5 Detailed Description of Work
5.1 Detailed Description of Work – Base Bid Item(s)
The government strongly recommends the contractor attend the pre-bid site visit to view field conditions and help assemble a more accurate bid.
As performing all work within this contract will require a closure to vessel traffic, all work shall be performed in the off-season from 1 January 2015 to 1 March 2016. The contractor may use as much down time as is necessary, but it is required all cylinders be fully operational by 1 March 2016. Liquidated damages in the amount of $1000/day will be assessed beginning on 2 March if the cylinders are not operable or work has not begun.
The contractor shall follow all Lock Out Tag Out (LOTO) procedures in accordance with the US Army Corps of Engineers EM 385-1-1 Safety Manual while performing all work under this contract.
5.1.1 Base Bid Item 1 – Change Hydraulic Fluid in Four (4) Hydraulic Power Units The contractor shall drain the hydraulic fluid in four (4) Hydraulic Power Units (HPU’s) located in four (4) separate houses at Black Rock Lock. The existing hydraulic fluid shall be replaced with Citgo Anti-Wear Hydraulic Fluid ISO 46, or approved equal. To meet the ‘or approved equal’ designation, the proposed fluid shall meet all industry standards and meet or exceed all test data provided within the Citgo specifications. The contractor shall follow the following steps at each HPU to drain and change the fluid:
1) Operate all three solenoids to move cylinders to the retracted position.
2) Drain existing fluid from tank.
3) Access inside of tank and note condition of metal shavings and other contaminants. Document condition for the government’s record.
4) Remove all traces of fluid and contaminants from tank. Wipe tank clean with lint-free cloths.
5) Remove and replace strainer. The inlet size is not known.
6) Drain supply line at each of the four cylinders. The gate cylinder is accessible underneath aluminum planks outside the front of each house. The two cylinders on the lock gates are accessible under the grating, and the cylinder inside the house is accessible under wooden floor panels. Fall protection is required. After draining, reconnect all lines with new gaskets if necessary.
7) Fill the tank with new fluid which shall be passed through a filter while pumping.
8) Disconnect return lines at manifold.
9) Operate all three solenoids to extend cylinders and drain for disposal. Be sure to constantly check the fluid level in the tank. Reconnect return lines at manifold. (LOTO may be removed only for this step)
10) Disconnect return lines at cylinder and drain all four cylinders as described in step 5. Reconnect return lines with new gaskets if necessary.
11) Fill tank.
12) Replace the oil filter on the return line with a HYDAC Part Number 0240R010BN3HC.
13) Operate cylinders to fill lines and verify operation of pump.
14) Bleed system as needed and fill with fluid as required.
As the tank is at a higher elevation than all hydraulic lines, all supply and return lines shall be drained individually. There is approximately 110 gallons of fluid at each HPU. In total, the contractor shall supply nine
(9) 55-gallon drums of Citgo hydraulic fluid, leaving one drum for spare fluid. Any remaining fluid shall be left with the government at project completion. The contractor shall submit a spill prevention and control plan in accordance with US Army Corps of Engineers Safety Manual EM 385-1-1. This will be submitted along with the Accident Prevention Plan (APP).
5.2 Detailed Description of Work – Optional Bid Item(s)
5.2.1 Optional Bid Item 2 – Remove and Replace Four Trunnion Bushings on One Hydraulic Cylinder Contractor shall remove and replace the four (4) trunnion bushings of the hydraulic cylinders which operate the large miter gates in the lock chamber. The trunnions are located in the recesses below the lock houses, and allow the cylinders to pivot in the vertical and horizontal axes. Each setup is identical. The bid quantity for this line item is one (1), which shall include a quantity of four (4) bushings. As there are four cylinders on the lock, there are a total of sixteen (16) bushings. The government may choose to award a quantity of anywhere from one (1) to four
(4) sets of trunnion bushings under this line item, which shall be for a quantity of four (4) to sixteen (16) bushings.
The trunnions are accessible by removing the aluminum planking in front of the lock house and climbing into the pits under the lockhouses.
All existing bronze bushings are identical with approximate dimensions of 3 in. ID x 4 ¾ in. OD x 3 in. depth.
Accurate bore and pin dimensions will not be known until the trunnion is disassembled. The contractor shall verify these nominal dimensions without disassembly prior to ordering bushings.
It is assumed the existing trunnion pins are galled and therefore are required to be sleeved for installation into the new bushing. As the ID of the sleeve will not be known at the time of contract award, the contractor shall be required to have a sleeve machined with an ID of approximately 2.9500 in and OD of approximately 3.5000 to
4.2500 in. This range in sleeve OD will be dependent on the ID of the bushing the contractor acquires and standard sizes. The length shall be approximately 3 in. The surface roughness on the OD shall be 8 micro-inches or as recommended by the bearing manufacturer. Hardness shall be a minimum RC40. The material may be proposed by the contractor and must be a corrosion-resistant material. The contractor may choose to obtain the sleeves from a local shop vice the bearing manufacturer to save costs. Machine the sleeve ID’s after dimensions are known for an interference fit to the trunnion shaft.
