The following items are applicable to this modification:

Questions from Industry

1. Full Time Equivalent (FTE) Annual hourly requirement.

Question: What is the annual level of effort for this contract? (e.g., 1880, 1912, 1920, 2000, 2080, etc.)

See revised PWS. Unit of issue has been changed to “months”.

CLIN “Unit” clarification. The CLINs list “Job” as the unit of measure but the PWS states that a 40-hour work week is required. The PWS also states that the number of classes provided are “anticipated”. We recommend that the government adjusts the CLIN unit of measurement to “Months” and designate this a Firm Fixed Price contract.

Question #1: Will the government adjust per the recommendation?

See revised PWS. Unit of issue has been changed to “months”.

Question #2: If the government will not adjust, will the government remove the 40-hour work week requirement?

See revised PWS. Unit of issue has been changed to “months”.

2. PWS paragraph 1.5.4.2 Government Facility Operating Hours states that, “...The contractor shall coordinate with COR in preparation for and during emergency operations situations such as inclement weather, flood, active shooter, fire or other emergency situations. The contractor shall be required to provide all normal services during an emergency response unless otherwise in coordination with the COR, however emergency response requirements will take precedence over normal ACS operations.”

Question: The PWS does not specify if the contractor is considered “Emergency Essential” personnel. Please clarify.

Contractor is not Emergency Essential.

3. PWS 1.5.4.3 Contractor Support Hours: All hours worked will be determined by the KO, based on the needs of the community and will total forty and a half (40) hours per week.

Question #1: Can the Government please clarify, is the “and a half” added in error?

PWS has been updated. Work hours are Mo-Fr 0730-1600 with 1hr lunch (40 hours per week).

Question #2: The hours of operation from 0730 to 1600 equal 8 ½ hours per day. If the contractor is required to work 8 hours, can the government confirm that the individual is only give 30 minutes for a lunch break?

PWS has been updated. Work hours are Mo-Fr 0730-1600 with 1hr lunch (40 hours per week).

4. PWS paragraph 1.5.6 Place of Performance states, “The work to be performed under this contract will be performed at ACS Rose Barracks, Building 322, ACS Tower Barracks, and Netzaberg.” PWS paragraph 1.13 Contractor Travel also states, “Contractor shall be required to travel between Rose Barracks and Tower Barracks and if necessary, to other locations and to carry training aids to these locations in support of this PWS. These costs must be included in the proposal upon submission.”

Question: Can the Government provide a schedule of how often the Educator will be required to travel to each location so a reasonable estimate can be made for transportation costs?

Travel will be at a minimum two (2) times per week.

5. PWS paragraph 5.2.2 Family Advocacy Program Unit Troop Brief states, “Eighty-five (86) sessions are anticipated per fiscal year. This brief is required per AR 608-18 annually for every troop.”

Question: If the USAG Bavaria, Grafenwoehr Military Community has 40 Unit Troops, why are eighty-five or eighty-six sessions anticipated per fiscal year? Can the Government please clarify?

The requirement is for 85 sessions. 40hrs are for the commanders and the 85hrs are for program overview for soldiers. Two different briefings. Both are separate requirements.

6. PWS Attachment 1 Estimated Workload Data states, “FAP Training Sessions to include Briefs, classes, groups, home consultations and outreach - Sessions 600 per year.”

Question #1: How are home consultations scheduled? Is this requested by the client or does the FAP educator request a home consultation?

No home consultations. PWS corrected.

Question #2: Are the home visits only for participants of the New Parent Support Group (NPSG) or for other programs?

No home consultations. PWS corrected.

Question #3: The home consultations will require the contractor to travel to housing areas both on and off post.

Can the government provide an historical estimate on the number of times in the year this occurred and the average distance travelled?

No home consultations. PWS corrected.

File details come from the government source that posted it. Updated .
