1. What language do the manuals need to be in? English or local language.
Answer: All manuals shall be submitted in official language of BiH.
2. There is no requirement for a spare tire. The solicitation states some off road. Is Their a desire to add a spare tire?
Answer: A spare tire is required.
3. Ground clearance: 350mm requested => 345mm (laden, at rear axle) and 374mm (laden, at front)
Answer: A minimum ground clearance of 345mm is acceptable.
4. Drum brakes => only disc brakes available on our vehicle
Answer: Drum brakes are required.
5. Alternator 120A requested => 110A available
Answer: Alternator 120A is required.
6. Rear doors
Answer: Only one (1) door is required and the opening should be 90‐180 degrees (not 270 degrees).
7. Will be 200 days compare to 180 days requested potentially related to COVID
Answer: 180 day delivery is required.
8. Any requirement for spare parts
Answer: No additional parts are required other than what is listed in the solicitation.
9. Each vehicle must be a World Trade Organization (WTO) certified manufactured product.
Reference provisions 52.225-5 – Trade Agreement, and 52.225-6 - Trade Agreement Certificates.
The Offeror must show proof that the vehicle is a WTO certified manufactured product.
Which statement do you need? Is it enough that we provide statment from manufacturer that the product is manufactured in the country that is WTO Agreement signee? Or can we just fill in 252.225-7020 C2?
Answer: Please provide an official statement certifying that the vehicles are from the United States or a WTO paticipating country.
10. Should we submit offers in EUR or in USD currency?
Answer: Reference FAR clause 52.225-17 within the solicitation. The Government prefers that your quote is submitted in Dollars but it is not mandatory.

ADDENDUM TO 52.212-1
Addendum to FAR 52.212-1 Instructions to Offerors – Commercial Items
1. Anticipated Award Type:
Regional Contracting Office (RCO) Balkans is issuing this requirement in accordance with FAR part 13 – Simplified Acquisition Procedures, and part 12 – Acquisition of Commercial Items. The Government anticipates award of a Firm-Fixed Price (FFP) contract as a result of this solicitation. All quotes in response to this solicitation shall be submitted electronically to the emails provided in section 5 of these Instructions to Offerors. Interested Offerors shall submit a quote consisting of the following:

Any quote that is non-compliant with the terms of this solicitation may be removed from further consideration.
2. Quote Validity
Quoters are requested to hold quoted prices valid for 60 days after the date specified for receipt of quotes.
3. System for Award Management (SAM) Registration
Quoters must be registered in SAM prior to the closing date of receipt of quotes. Contractors may obtain information on registration and annual confirmation requirements via the SAM website at beta.sam.gov.
Quotations from a Quoter not registered in SAM or from a Quoter whose online representations and certifications are not current will not be considered for award.
4. At a Minimum, Interested Offerors shall submit a quote consisting of the following:

All submissions must be submitted electronically to the following:

