ULTRASONIC INSPECTION SYSTEM QUALIFICATION

GENERAL INFORMATION

1.0 PROJECT SCOPE AND DESCRIPTION

The Contractor shall develop additional Ultrasonic (UT) nondestructive evaluation (NDE) methodology of aircraft parts using previous developed standalone system for U.S. Army aviation components. The contractor will develop ultrasonic fixtures and defect standards for nondestructive testing (NDT) of Army aviation components being repaired using the additive manufacturing (AM) process. Initial demonstration shall be done on the contracted listed

Army aircraft parts. This contract effort shall include up to three (3) UT fixture developments for use with the standalone UT inspection system.

3.3 PROJECT ENGINEERING INSTRUCTIONS (PEI): All PEIs with cold spray repair features or laser additive manufactured (LAM) repair features will be provided by AMRDEC AEM for each part number as they are developed. Additionally, cold sprayed/ LAM test coupons resulting from the PEI instructions will be provided by

AMRDEC AEM to support defect standard development (See example in Attachment 1). Interface by the contractor with AMRDEC (AEM and NDT Center of Excellence) will occur to ensure any changes to the cold sprayed coupons are sufficiently performed, tracked, received, and NDE completed.

4.0 DEFINITIONS/ACRONYMS:

4.1 DEFINITIONS:

4.1.1 CONTRACTOR: A supplier or vendor having a contract to provide specific supplies or service to the

Government. The term used in this contract refers to the prime.

4.1.2 CONTRACTING OFFICER: A person with authority to enter into, administer, and/or terminate contracts, and make related determinations and findings on behalf of the Government. Note: The only individual who can legally bind the Government.

4.1.3 TECHNICAL POINT-OF-CONTACT (POC): An employee of the U.S. Government having authority to provide technical direction to the Contractor as long as that direction is within the scope of the contract, does not constitute a change, and has no funding implications. This individual does NOT have authority to change the terms and conditions of the contract.

4.1.4 DELIVERABLE: Anything that can be physically delivered but may include non- physical things such as meeting minutes.

4.1.5 PHYSICAL SECURITY: Actions that prevent the loss or damage of Government information.

4.1.6 QUALITY CONTROL: All necessary measures taken by the Contractor to assure that the quality of an end product or service shall meet contract requirements.

4.1.7 SUBCONTRACTOR. One that enters into a contract with a prime Contractor. The Government does not have privity of contract with the subcontractor.

4.1.8 PERIOD: In terms of ultrasonics, or characteristics of sound, the term “period” means the amount of time it takes to complete one cycle.

4.1.9 VELOCITY: In terms of ultrasonics, or characteristics of sound, the term “velocity” means the distance traveled per unit time (second).

4.1.10 FREQUENCY: In terms of ultrasonics, or characteristics of sound, the term “frequency” means the number of complete cycles that occur in one second.

4.1.11 HERTZ: In terms of ultrasonics, or characteristics of sound, the term “hertz” means the cycles per second.

For example: 1 hertz (Hz) = one cycle; 1 kilohertz (kHz) = 1,000 cycles; 1 Megahertz (MHz) = 1,000,000 cycles.

4.1.12 WAVELENGTH: In terms of ultrasonics, or characteristics of sound, the term “wavelength” is the distance a wave travels while going through one cycle.

Wavelength is defined by formula > lambda (wavelength in inches or centimeters) = v (velocity in inches or centimeters per second) / f (frequency in hertz)

4.1.13 MODES OF ULTRASONIC VIBRATION: Ultrasonic energy is propagated in a material by the vibration of particles in the material. The mode of vibration is dependent upon the direction in which the particles vibrate in relation to the propagation direction of the bulk ultrasonic beam. Ultrasonic waves are classified by the following modes of vibration: longitudinal, surface, and Lamb modes.

