Special Notification

Intent to Sole Source-Brand Name Only-Inclusion of the “brand name or equal” descriptions identified in the design for an upcoming solicitation W912PL24R0001, for Creech Disaster

Resiliency Program (DRP) Phase 1. The portion of the acquisition which includes “brand name or equal” components include: energy management control system, emergency generator, utility meters, automatic transfer switch, and fire alarm control panel. This is NOT a request for proposal.

Description

Creech DRP Phase 1 includes the design and construction of an approximate 47,856 SF single story Squadron Operations facility and 55,596 SF Aircraft Operations Facility (AOF) hangar.

Additionally, the project will include airfield pavements, centralized utility plant, ground data terminal stations and all supporting utility and site infrastructure to make the facilities complete and usable.

The intent of this announcement is to specify particular brand-name equipment in the design.

The notice of intent will cover only the portion of the acquisition which is the brand name or peculiar to one manufacturer. Use of such descriptions in the design is essential to the

Government’s requirements, thereby precluding consideration of a product manufactured by another company. A description of the systems is listed below.

i. Energy Management and Control System (JCI Metasys) – The government requires the brand name system for three of the primary facilities so that the system may properly communicate with the existing base wide Energy Management and Control

System (EMCS). The system allows the installation to monitor energy use. The base requires this component as part of their Installation Facility Standards (IFS). The standardization of these systems is essential to main coordinated system growth, consistency, and to conduct more efficient training.

ii. Emergency Power Generator (Cummins) – The government requires these systems for four of the primary facilities. The base has over 85% of its generator inventory under this manufacturer brand which has a history of proven local and regional support for supply and services. Standardizing the brand allows the 432WG Support Squadron to improve their maintenance, increase technician familiarity, conduct more efficient training, and store extra parts allowing for timely service.

iii. Building Utility Meters (Elec – Schneider Electric or Electro Industries Nexus; Water -

McCrometer) – The government requires these meters for two of the facilities and their brand name requirement is noted within their IFS. These brands have been evaluated to meet the Air Force’s Automatic Meter Reading System (AMRS) specifications and cybersecurity requirements. The standardization of these components also allows the

432WG Support Squadron to improve their maintenance and serviceability and to conduct more efficient training.

iv. Automatic Transfer Switch (ASCO or Eaton) – The government requires five automatic transfer switches (ATS) under Phase 1. The standardization of these components allows the 432WG Support Squadron to improve their maintenance and increase technician familiarity, conduct more efficient training, and store extra parts allowing for timely service.

v. Fire Alarm Control Panel (Monaco) – The government requires six fire alarm control panels under Phase 1. The base has over 92% of their fire alarm control panel inventory under this manufacturer which has a history of proven local and regional support for supply and services. The base requires this component as part of their IFS.

The standardization of this system is essential to main coordinated system growth, consistency, and to conduct more efficient training.

a) System Compatibility

A non-integrated system comprised of incompatible parts will result in unacceptable delays in fulfilling the Air Force’s requirements. To maintain proper operations and warranties, the parts used in servicing the equipment should only use approved parts from the manufacturer. A fully integrated system designed to operate and work together optimizes performance. Components from different manufacturers are not always compatible with each other which can lead to challenges during installation and integration. Incompatibilities may result in improper connections, communication failures, or unreliable performance.

b) Warranty

It is typical for the work performed on the noted equipment to require a manufacturer certified technician to provide and maintain current warranties. The installation of non-manufacturer parts and the consequent need for certified technicians from multiple manufacturers will result in unacceptable delays and the duplication of maintenance contract costs in fulfilling the Air

Force’s requirements.

c) Training

The use of non-manufacturer parts which are not consistent with the IFS or current base wide inventory would result in substantial duplication of training costs due to the requirement for equipment manufacturer specific training that addresses the proprietary features and needs of operating and maintaining the systems. An integrated system and standardization of equipment will prevent this additional financial burden.

The information identified above is intended to be descriptive of why it is imperative the Brand

Name Only equipment and controls are to be used.

Responses to this announcement should include company name, address, point of contact, phone number, and point of contact e-mail, UEI Number, Cage Code, size of business pursuant to

North American Industrial Classification System (NAICS) 236220.

Please answer the following questions:

1) Provide an alternative to using mentioned equipment, with supporting rationale, that would alleviate the Government’s concerns regarding system compatibility.

2) Provide an alternative to using mentioned equipment, with supporting rationale, that would alleviate the Government’s concerns regarding warranties.

3) Provide an alternative to using mentioned equipment, with supporting rationale, that would alleviate the Government’s concerns regarding duplication of training costs.

4) Provide rationale as to how a on non-integrated equipment system will result in a more reliable system (than an integrated system using only aforementioned equipment) to ensure that compatibility and standardization efforts are not impacted.
