Avondale Gardens W912P8-16-B-0041 Responses to Contractor Questions
1) The planting lists for tree species are selected for a BLH-Dry environment however the site is highly prone to frequent flooding and substantial water retention. Is filling the planting areas prior to planting being considered to prevent near complete loss of planted trees? If not will there be any consideration to using tree species that are more adept at handling frequently flooded or even over-topped conditions?
Response: Filling of the planting area prior to planting is not a consideration. Planting lists were coordinated with multiple agencies with attention to existing conditions at the site, required species to meet mitigation requirements, and discussion on effect of mechanical clearing and possible ditching to achieve a platform that allows successful contract execution.
2) The project area uses a series of drainage and water control structures to regularly remove excess rain/storm water, have the legalities of applying the areal herbicide been evaluated given the likelihood of runoff into adjacent properties and possible effects on vegetation and livestock?
Response: Contractor shall match herbicide proposal to hydrologic conditions of the project site. Commercial suppliers include herbicides for both wet and dry placement.
Wet application includes consideration for drainage into adjacent open water areas.
3) Is there a recent elevation survey of the planting areas that you can add to the design and plans for the project?
Response: As no grading was desired to achieve mitigation credit (especially considering invasive seed source that could be activated with a grading effort), surveys were not included for the project. Older LiDAR surveys were used to confirm flow patterns.
4) There are cows present throughout the limits of the project. Who is responsible for removal of these animals prior to work commencing? What is the final disposition intent for these animals upon completion of the project?
Response: The owner of the cows has been contacted and they will be removed prior to initial planting.
5) There appears to be existing fencing and gates within the project limits. What are the Government's expectations for these items? Is it the intent to require the Contractor to remove & replace the fencing and gates or removal only?
Response: Per SECTION 31 11 00.10 12, paragraph 3.3.1.2, Fences and gates within the planting area or corridors that effect clearing or mowing operations shall be removed during clearing activity. Existing gates within the corridors shall be maintained and locked.
6) Will the Contractor's project personnel (Superintendent, QC, SSHO) be required to remain on-site during periods of no activity for the duration of the contract?
Response: Appropriate Contractor personnel (Superintendent, QC, SSHO) will be required to be on site during all times when work is being performed and in addition as necessary to perform all required monitoring, testing, maintenance, etc. as indicated in the plans and specifications. Presence at the site beyond these requirements will be at the Contractor's discretion.
7) When referring to Section 32 93 00, Part 2.4 "Plant Stakes", is there a requirement for the wooden stakes to be treated or untreated? If treated, what is the treatment specification desired?
Response: No additional treatment is required beyond the currently identified fluorescent orange paint identified in paragraph 3.2.3 of section 32 93 00.
8) The Optional Work (OW) items listed under the Bidding Schedule defines CLINs 0012 (Mowing - OW) and 0013 (Additional Herbicide Applications - OW) with their respective quantities. Will these optional work items, if exercised, encompass additional area(s) of work outside the project limits or is it intended to serve as a maintenance provision to the area within the project limits?
Response: The optional work items are intended to serve as a maintenance provision to the area within the project limits.
9) We are reviewing the subject bid at present and would like to seek clarification on the Certified Forester’s License requirement as stated in 1.8.3 section 32 93 00 page 8.
We have been and remain a current licensed Louisiana General Contractor, Commercial Landscape Horticulturist, Irrigation, Arborist and Ground Chemical Pesticide Applicator. In order to perform the scope of 960 acres of tree planting are we required to have the Certified Forester’s License?
Response: Contractor or Contractor’s representative shall be certified per current specifications.
10) The specs call for all to be fertilized and seeded yet the schedule only calls for 45 acres of fertilizing and seeding.
Response: The fertilizing and seeding is only needed on the corridors surrounding the planting areas as indicated in Section 32 92 19.00 12, paragraph 1.1 Scope.
11) There are a lot of specs in the package for concrete, steel and their associated requirements. I can find nowhere where we will be doing any concrete or steel work.
Response: The information in the specs for concrete and steel are part of the Construction Control Manual provided. It is intended as a guide for the Quality Control and Quality Assurance process. The Construction Control Manual is a guide for all MVN Construction projects and, as such, not amended for each project specific features.
12) The Solicitation states that the contract duration is 1050 days and if optional work (OW) is awarded an additional 780 days will be added to contract completion date (CCD). Will the prime contractor be required to maintain on site staff to include the superintendent, SSHO, QC, and QC staff full time during the entire CCD even during downtimes?
Response: Appropriate Contractor personnel (Superintendent, QC, SSHO) will be required to be on site during all times when work is being performed and in addition as necessary to perform all required monitoring, testing, maintenance, etc. as indicated in the plans and specifications. Presence at the site beyond these requirements will be at the Contractor's discretion.
13) Are electronic bids acceptable?
Response: No
14) Should hardcopy bids be mailed to the address provided on the SF1442 in box 7 Issued By?
Response: Yes
15) Are bids to be opened publicly?
Response: Yes
16) If bids are to be opened publicly, please provide address of bid opening location.
Response: Room 184. Look for sign on door at day of bid opening for exact location.
17) Respectfully request the RFI deadline be extended.
Response: The RFI deadline will not be extended.
18) Does the government anticipate extensive dewatering requirements?
Response: Extensive dewatering is not expected. If unwatering is needed, ditching will be exercised in the Option. Length and location of ditching, if exercised, will be determined in the post mechanically cleared footprint.
19) If optional work is exercised:
a. Will herbicide application be by ground or aerial?
Response: Herbicide application post planting shall be made from the ground (Section 31 11 00.10 12, paragraph 3.2.2).
b. Will planting need to include mechanical clearing &mowing poles?
Response: If an area has to be replanted (within the existing project footprint) it will be mowed similar to the initial planting. Mowing poles will be maintained for the life of the contract, including time added during the exercise of options. Mowing poles should not be disturbed during execution of optional work (if exercised).
20) Will there be a mowing pole and plant location tolerance if a tree stump is present?
Response: The fourth paragraph of 3.2.1 of SECTION 32 93 00 allows deviation for plant locations. A stump is good cause for a variation of this grid. Equally, mowing poles would be field adjusted to allow placement except that the adjustment must not be made into the path of the tractor.
21) When the project is stopped on 15 Dec. 2017, it shows there will not be any activity until 01 May 2018, will you require a staff to be on site during that 4 month stoppage?
Response: Appropriate Contractor personnel (Superintendent, QC, SSHO) will be required to be on site during all times when work is being performed and in addition as necessary to perform all required monitoring, testing, maintenance, etc. as indicated in the plans and specifications. Presence at the site beyond these requirements will be at the Contractor's discretion.
22) Will the National Certified Forester be required to be on site full time during the initial planting sequence/time?
Response: The National Certified Forester is expected to be on site during the planting operations.