5.0 BACKGROUND:

5.1 INITIAL NDE METHODOLOGY: The NDE methodology was initially investigated and developed for the

Office of Secretary of Defense (OSD) Manufacturing Technology (Mantech) Program under U.S. Army Research

Laboratory contract W911NF-11-2-2004. The initial NDE method developed was focused on inspection of the Al cold spray coating/ZE41a magnesium substrate bondline of the UH-60 sump housing and is a pulse-echo ultrasonic technique. This is the most commonly used method for bondline inspection and is very sensitive to bond integrity.

Since the repair coating has a nominal thickness of about 0.030 in., a transducer frequency of 10MHz was selected.

A US Ultratek EUT3160 pulser/receiver was selected as the primary signal generation and data acquisition instrument because it allows full computer control of its setup and operation.

A single-channel encoder position reading option was added to track position of the VDK-6000 turntable, which rotates the UH-60 sump housing, and triggers data acquisition. Isopropyl alcohol was selected as the coupling medium because it evaporates without leaving a residue and does not react with either the 6061 aluminum or the

ZE41a magnesium. A LabVIEW program was written and installed on a mini-PC for UT system control, data acquisition, data processing, and UT scan display.

A fixture was developed to interface to the VDK-6000 motion control system. This fixture contains the coupling liquid and fits in one of the tool changer positions. A peristaltic pump was integrated into the system to meter the alcohol to the transducer fixture. A conceptual drawing of the UT system is shown in Figure 1, Attachment 2. Figure

2, Attachment 2, shows an expanded view of the transducer fixture and the photos in Figure 3, Attachment 2, show how the UT fixture fits against the UH-60 sump housing.

Initial inspection development of cold spray repairs on ZE41a magnesium alloy UH-60 sump housings were to verify repair integrity. This capability was integrated into a VDK-6000 based motion control system developed for cold spray repair and other applications. The ultrasonic inspection is the final step in the repair process. This repair process included:

1) Scanning with a Keyence profilometer

2) Machining of the surface to be repaired

3) Applying a coating of 6061 Aluminum using a VRC cold spray system

4) Machining the surface to final specification

5) Performing ultrasonic inspection to verify bond integrity

6.0 WORK REQUIREMENTS:

A stand-alone NDE inspection station has been produced under Army contract W912NW-16-P-0192 simplifying design and reducing cost to support the need to adapt to the many parts that are planned for cold spray repair. Parts under consideration include, AH64 UT fixture, AH64 mast support base, AH64 rotor hub; CH47 UT fixture

(OPTION) CH47 combiner transmission sump cover (OPTION); and T55 UT fixture (OPTION) T55 3rd stage integral power shaft (OPTION). This contract effort includes the developing and building ultrasonic test fixtures and NDE defect standard for the OD and flat surfaces for AH64 mast support base and rotor hub for use with the new stand-alone NDE inspection station; the CH47 combiner sump cover (OPTION); and the T55 3rd integral power turbine shaft (OPTION). The NDE defect standards for cold spray shall be produced to address cold spray / LAM voids or debonds at bondline interface, spalling, chipping, flaking, cracking, inclusions, porosity, oxides, and unatomized or loosely adherent spattered particles of material.

6.1 BUILD AND TEST ULTRASONIC FIXTURES. The basic ultrasonic method described in Section 5.0 will be used for verifying bond integrity of cold sprayed coatings on all repaired parts but the ultrasonic transducer fixture will be modified as needed for each respective part in order to conform to its specific geometry. Each standalone transducer fixture will be designed, built, and interfaced to the prototype scanner shown in Figure 4, Attachment 2, to verify that each fixture properly interfaces to its respective part and that a good ultrasonic signal can be obtained.

In development of the prototype the contractor shall take into consideration design criteria of MIL_STD 1472 and

MIL-STD-1474E. The contractor shall ensure the prototype scanner and transducer fixture is sufficiently enclosed, or barriers (physical or virtual-electronic stop) designed, to protect workers from rotating, transverse, in-running nip points, and reciprocating motions per OSHA requirements. Additionally, the prototype must be capable of being lockout/tagout to support any maintenance requirements.

