SECTION SF 30 BLOCK 14 CONTINUATION PAGE

Continuation page of SF 30 – Summary of changes for Amendment 0001

This amendment makes changes to the solicitation; these changes represent one of three types, either adding new information, deleting information, or revising existing information.

Changes made by this amendment replace the previously issued sections of the advertisement, as referenced in the below summary of changes:

RFI 1: Contractor would like to request the official full resolution multibeam pre-dredge survey data for all reaches in the OAKLAND INNER & OUTER HARBOR CHANNEL FY20 MAINTENANCE DREDGING PROJECT and OAKLAND INNER & OUTER HARBOR CHANNEL FY19 MAINTENANCE DREDGING PROJECT.

Answer: Refer to the uploaded attachments:

RFI 2: Note 5 of Section 00 10 00 states, “The Government reserves the right to direct the Contractor to place dredged material at an environmentally acceptable alternate disposal site in accordance with the Change Clause FAR 52.243-4.” Per 1.3 Special Environmental Requirements of Section 01 57 19.99 43, “Any material dredged after November 30 in any year (if approved by the Government) shall be placed either at an upland beneficial reuse site benefitting aquatic species or the San Francisco Deep Ocean Disposal Site, as directed by the Government.” If dredging is necessary and approved after November 30, and the Government directs placement at an upland beneficial reuse site benefitting aquatic species, will this also be handled under the Change Clause FAR 52.243-4 as provided in Note 5 above?

ANSWER: Yes. However, the Government does not intent to dredge under this contract after 30 November 2021.

RFI 3: 1.4.1.4 Allowable (Paid) Overdepth Prism in Section 35 20 23 states, “Dredging in excess of the allowable 2-foot paid overdepth is prohibited.” Please confirm that this language applies only to repeated, continuous, and intentional excavation below the maximum overdepth as opposed to incidental dredging beyond the maximum overdepth, as may be expected with clamshell dredging operations.

ANSWER: No material beyond the -52' may be dredged or disposal of. Doing so is a violation of the Marine Protection, Research and Sanctuaries Act and subject to fines by EPA.

RFI 4: With regard to anticipated project timeline, does the Government intend to award and issue NTP so that Contractors may begin dredging at the start of the environmental window, on or about June 1?

ANSWER: Yes, assuming project moves according to the schedule.

RFI 5: 3.2.6.4 Overflow/Decant, Spillage and Leakage in Section 35 20 23 states, “Overflow/decanting at the dredge site will be controlled in accordance with the requirements in Section TEMPORARY ENVIRONMENTAL CONTROLS FOR DREDGING IN SAN FRANCISCO BAY 01 57 19.01 43.” The referenced section only mentions that scow overflow /decant may be stopped if it appears to be affecting the light thresholds in the eelgrass area. Aside from this restriction, will scow decanting be allowed as determined necessary by the Contractor during dredging?

ANSWER: There are no prohibitions for overflow/decanting at the dredge site. If dredging activities affect light thresholds. then contractor may be required to cease dredging activities until the threshold is cleared.

RFI 6: DQM certification requirements, as described in Section 35 20 23.13, were waived last season due to COVID restrictions. Does the Government anticipate that they will be waived again this year?

ANSWER: The Government does not intend to waive any contract requirements including DQM certification requirements.

RFI 7: 3.4.5 San Francisco Deep Ocean Disposal Site (SF-DODS) in Section 35 20 24 states, “Disposal quantity limits for SF-DODS are established on a project-specific bases. The Contractor shall limit disposal quantities to those amounts specified in the Government-provided regulatory guidance.” May the Contractor assume that all material anticipated for this work can be disposed of at SFDODS without exceeding disposal quantity limits?

ANSWER: Yes.

RFI 8: Will the Government please consider extending the question deadline by one week?

ANSWER: If a suitable reason was given to extend the deadline.

RFI: 9 Past Oakland Inner and Outer Harbor Channel Maintenance Dredging contracts have required the use of a third party to certify that vessels transiting to SF-DODS are not overloaded and to complete the Scow Certification Checklist prior to departure. That language does not appear to be included in the specifications for this work. Is that no longer a requirement?

ANSWER: Correct. The use of a third party to certify scows that transport dredged material to SF- DODS will not be needed. The certification will be completed by the Government.
