The following items are applicable to this modification:
Summary of Changes:
The purpose of this amendment is to answer vendor questions regarding requirement specifications.
QUESTION: The Meiko dishwasher specifications that were provided state the following wash and final rinse temperatures (specifications page 3/10):
Pre‐wash zone: 40‐55°C (104 ‐131°F) Main wash zone: 55‐71°C (131‐160°F) Pump final rinse: 60‐74°C Fresh Water final rinse: 80‐85°C (176 ‐ 185°F) On that page 3/10, there is also the following statement: "The NSF labeling is not applicable, but the machine must fulfill the corresponding temperature regulation."
In addition, on page 7/10, there is a statement "that the unit will pass the thermolabel test (160°F/71°C) during the daily operation (in DIN Speed selection)".
Please note the attached documentation for the TRI‐Services food sanitation and health code including TB MED 530 (for US Army) and excerpt from NSF‐standard 3 for sanitation which are mandatory for US military facilities. The TRI‐Services code clearly states that the MINIMUM wash temperature must be 160°F/71°C (see page 89 in attachment):
"4‐501.110 Mechanical warewashing equipment, wash solution temperature
(A) The temperature of the wash solution in spray type warewashers that use hot water to SANITIZE may not be less than‐ (..)
(3) For a single tank, conveyor, dual temperature machine, 160°F (71°C); or
As per the provided specifications, all temperatures below 71°C/160°F are in violation of the required US Army sanitation code. According to the provided specifications, the maximum temperature that the Meiko can reach is 71°C/160°F and it will not meet the applicable sanitation (and Thermolabel) requirements if it falls below that maximum possible temperature. Constantly operating at the max possible temperature is simply not possible. The dishwasher will also not operate in the mandatory temperature range during most of the daily operations. Usually it will heat to the max temperature and then let it cool down a bit, then the heating will again kick in. And 15 out of 16 possible temperatures of the Meiko are below the minimum required temperature and are therefore not compliant with the US ARMY and NSF food sanitation regulations: that is any temperatures between 55°C to 70°C (131 to 158°F). And because the dishwasher would constantly try to get to the max temperature it will also wear out all heating components very fast with resulting operational and technical issues.
In addition, the stated temperature range for the fresh water final rinse is 80‐85°C. As per NSF standard 3, the minimum required temperature is 82°C/180°F and max temperature is 90°C/195°F. Therefore the provided temperature range is not compliant with the food sanitation code if the temperature falls below 82°C. Due to the Meiko's small temperature range of 80‐85°C, the temperature is not compliant if at 80°C or 81°C. Here is the quote from the TRI‐Services code (page 89 in the attachment):
"4‐501.112 Mechanical warewashing equipment, hot water sanitization temperatures
(A) Except as specified in (B) of this section, in a mechanical operation, the temperature of the fresh hot water SANITIZING rinse as it enters the manifold may not be more than 194Of (90oC), or less than‐ (.)
(2) For all other machines, 180oF (82oC). (.)"
Basically, the specified dishwasher will be in violation of the US Army sanitation codes for most of the time during its operation. This is contrary to the statement in the provided specifications. Again, the minimum temperature in wash tank must be at all times at least 71°C/160°F as per NSF! For the specified Meiko, it will be below the sanitation requirement whenever at 55°C to 70°C (131 to 158°F). In addition, the minimum temperature in the final rinse tank must be at least 82°C/180°F and it may not be below that. However, this is the case for the Meiko if at 80°C or 81°C (176°F or 177.8°F).
Please confirm if the US Army TB MED 530/NSF required temperatures as shown in the attachments have to be strictly adhered to in order to meet the applicable sanitation codes that are in place at the US Army.
If needed, we can also provide the complete codes rather than only the attached excerpts.
ANSWER: The machine specified in the solicitation meets the required NSF / Thermolabel / TB Med 530 temperatures.
QUESTION: Please confirm whether a 2‐tank machine like the provided specifications for the Meiko is required or a 3‐tank machine like the provided Hobart model number. The difference is that a 2‐tank machine has a prewash and a wash tank while the Hobart 3‐tank machine has 1 pre‐wash, a large second power pre‐wash plus a main wash tank for a much better performance during high head count periods.
ANSWER: The machine specified in the solicitation is a 3 tank machine and this is required.
QUESTION: Please confirm the max connected load available at the installation locations of 56KW for the dishwasher as stated at the site visit.
ANSWER: The available connected load is sufficient for the machine specified in the solicitation.
QUESTION: Please confirm whether deep‐drawn ("tiefgezogene") tanks are required.
This will provide a more hygienic solution compared to welded tanks.
ANSWER: The construction of tanks of the machine specified in the solicitation is sufficient.
QUESTION: Please provide the required number of upper and lower wash arms for the pre‐wash and wash zones.
ANSWER: The number of wash arms of the machine specified in the solicitation is sufficient.
QUESTION: Is this solicitation based on Lowest Prices Technically Acceptable?
ANSWER: No, solicitation is based on “Price Only”.
QUESTION: Who will be responsible for the disposal of the old dishwasher?
ANSWER: Included in this contract. See Item number 0010.
QUESTION: How many washing active tanks are required?
ANSWER: 3ea
QUESTION: Should each wash tank be separately drainable in order to reduce water consumption?