6.2 DEFECT STANDARD DEVELOPMENT: The development of a defect standard for each platform will be built using the supplied AH64 mast support base and rotor hub, CH47 combiner sump cover (OPTION), and T55 3rd stage integral shaft (OPTION). When complete, this defect standard will be used as a defect standard for all parts with OD and flat surfaces that are planned for repair. The NDE defect standard as a minimum shall address cold spray voids or debonds (interface zone separation) at bondline interface (inspection limit to be developed by interfacing with AMRDEC AEM and NDT Center of Excellence), cracking (none allowed), inclusions (determined by aircraft component casting/forging limits), oxides or porosity (<2% viewed at 100X minimum).

6.2.1 Purpose:

6.2.1.1 To provide qualification and acceptance data in support of ultrasonic inspection of repaired components.

6.2.1.2 To verify that the ultrasonic system is setup correctly and functioning properly before inspections are performed.

6.2.1.3 To develop improvements on the NDE method and to evaluate or validate other potential NDE methods as the need arises.

6.2.1.4 To provide the deliverables of the defect standards, documented defect standard test report, and NDE method evaluation report.

6.2.2 Defect Standard Development Tasks for each part number.

6.2.2.1 Machining artificial defects such as EDM notches or flat bottom holes to simulate unbonded conditions between the cold sprayed coating and substrate metal alloy. Data from these defects will be used as a baseline to compare other signals against and will be used as an indicator of defect resolution limits for NDE methods.

6.2.2.2 The AH64 mast support base and AH64 rotor hub; and the CH47 combiner sump cover (OPTION)will have a set of Al 5056 coating cold sprayed test coupons provided during cold spray repair development in paragraph 3.3 using similar alloys as the part(s) substrate material. T55 3rd stage integral shaft (OPTION) will have a set of hardface steel coating LAM deposit test coupons provided during LAM repair development in paragraph 3.3 using similar alloys as the part(s) substrate material. Operating parameters will be varied such as feed rate, pressure, temperature, angle of deposition, and standoff distance to produce a set of coupons with defects representative of process failures. These coupons with be tested with both NDE and destructive tests to provide data for correlation and calibration of NDE methods.

6.2.2.3 After completing the NDE defect standard development coupon tests in paragraph 6.2.2.2., the AH64 mast support base and AH64 rotor hub; and the CH47 combiner sump cover (OPTION) will be cold sprayed with the Al

5056 coating under conditions that were found to produce unacceptable coating conditions in the coupons so that additional realistic defects can be added. The T55 3rd stage integral shaft (OPTION) will be laser additive manufactured (LAM) repaired with a steel hardface coating deposit. The actual part defect standards will be compared with the coupons for correlation. Interface by the contractor with AMRDEC (AEM and NDT Center of

Excellence) will occur to ensure any changes to the cold sprayed parts are sufficiently performed, tracked, received, and NDE completed.

6.3 EVALUATE ADVANCED NDE METHODS: An additional study will be initiated to gain greater understanding of ultrasonic measurements and eddy current measurements. The bondline condition for cold spray coating is generally not perfectly bonded or perfectly unbonded. That is, bonds do not just have two binary states, completely good or completely bad. Bondlines generally have properties that are everything from good bonds to unbonds. Likewise, the bulk properties of the coating itself can range from good to completely unacceptable.

Because of this uncertainty this evaluation will seek to correlate NDE signals with many bond conditions that are created by varying cold spray process parameter variations between in-spec and out-of-spec conditions. The same coupons built in paragraph 6.2.2.2 with the NDE and destructive test results will be used in this study.