The bushing shall be a maintenance-free PTFE or similar lined bushing on the ID and backed to a composite material. Static and dynamics pressures are less than 100 PSI. It is recommended to order bushings slightly oversized and have them machined in the field or at a local machine shop when working dimensions can be verified. The estimated OD shall be 4.7520 in but may be larger. The contractor shall verify all measurements prior to ordering and replacing materials. The contractor shall submit clearances/tolerances as recommended by the bearing manufacturer for the proposed bushing OD machining along with the pin and bore diameters to the government for approval prior to machining. The bushing OD shall be chamfered at the ends. All surfaces shall be properly cleaned prior to pressing.
Acceptable bearing manufacturers and material lines include:
• GGB Bearing Technology GAR-MAX® Bushing
• Kamatics with KAron V
The government shall approve all products and their dimensions in a pre-construction submittal prior to fabrication.
5.2.2 Optional Bid Item 3 – Replace Seals on One (1) 8” Hydraulic Cylinders The government may choose to award a quantity of anywhere from one (1) to four (4) of this line item. A quantity of one (1) includes the following:
The contractor shall remove and replace all seals in the rear end cap and head on one (1) of the 8” hydraulic cylinders which serves the operating gates in the lock chamber. Include the wiper seal also. A total quantity of two (2) seals shall be replaced. Work is considered completed when no leaks are present. As all cylinders are identical, the government will choose which cylinders to complete work on after the contract is awarded.
Cylinders operate on a normal pressure of 1,200 psi.
6 Project Information
6.1 Basis for Award
The government shall award the contract to the offeror who provides the lowest priced technically acceptable offer.
The evaluated price shall include the base work plus all option(s). In order to be considered technically acceptable, the contractor shall:
• Have a minimum of (5) years experience on projects of a similar nature. The contractor shall supply the names, locations, and client contact information for two (2) projects of similar size and scope that have been accomplished within the previous five (5) years as part of the bid submittals.
6.1.1 Award Period for Options
The government reserves the right to award any and/or all optional bid items within sixty (60) days following the initial award.
6.2 Period of Performance
The project completion date is set at 1 March 2016 for all line items awarded under this contract, including any optional line items that may be awarded with the sixty (60) day period following the initial award. In the event the contractor is unable to meet the project completion date, requests for extensions must be made in writing. The request must explain, in detail, why the original project completion date will not be met. The request shall be sent to the DCO along with an informational copy to the Project Manager (PM). The request shall be made as soon as possible, but not later than ten (10) days prior to the original completion date. This request shall not negate penalties for liquidated damages unless an extension is granted by the DCO in writing.
6.2.1 Pre-Construction Submittals
All pre-construction submittals, as stated in Section 19.2 of this SOW, shall be provided to the government within fourteen (14) days following the award of the contract. The contractor shall allow up to twenty-one (21) days from time of receipt for government review of submittals. Work may not begin until government approval of all submittals required in Section 19.2 of this Statement of Work.
6.3 Pre-Construction Meeting
Following the award of the contract and review and acceptance of the contractor’s pre-construction submittals, the prime contractor must attend a mandatory pre-work conference. The meeting shall be scheduled by the government, and conducted on-site, at the US Army Corps of Engineers Buffalo District Reservation, at a time and date to be announced following the award of the contract.
6.4 Work Schedule
All scheduled work is to be performed Monday through Friday 0800-1630 hours, excluding federal holidays. If the contractor desires to work beyond the previously stated hours and days, written permission to do so shall be obtained from the government. Schedule changes shall be requested at minimum 24 hours in advance, unless there is an emergency situation.
6.5 Material/Equipment Information
Contractor shall provide all labor, tools, ladders, scaffolding, equipment, supplies and materials needed to complete the work described herein, unless otherwise noted herein that any of these items will be provided by the government.
6.6 Dimension/Quantity Verification
Contractor shall independently measure and verify all dimensions and quantities given herein prior to ordering materials and supplies for the project. This information shall be provided to the government QA person as part of the pre-work submittals.
6.7 Material Storage
If temporary storage of project material is requested, the contractor shall make a written request to the government’s QA person and receive written approval from the government. If material is found to be hazardous, flammable, combustible, etc, the contractor will be required to provide the appropriate hazardous material storage locker. Storage locations will be discussed at the pre-bid site visit and during the pre-con meeting.
6.8 Site Cleanup
All excess, waste, and removed material related to this project shall become the contractor’s property and shall be promptly removed from the site and disposed of or reused/recycled in accordance with applicable local, state, and federal regulations. Documentation describing disposal of material shall be furnished to the government as part of the project closeout files. The contractor shall not dispose of any project generated waste in government receptacles or on government grounds.
7 Quality Assurance (QA)
7.1 Overview
7.1.1 Government Project Manager (PM)
The government has appointed a Project Manager (PM) for this project. The PM shall ensure all questions of a technical nature concerning the contractual work are answered.
7.1.2 Government Quality Assurance (QA)
The government will appoint a Quality Assurance (QA) person to ensure all work is accomplished in accordance with contractual documents. The QA person for this contract will be identified after the contract is awarded. The QA person serves as the liaison between the contractor, PM, and the DCO. The QA person does not have the authority to modify contractual agreements.
