5. Reasons for Authority Cited:
BLUF: Purchasing the OEM pumps is the best business decision because it would cost more to modify the existing system to fit any other type of pump.
The manufacturer of the equipment installed at water distribution point is “Flygt “. The replacement of the four pumps is required because existing pumps are nearing the end of their serviceable life and are expected to fail and will become uneconomically repairable. These pumps are fed by electrical systems and panels/controllers that are unique to the OEM pumps. Using any other type of pump would also require the customer to replace the existing supporting infrastructure using a separate design-build construction contract. This is considered an additional expense that is not justifiable and would unreasonably delay the water distribution upgrades which are currently ongoing.
For this reason pumps of the same manufacturer are needed to:
a) provide equipment with the same characteristics and specifications of the existing system
b) avoid incompatibility issues which would require re-design and replacement of the existing system c ) maintain the valid certification of the entire water distribution system

7. Market Research:
A market research conducted by the contract specialist and customer on the local market and on Internet indicates that several distributors can provide the same OEM equipment. The local firm Enrico Fiorillo Srl, Seti Works Srl, Mediterranea Commerciale, demonstrated interest in bidding on the requirement. Additional firms outside of the local area include as Sistemi e Tecnologie, Grieco of Naples and GM3, Vicenza. Market research demonstrates that the equipment is commonly available to the public (commercial) and that we can expect significant competition (establishing price reasonableness).
8. Other Facts:
In the past this office has already purchased this type of equipment and wide competition was received.
9. Technical/Requirements Certification: I certify that the supporting data under my cognizance which are included in the justification are accurate and complete to the best of my knowledge and belief.