6.3.1 Additional testing will be accomplished in parallel with cold spray repair development to generate sufficient data to draw conclusions. Also, comparison between advanced ultrasonic and other NDE methods will be examined during this phase of work. This additional testing of comparison shall be initiated on this project. The deliverable shall be a report generated showing preliminary results within the time period or budget of this project.

6.3.2 Table 1 gives a quick, top level comparison between five NDE methods. These include ultrasonic and eddy current (believed to be the two most viable methods), and fluorescent dye penetrant which is the currently approved method for helicopter aluminum and magnesium alloy part inspections. Magnetic particle inspection which is currently an approved method on steel (ferrous) part inspections. A fifth option (CT Scan) may be employed for the

LAM repair features on the steel shaft (T55 3rd stage integral shaft).

6.4 QUALITY ASSURANCE PROVISIONS:

6.4.1 Examination: The provided ultrasonic standalone system shall be examined to ensure proper operation using the AH64 mast support base and AH64 rotor hub and safety OSHA requirements. Cold spray repairs shall be examined to ensure proper repair bondlines are acceptable.

6.4.2 Responsibility for Inspection: The contractor shall be responsible for the performance of all inspection requirements herein. The contractor may use his own or any other facility suitable for the performance of the inspection herein. The Government reserves the right to perform any of the inspections set forth in the specification where such inspections are deemed necessary to ensure the supplies and services conform to the requirements of this specification.

6.4.3 Acceptance Testing at Destination: The inspection requirements specified herein are identified as pre-acceptance validation testing at the contractor’s site. Inclusive are the aforementioned deliverables to the

Government.

6.5 TRAINING: At the completion of the defect standard development, the contractor shall provide two days of hands-on training at his facility for the Government (AMRDEC AEM personnel, Corpus Christi Army Depot personnel, and AMRDEC Corrosion Office NDT personnel) on the ultrasonic system for cold spray repair inclusive of the proper use, maintenance, and defect standard NDT identification.

6.6 DOCUMENTATION:

6.6.1 A documented report shall be provided showing standalone system operation, defect standards, and examined cold spray parts for proper NDT defect identification.

6.6.2 Contractor will provide written documentation outlining the safe operation of the equipment that include logout/tagout procedures, and any periodic maintenance and inspection requirements.

7.0 RESPONSIBILITIES:

7.1 GOVERNMENT:

7.1.1 The Government shall provide aircraft components listed in paragraph 3.1 to support the ultrasonic inspection system development and qualification.

7.1.2 The Government shall provide PEIs with cold spray repair features for each part number as they are developed.

7.1.3 The Government shall provide Al 5056 cold sprayed and hardface steel LAM test coupons resulting from the

PEI instructions to support defect standard development.

7.2 CONTRACTOR:

7.2.1 The Contractor shall be in compliance with all referenced regulations, documents, standards, codes and specifications.

7.2.2 The Contractor shall furnish all equipment, parts, labor and materials necessary to meet requirements described in this SOW.

7.2.3 The Contractor shall coordinate with Corpus Christi Army Depot (CCAD)/AMRDEC AEM towards the efficient execution of this project.

8.0 WARRANTY: Contractor warrants that all Products and Services delivered or performed under this Order shall conform to the requirements of this Order (including all applicable descriptions, performance criteria, specifications and drawings). To include, free from defects in material, workmanship, and to the extent possible, be free from defects in design and fit for the intended purposes as set forth under this Order. These warranties will remain in effect for a period of twelve (12) months after Final Acceptance of each unit.

9.0 PERIOD OF PERFORMANCE: The period of performance is twelve (12) months from date of contract award.

10.0 PHYSICAL SECURITY: The Contractor shall be responsible for safeguarding all government provided information provided for contractor use.

(b) Attention is directed to the Contract Award provision of the solicitation that provides that a written award or acceptance of offer mailed, or otherwise furnished to the successful offeror, results in a binding contract. The

Government will mail or otherwise furnish to the offeror an award or notice of award not later than the day award is dated. (a) Definitions. As used in this clause--

Department of Defense Activity Address Code (DoDAAC) is a six position code that uniquely identifies a unit, activity, or organization.

