QUESTIONS AND ANSWERS
ACS Integration Services – Questions and Answers for W912PB-18-Q-3198
1. Would the government consider awarding the contract to a local vendor (German registered company) that meets all the requirements, and legal stipulations referenced in the solicitation and is therefore in compliance with the US Federal Acquisition Regulations as well as any supplements that may be applicable to this procurement?
Yes.
2. Reference PWS 1.3 What is the desired duration for each tour?
Bus tours typically run 5 hours, leaving ACS at 0930 and returning 1430.
3. Ref PWS 1.4.2 and 1.4.4: Given our experience with similar contracts, if there are more than a certain number of participants, it supposedly presents a security risk and the group was broken up into smaller groups for anti-terrorism purposes, thereby requiring additional contractor resources.
a. Is this the case for this contract as well?
The SOP provides waitlisting of attendees above our capacity. With the 2CMEs and our Relocation Program Manager on site, we ensure that at no time are more than 8 Family Members in a group. We do not have the logistical capability for larger total groups. (Our largest group in the last 12 months has been 11).
b. If so, what is the maximum authorized size of a group?
c. How many times per year would there be a requirement to split into smaller groups?
d. How much notice will be provided to identify when additional resources are required
4. Ref PWS para 1.4.2, 1.4.4, 1.6.5: Please confirm that no services are expected to be provided in the evenings or on the weekends.
ACS operational hours are Monday through Friday, 0800-1700, excluding US Federal Holidays.
No Program activities occur outside those hours.
5. Ref PWS para 1.4.3: Will the government please provide additional information regarding responsibilities included in providing Lending Closet operations? For example, is the contractor expected to sign for all lending closet items and if so, is the contractor liable for any losses? Will inventories need to be conducted and if so, how often? Will the contractor be expected to order and/or purchase replacement items?
Contractor is not responsible for signing for any property. They may assist in periodic 10 % inventories on a monthly basis. Lending Closet property is on the hand receipt of an ACS employee. Contractor is not liable for losses (other than theft or willful misappropriation, as responsibility is transferred from the HR holder directly to the client, and return. Ordering and purchasing is the responsibility of the HR holder.
6. Ref PWS para 1.4.3: The solicitation doesn’t specify in the PWS that the current inventory of items that are available for use by the customers will be provided by the Government under Part 3 of the PWS?
If necessary, could add new Section: “3.6 Lending Closet Items: The Government will provide all Lending Closet Inventory items required for operation of this contract.”
7. Ref PWS 1.4.4: What is the duration of these excursions and if they are all day events, is the contractor required to provide and pay for their own meals?
While not all-day events, both bus and rail trips are 6 hours in duration spanning the lunch hour. ACS does not reimburse or provide meals, as none of these trips constitute TDY travel, and Appropriated Funds cannot be used for food expenditures. Attendees and employees may pack lunch from home, but generally are encouraged to sample local foods, as the purpose of the trip is acculturation.
8. Reference PWS 1.4.4: Is there a cap on how many people can attend each German rail excursion, and what is the expectation when the number of registrants exceed the cap?
The rail trip is limited to the capacity of the US Government shuttle van. When that capacity is reached, attendees are waitlisted until the next trip.
9. Reference PWS 1.4.4: What is the origin and destination for each German rail excursion?
Origin, Sachsen b. Ansbach, bus to train station provided by USG. Destination, Nuremberg HBh.
10. Reference PWS 1.6.5: Would the government please consider defining “Uninterrupted Performance”.
Yes. It is the intent of the Government that services be provided during accepted business hours, but it is intended that the Contractor abide by any applicable Wage/Hours laws and ensure their employees enjoy reasonable breaks for lunch, etc. Further, while it’s intended that the contractor provide backfill of employees on extended absence, there is no expectation that short (1 day) absences for sick leave would be back-filled. Note, Lending Closet operations do suspend during the lunch hour from 1200 to 1300. This can be incorporated into the PWS on request.
11. Reference PWS 1.6.5: Would the government consider putting the “Uninterrupted Performance” into the Attachment 1 as a metric that can be measured and tracked?
Yes. Will provide such a modification.
12. Reference PWS 1.6.5: When requiring “uninterrupted performance”; does the government interpret “uninturrupted performance” as follows: providing a backfill when the contracted employees, providing the services IAW this contract, take leave? If not, how many total days in a year is it acceptable for the employees to take leave without a backfill?
As stated above, aside from unanticipated leave from illness (of short duration) it is expected that the Contractor will have a staffing plan in place which will allow for backfill of known and planned leaves of absences of their employees.
13. Ref PWS para 1.6.8 and Addendum to provision 52.212-1 (pg 43): Please confirm that the government requests a QCP with the offer. The government appears to be requesting a Price quote only and no Technical proposal. Please clarify what the offeror’s response should include.
Any QCP required by this contract is deliverable NLT 30 days post award.
14. Reference PWS 1.6.12.3 Installation Access: Will the Government please verify that background checks and FAXBACK (temporary work visa) are required for U.S. based personnel working in Germany under this contract?
a. Will the Government assist the contractor in obtaining all the necessary permits including visas for contractor personnel?
While the Government has no control over the hiring practices of the Contractor, common practice has been hiring of either local nationals with existing right to work, or members of the Military Community on-site now, who have the right to work under the Status of Forces Agreement. If the Contractor hires employees who do not have the right to work in Germany, it is the Contractor’s responsibility to guarantee right to work. In matters of Installation Access, the US Government provides any required background checks and access requirements.
15. Ref PWS para 1.6.15: Are both personnel (CMEs) required for this contract required to have basic German language proficiency or is it sufficient if one of the two is fluent in both German and English?
There is no requirement for German language fluency for both CMEs. Fluency among one of the employees is fully acceptable.
16. Reference PWS 1.6.15: Please clarify whether all staff providing services under this contract must have a command of the German language, to include for Administrative, Lending Closet, and Family Advocacy Program services.
Administrative and Family Advocacy Program services are not addressed in this solicitation. For this requirement, as with (15) above, German language proficiency is only required of one employee.
17. Reference PWS 1.6.20: Does the same requirement stated apply also for the return trip?
Yes, Contractor is responsible for employee rail travel from Sachsen to Nuremburg and return.
18. Reference PWS 3: Is it the intent of the Government to furnish the existing inventory of the Lending Closet Materiel (i.e., those times available for use by the Government customer) to the contractors?
Refer to Answers to Questions (5) and (6).
19. Technical Exhibit 3, please clarify what part of this PWS the Administrative Workload estimate applies to.
“Administrative Workload” could be deleted and “Integration Services” be inserted. Note, since the workload varies between Lending Closet, Intake, Classes and Tours based upon seasonality, this workload by task can’t be accurately proportioned among individual tasks.