The Offeror is instructed to contact only the CO and CS for information about any aspect of this solicitation. Questions must be submitted via e-mail. Please be advised that the Government reserves the right to transmit those questions and answers of a common interest to all prospective Offerors. Other than e-mail submissions or communication will not be accepted.
6. Anticipated Award Type:
The Government anticipates award of a Firm-Fixed Price (FFP) contract as a result of this solicitation. A single contract shall be awarded on an “all” or “none” basis. Only one contract award shall be made to a single responsible Offeror.
7. Technical and Price requirements
Factor 1 – Technical Quote Your technical quote must demonstrate the following information:
i. The Offeror shall provide description/specifications of each listed vehicle including the manufacturer name and model/part number, vehicle characteristics, applicable drawings showing dimensions and measurements, and any additional technical product that will allow the evaluator to determine if the minimum specifications are met. The proposed product must meet, or exceed the salient physical, functional, and performance characteristics of the vehicle as defined within this solicitation.
ii. Each vehicle must be a World Trade Organization (WTO) certified manufactured product.
Reference provisions 52.225-5 – Trade Agreement, and 52.225-6 - Trade Agreement Certificates.
The Offeror must show proof that the vehicle is a WTO certified manufactured product.
iii. Vehicles must be homologized and attested in BiH according to all applicable European Union
(EU) and Bosnian regulations to include the manufacturer’s certificate needed for homologation so they can be registered and driven on Bosnian license plates. It is the Offerors responsibility to ensure the vehicles meet these EU and local regulations so they can be registered with BiH license plates by the end user. The Offeror is not responsible for vehicle registration, however, the Offeror must provide proof that the vehicles can be registered in BiH.
iv. Heavy truck service network must be provided in all of Bosnia’s four regions, to include Sarajevo, Banja Luka, Tuzla and Mostar. The service provider must not void the warranty on the vehicle or the custom work. The Service Provider should be able to field assistance in 5 hours timeframe, available 24/7/365 due to importance of Command post in any given crisis situation. Offeror must provide a warranty letter (attached to the warranty) with the list of authorized service centers in these four (4) regions within BiH. The letter must show that the warranty will not be void by any work done at any of the listed service locations.
v. The Offeror shall demonstrate that the warranty is fully applicable within BiH. The Offeror must provide the warranty (standard and extended) with a complete description of all warranty terms and conditions.
a. Standard Warranty: Each vehicle shall come with a standard warranty that covers the vehicle and the custom work.
b. Extended Warranty: The extended warranty shall cover the vehicle and the custom work.
c. The vehicle owner (Government of BiH) and its representatives shall be the executors of the warranty.
d. The total length of the warranty, standard and extended, shall be for a total of five (5) years.
There is no time limitation to the duration of the standard warranty. The extended warranty shall commence the day after the standard warranty expires and shall last for the difference between five (5) years and the duration of the standard warranty. For example, if the standard warranty lasts for two (2) years, then the extended warranty shall last for three (3) years.
e. The warranty is not a maintenance agreement. As such, it shall only be used to repair or fix any defects discovered during the warranty period. Any damage to the vehicle caused by the owner, its representatives or operator shall not be repaired under the warranty.
f. The warranty shall at a minimum include the following information:
i. Exact nature of the item and its components and characteristics that the contractor warrants;
ii. Extent of the contractor’s warranty including all of the contractor’s obligations to the
Government for breach of warranty;
iii. Specific remedies available to the Government; and
iv. Scope and duration of the warranty.
Factor II – Experience The Offeror shall show at least one (1) but no more than two (2) examples of successful delivery of similar custom vehicles from the past three (3) years. Each description shall include, at a minimum, the make / model of the vehicle, pictures and an explanation of the custom work, the customer’s name and contact information, total dollar value, and the contract number (if a federal agency).
Factor III – Price Your price quote must include the total firm fixed price for the purchase, retrofit, warranty (standard and extended), and delivery of the vehicles.
Contract Line Item Numbers (CLINs) 0001-0003 shall include the price of the vehicle purchase and any price associated with the development, retrofit, customization of the vehicles, and the standard warranty.
Your price quote must include a price breakout of each separate price element. For example, if the total quoted price of CLIN 0001 is $100,000.00 (this is an estimated price only). You shall provide additional back-up information that shows how the total came to the aforementioned price.
CLINs 0004-0006 shall include all delivery charges for the vehicles from the Offerors location to the final destination in BiH.
CLINs 0007-0009 shall include the price of the extended warranty.
ADDENDUM TO 52.212-2
Addendum to FAR 52.212-2 Evaluation – Commercial Items
8. Basis for Award:
This acquisition shall be conducted on a Lowest Price, Technically Acceptable (LPTA) basis. Best value is expected to result from selection of an LPTA quote. As it is the Government’s intent to award without discussion, per FAR provision 52.212-1(g), offerors are cautioned to examine this solicitation in its entirety and to ensure that their quote contains all necessary information, provides all required documentation, and is complete in all respects. However, it is the Government’s right to conduct discussions if determined necessary. The Government reserves the right to eliminate from consideration from award any or all quotes at any time prior to award of the contract that do not conform to the solicitation. Award shall be made to the single Offeror who meets the requirement at the lowest price, is responsive and responsible.
Your technical quote shall be submitted and be viewable in either Microsoft Word or Adobe PDF. The price quote shall be submitted in Microsoft Excel or Adobe PDF. The quote shall be submitted in separate digital packages as attachments to your email quote. The first shall contain the technical quote. The second shall contain the experience quote, and the third shall contain the price quote.
Basis of Evaluation of Factor 1 – Technical Factor 1 shall be evaluated on an Acceptable / Unacceptable basis.
The Quoter shall receive a rating of acceptable if the Quoter is able to meet bullets 7.i. through 7.v. found in the addendum to 52.212-1, meets the requirements of the solicitation and the vehicle specifications to include the custom work.
The Quoter shall receive a rating of unacceptable if the Quoter does not provide all the items listed in 52.212-1, does not meet the requirements of the solicitation and the vehicle specifications to include the custom work.
Basis of Evaluation of Factor 2 – Experience The Quoter shall receive a rating of acceptable if the Quoter is able to demonstrate the delivery of a minimum of one (1) but no more than two (2) previous similar custom vehicles which took place within the last three (3) years as described under Factor 2 of addendum to 52.212-1.
The Quoter shall receive a rating of unacceptable if the Quoter does not meet the description of Factor 2 – Experience found in the addendum to 52.212-1.
Basis of Evaluation of Factor 3 – Price A price analysis shall be conducted to determine price fair and reasonableness.
STATEMENT OF WORK
Statement of Work Command and Control Vehicles
Request for purchase of three (3) customized command and control vehicles in support of Bosnia and Herzegovina (BiH) Civil Protection Agencies Training.
Supports operational mobility and disaster response capability of the BiH Civil Protection Agencies of BiH (Federation BiH CP, Republic of Srpska CP and Brcko District CP) extending their capability to transport personnel and equipment and set up a command post in any terrain in Bosnia and Herzegovina in a response to natural or manmade disaster.
VEHICLE DETAILS FOR THREE (3) COMMAND AND CONTROL TRUCKS:
The below specifications are listed as a means to describe the minimum specifications of the desired vehicle. Any truck manufacturer is acceptable as long as it meets the minimum specifications below, maintenance requirement and warranty.
The vehicles must have the following minimum equipment/options consistent with identified priority:

