be available on site? Also, can the government confirm that the contractor will be required to provide all heavy equipment operators?

A17: Yes, the Contractor will be required to procure the equipment necessary, as well as qualified operators, for reset of the SCVS lanes and movement of lumber/materials.

Q18. Regarding PWS 5.10.1.7 SMEs will attend EDMSIM operator training on Date, Time to be determined. Can the government provide more detail on this training? Timeframe, on-line or on-site as part of the exercises, any cost involved?

A18: EDMSIM training will occur on site (JBCC), for key personnel, prior to the exercise at no additional cost to the contractor.
