SECTION SF 30 - BLOCK 14 CONTINUATION PAGE
The following have been added by full text:
AMENDMENT 0001 Q&A
1. Question: What equipment is going on this platform? The 20’ x 60’ pontoon assembly called out on the notice generally has poor transverse stability, especially with a ramp hanging off the side. I calculate a 3 degree list with the ramp on the side with just the Spudwells, (raised) Spuds, & HPUs on the deck.
Answer: An air curtain burner, 37 foot, 4 inches long by 11 foot, 10 inches wide by 9 foot, 8 inches tall will be set and welded in the center of the 20’ x 60’ foot assembly. The ramp will be only be used in limited specific circumstances: 1) attached to the end for cleaning out ash from the burn box, and 2) attached to the front side when placed next to the shoreline to facilitate loading from land based equipment.
2. Question: Can more information be provided on how the platform will be used?
Answer: See Answer 1.
3. Question: What is the maximum anticipated deck load? Can you give positions where these deck loads will be located?
Answer: The burner weighs 54,600 pounds and will be set in the center of the assembly. See Answer 4 for spud locations. I do not know the weight of the spuds and HPU. The burn box is 27 foot long,10 foot wide and 8 foot tall and will be filled with wood.
4. Question: Where will spuds be located on floating platform?
Answer: The spuds will be placed along a 60 foot side that will be the back side of the burner, equidistant from the centerline and spaced as far apart as the HPU cables will allow.
5. Question: How often is the Loading Ramp being moved? While the Loading Ramp is removable. You will need a crane on shore to remove and reattach the ramp. Spudwells, HPUs, & other equipment on the floating platform may make reattaching ramps cumbersome since the floating platform will have a different draft and will likely be listing.
Answer: See Answer 1 for ramp use.
6. Question: Please confirm Buy America or Buy American requirements do not apply to this RFQ.
Answer: Clause 52.225-1 Buy American – Supplies is part of the solicitation. This clause defines the term “domestic end product”. FAR provision 52.225-2 Buy American Certificate was inadvertently left out of the solicitation but will be added by amendment. This provision gives the offeror the opportunity to certify which, if any, end product that does not qualify as domestic by listing the item and its country of origin, for evaluation by the Government under FAR Part 25 procedures.
7. Question: Please confirm USACE will be responsible for unloading trucks and assembling floating platform at Barkley Lock, 758, Barkley Dam Rd., Grand Rivers, KY 42045-9802.
Answer: USACE will be responsible for unloading trucks and assembling the floating platform at Barkley Lock.
8. Question: Please note, as a private company, we do not release executive compensation. Can this requirement be removed from the RFQ?
Answer: FAR Part 4.1403 requires solicitations and contracts with a value of $30,000 or more to include FAR clause 52.204-10, which refers to a company’s SAM registration requirements, which states in part: “As a part of its annual registration requirement in the System for Award Management (SAM) (Federal Acquisition Regulation (FAR) provision 52.204-7), the Contractor shall report the names and total compensation of each of the five most highly compensated executives for its preceding completed fiscal year, if– (i) In the Contractor’s preceding fiscal year, the Contractor received- (A) 80 percent or more of its annual gross revenues from Federal contracts (and subcontracts), loans, grants (and subgrants), cooperative agreements, and other forms of Federal financial assistance; and (B) $25,000,000 or more in annual gross revenues from Federal contracts (and subcontracts), loans, grants (and subgrants), cooperative agreements, and other forms of Federal financial assistance; and (ii) The public does not have access to information about the compensation of the executives through periodic reports filed under section 13(a) or 15(d) of the Securities Exchange Act of 1934 (15 U.S.C. 78m(a), 78o(d)) or section 6104 of the Internal Revenue Code of 1986. (To determine if the public has access to the compensation information, see the U.S. Security and Exchange Commission total compensation filings at http://www.sec.gov/answers/execomp.htm.)” Please refer to FAR 52.204-10 to see if it is applicable to your organization.
9. Question: I don’t see any specific design or brand call out. Aside from that specified (loading, size, lifting configurations and approximate weights.) are there no other provisions for connection type. IS there any existing units these would need to be compatible with?
Answer: No. This equipment will be used as a stand-alone assembly, never interacting with other modular pontoons.
10. Question: "Will there be any drawings provided for the construction of the pontoons, spuds, or the loading ramp? If not, will there be a requirement for the contractor awarded the contract to submit drawings either upon delivery or prior to the start of construction?"
Answer: No to both questions.
The following have been modified:
