The purpose of this amendment is the following:

A. Solicitation due date.
The required response date/time has changed from 13-Dec-2018 08:00 AM to 18-Dec-2018 08:00 AM.
B. Clause The following have been added by full text:
52.211-8 TIME OF DELIVERY (JUN 1997)
(a) The Government requires delivery to be

The Government will evaluate equally, as regards time of delivery, offers that propose delivery of each quantity within the applicable delivery period specified above. Offers that propose delivery that will not clearly fall within the applicable required delivery period specified above, will be considered nonresponsive and rejected. The Government reserves the right to award under either the required delivery schedule or the proposed delivery schedule, when an offeror offers an earlier delivery schedule than required above. If the offeror proposes no other delivery schedule, the required delivery schedule above will apply.
OFFEROR'S PROPOSED DELIVERY SCHEDULE
_______________________________________________ Days after Contract Award computed, the offered delivery date is later than the required delivery date, the offer will be considered nonresponsive and rejected.
(b) Attention is directed to the Contract Award provision of the solicitation that provides that a written award or acceptance of offer mailed, or otherwise furnished to the successful offeror, results in a binding contract. The Government will mail or otherwise furnish to the offeror an award or notice of award not later than the day award is dated. Therefore, the offeror should compute the time available for performance beginning with the actual date of award, rather than the date the written notice of award is received from the Contracting Officer through the ordinary mails. However, the Government will evaluate an offer that proposes delivery based on the Contractor's date of receipt of the contract or notice of award by adding (1) five calendar days for delivery of the award through the ordinary mails, or (2) one working day if the solicitation states that the contract or notice of award will be transmitted electronically. (The term "working day" excludes weekends and U.S. Federal holidays.) If, as so computed, the offered delivery date is later than the required delivery date, the offer will be considered nonresponsive and rejected.

C. Answers to vendor questions
1. Question: Would you please confirm if you desire poly foam mattresses or memory foam mattresses?
Answer: Both types are acceptable.
2. Question: Do you have a recommended or basis of design manufacturer and model number for the mattresses that can be used as a benchmark for equal to or better solutions?
Answer: Any company or brand is acceptable if it meets the requirement specifications.
3. Question: 4" - 6" are approx. 10cm - 15cm. Is the thickness the total thickness or the core thickness?
Answer: Total thickness.
4. Question: Core 1.8lbs/ft3 is approx. RG 30. Please advise which grade of hardness will be required.
Answer: Required is a firm foam mattress material. The density of a poly foam mattress should be 1.8 lbs/ft³ or greater. The density of a memory foam mattress should be 5 lbs or greater.
5. Question: The cover material as per description will be NON RESPERATORY, due to the features: water proof, sealed seams, re-enforced, durable nylon fabric, with sealed seams, stain resistant, ant-bacterial, anti-fungal, fire resistant, hypo-allergenic, bed bug proof. This cover will not be removable. A zipper would be not sealed and would cross above features.
Answer: A zipper will not disqualify a proposed mattress unless it is on a sleeping surface. Please refer to the cover material specifications provided with the solicitation.
6. Question: Does the Berry Amendment or Trade Agreements Act apply?
Answer: No, it doesn’t.
D. Revised delivery and requirement specifications
1. Revised delivery time and delivery conditions:
The mattresses must be delivered within 40 days after receipt of the purchase order. Furthermore, the shipping conexes or delivery trucks must be left at GTA Grafenwoehr for five days to allow unloading. The vendor is also responsible to provide equipment to unload the conexes off the trailers unless the trailers are left there.
2. Revised requirement specifications Mattress has one color, constructed out of fiber or foam material and covered in a durable water proof reinforced nylon fabric (polyurethane) with sealed seams. Poly foam mattress should be 1.8 lbs/ft3 or greater density. Memory foam mattress should be 5lbs or greater density.
The mattress cover is easy to clean, disinfect, stain resistant, anti-bacterial, anti-fungal, fire resistant, bed bug proof and non-allergenic. Mattress size: 78" X 35"-36" X 4"-6"