Thermal insulation cargo box Must be built out of a reinforced insulated composite sandwich panel;

Materials used must meet EU norms and that are:
UV resistant, acid resistant, fireproof, white color outside;
Panels are made out of reinforced composite materials FRP (fiberglass flat panels) with the structure filled with Corafoam high quality isolation and structural material.
Cargo box panels must be directly connected to themselves by a press, without any supporting metal brackets. Cargo box panels must not be drilled at any place or point (box must be waterproof inside at outside!)
Doors of thermal insulation cargo box:
Box should be equipped with folding rear door (1 door) with opening angle up to 90°/180˚, with hinges, locks, etc.
made of corrosion-resistant steel. Ability to open doors from both the inside and outside.
Windows:
One window/glass installed on each side and on rear door, tinted with reduced sunlight.
Composite floor inside of the box:
Should be based on composite materials able to withstand high and very low temperatures (temperature range in BiH is -30C to +45C), low and easy maintenance, UV resistant, with high resistance to mechanical and chemical exposures.
The internal equipment of the box:
Two LED lights for internal lightning, controlled from the driver’s cabin.
Handle on door wing 3-seater bench on each side of the box. Benches mounted on the boxes that will allow storage of the equipment, access from outside Folding table in the middle of the box with power outlets Wall mounted TV On each side of the box two fixed tables with shelves above to accommodate radio equipment. Sufficient number of sockets and connectors for radios.
Heating inside of the box:
Independent heating system for the box:
- uses diesel fuel from the tank of the vehicle
- power at least 2 KW
- Heater independent from the driver’s cabin
- Air flow through perforated ducts at the corners of the box
- Heater installed inside the driver’s cabin, behind the seats
Power generator in the box with the following options:
- mounted on sliding rails that will allow it to be removed from the box
- Minimum power of 3KW
- Degree of insulation IP 23S
- output current 12V / 8A
- Box to accommodate the generator with access from outside, with ventilation grilles
Cooling inside the box:
- Air conditioner with inverter up to - 20C˚
- External and internal unit
- Box to accommodate the A/C with access from outside, with ventilation grilles
External equipment:
Steps at the back and the sides of the box, Clearance lights 2 + 2, dripping water drain, fenders and side protection. Emergency blinking lights on the cabin. Front winch. Roof lined with anti-sliding material with a pair of load-bearing hooks. Safety railings installed on the roof of the box. Foldable ladder.
Side tent - Full Length of the box (Right Side) External power supply connector 4 LED stand-alone luminaires (spotlights) with 30m power cord 1x Shovel 1x pick 1x ax Manually operated entry stairs, with handrails on both sides.
CHASSIS:
The auxiliary chassis carrying the box should be made without container connections for the vehicle, double connected 2 times by 3 points, which does not transfer twists, either along the longitudinal or transverse axis (examples provided).
ATTESTATION AND HOMOLOGATION:
Vehicles must be homologized and attested in Bosnia according to all applicable EU and Bosnian regulations so they can be registered and driven on Bosnian license plates.
WARRANTY:
Warranty must include extended warranty of 5 years for whole vehicle (to include customized parts of the vehicle) (bumper-to-bumper) confirmed by the local authorized dealer and service provider.
SERVICE NETWORK:
Local authorized heavy truck service network must be in all 4 regions in Bosnia, to include Sarajevo, Banja Luka, Tuzla and Mostar. Maintenance service should be able to provide assistance in 5 hour timeframe from the time of service request.