7.1.3 Government Inspections
Contractor shall allow inspection by the government PM, QA person, DCO personnel, and District Safety and Health personnel, at any time during the life cycle of the project. The contractor shall provide safe access for government personnel visiting the project.
7.1.4 Product Data Sheets
The contractor shall provide to the government product data sheets from the manufacturer for all materials used on this job, as part of the pre-construction submittals. All materials shall be delivered to the project site in new condition, in their original containers and wrapping material, with labels clearly showing all product information.
8 Communication
During the execution of the contract, the PM shall receive weekly status reports from the contractor on issues such as milestones met and/or missed, and issues standing in the way of project completion. The DCO shall be the communication hub for the government QA Person, PM, and the contractor regarding clarification of contractual issues. By adhering to the established lines of communication, it will reduce or avoid generation of duplicate requests for information, which may inadvertently result the government or the contractor to the acceptance of contractual changes without official approval by the DCO.
9 Repair/Restoration of Government Property Contractor, at no expense to the government, is required to protect all government facilities, grounds, equipment, sidewalks, and pavement during construction. All government structures, grounds, and equipment disturbed by contractor during the performance of work shall be returned to a pre-work condition prior to request of final payment.
Damages to government property that were caused by contractor and/or sub-contractor will be repaired at no expense to the government by the prime contractor.
10 Work Stoppage, Contract Cancellation Actions The Lock Master of Black Rock Lock, PM, or government QA person may issue temporary “Stop Work” notification if they find activities or job site conditions are in violation of Federal, Department of Defense, State or local health, safety and/or environmental standards, laws and regulations. The District Safety Officer (DSO), the DCO, and the PM shall be contacted immediately after a Stop Work notification order is issued or rescinded. Violation of health, safety or environmental regulations committed by the contractor shall not be grounds for compensation by the government to the contractor. Refer to contractual documents provided by the District Contracting Office regarding additional work stoppage and/or contract cancellation actions.
11 Material Change Orders Once equipment and materials are approved and accepted by the government, the contractor shall not substitute equipment or materials without providing a detailed explanation for the substitution. Changes in materials will require full justification and approval from the DCO. Modifications to contractual documents must be reviewed by the contractor, government QA person and PM, and approved by the government’s DCO. Requests for modifications must be in writing explaining the reasons for the modification, detailed description of the modification and what the benefits are and an estimated cost broken down by materials, labor and equipment.
12 Liquidated Damages Liquidated damages of $1000 per work day will be assessed beginning on 2 March 2016 if the work is not completed by 1 March 2016. There will be no extensions granted to delay this requirement as the lock must operate for traffic.
13 Inspection/Testing
13.1 Pre-Final/Final Inspection
Upon completion of the work, the government will perform a pre-final inspection to verify that the project is complete. A government pre-final punch list may be developed as a result of this inspection. If contractual requirements are not met, this list shall be provided to the DCO, who will bring them to the attention of the contractor.
The contractor’s QC supervisor shall ensure that all items on this list have been corrected in a timely manner before notifying the government, so that a final inspection with the government and contractor can be scheduled. The contractor’s QC supervisor, PM, DCO representative, and QA person shall be in attendance at the final acceptance inspection.
14 Completion The contract will not be deemed fulfilled until all submittals, products, services, equipment, material, installation, construction work, and final inspection is provided by the contractor under the terms of the contractual documents and found satisfactory to the DCO.
15 Payment The project will be paid for on a lump sum basis, the price for which includes all labor, materials, equipment, mobilization/demobilization, disposal, and other costs required to complete the work. Partial payment(s) may be made; this will be discussed at the pre-construction meeting.
16 Warranty
16.1 Warranty Period
Contractor shall, at a minimum, warranty all workmanship against deficiencies for a period of two (2) years from the date of acceptance of the work. The contractor shall also provide the manufacturer’s warranty for newly installed equipment and/or materials produced by said manufacturer. The period of warranty shall commence at time of government's acceptance of the work. If within the warranty period the installed equipment/materials incur breakdowns, excessive wear, or become unreliable, the costs to repair or replace installed equipment and materials shall be borne by the prime contractor. The warranty shall bear the name of the Buffalo District, U.S. Army Corps of Engineers as the recipient of the warranty and display the period of coverage. All warranties shall be submitted prior to request of final payment on this contract.
16.2 Repairs
When repairs are required because of defective workmanship during the warranty period, contractor shall make such repairs within 72 hours of notification. When repairs are not performed within the specified time, emergency repairs performed by others will not void the warranty and contractor shall reimburse the government for the cost of said repairs. Contractor shall not bill the government for costs of repair work and delay of payment due to repair work executed to resolve defective workmanship and/or problems with materials used and services provided.
17 Safety The contractor shall follow all applicable safety requirements detailed in the Unified Facilities Guide Specifications (USACE UFGS 01-35-26, February 2012), Attachment #3, and Safety & Health Requirements Manual per EM 385-1-