Document type means the type of payment request or receiving report available for creation in Wide Area

WorkFlow (WAWF).

Local processing office (LPO) is the office responsible for payment certification when payment certification is done external to the entitlement system.

(b) Electronic invoicing. The WAWF system is the method to electronically process vendor payment requests and receiving reports, as authorized by DFARS 252.232-7003, Electronic Submission of Payment Requests and Receiving Reports.

(c) WAWF access. To access WAWF, the Contractor shall--

(1) Have a designated electronic business point of contact in the System for Award Management at https://www.acquisition.gov; and

(2) Be registered to use WAWF at https://wawf.eb.mil/ following the step-by-step procedures for self-registration available at this Web site.

(d) WAWF training. The Contractor should follow the training instructions of the WAWF Web-Based Training

Course and use the Practice Training Site before submitting payment requests through

WAWF. Both can be accessed by selecting the “Web Based Training” link on the WAWF home page at https://wawf.eb.mil/.

(e) WAWF methods of document submission. Document submissions may be via Web entry, Electronic Data

Interchange, or File Transfer Protocol.

(d) Inspection/Acceptance. The Contractor shall tender for acceptance only those items that conform to the requirements of this contract. The Government reserves the right to inspect or test any supplies or services that have been tendered for acceptance. The Government may require repair or replacement of nonconforming supplies or reperformance of nonconforming services at no increase in contract price. The Government must exercise its postacceptance rights--

(1) Within a reasonable period of time after the defect was discovered or should have been discovered; and

(2) Before any substantial change occurs in the condition of the item, unless the change is due to the defect in the item.

(e) Excusable delays. The Contractor shall be liable for default unless nonperformance is caused by an occurrence beyond the reasonable control of the Contractor and without its fault or negligence, such as acts of God or the public enemy, acts of the Government in either its sovereign or contractual capacity, fires, floods, epidemics, quarantine restrictions, strikes, unusually severe weather, and delays of common carriers. The Contractor shall notify the

Contracting Officer in writing as soon as it is reasonably possible after the commencement of any excusable delay, setting forth the full particulars in connection therewith, shall remedy such occurrence with all reasonable dispatch, and shall promptly give written notice to the Contracting Officer of the cessation of such occurrence.

(f) Termination for the Government's convenience. The Government reserves the right to terminate this contract, or any part hereof, for its sole convenience. In the event of such termination, the Contractor shall immediately stop all work hereunder and shall immediately cause any and all of its suppliers and subcontractors to cease work. Subject to the terms of this contract, the Contractor shall be paid a percentage of the contract price reflecting the percentage of the work performed prior to the notice of termination, plus reasonable charges that the Contractor can demonstrate to the satisfaction of the Government, using its standard record keeping system, have resulted from the termination.

The Contractor shall not be required to comply with the cost accounting standards or contract cost principles for this purpose. This paragraph does not give the Government any right to audit the Contractor's records. The Contractor shall not be paid for any work performed or costs incurred that reasonably could have been avoided.

(g) Termination for cause. The Government may terminate this contract, or any part hereof, for cause in the event of any default by the Contractor, or if the Contractor fails to comply with any contract terms and conditions, or fails to provide the Government, upon request, with adequate assurances of future performance. In the event of termination for cause, the Government shall not be liable to the Contractor for any amount for supplies or services not accepted, and the Contractor shall be liable to the Government for any and all rights and remedies provided by law. If it is determined that the Government improperly terminated this contract for default, such termination shall be deemed a termination for convenience.

(h) Warranty. The Contractor warrants and implies that the items delivered hereunder are merchantable and fit for use for the particular purpose described in this contract.

52.219-28 POST-AWARD SMALL BUSINESS PROGRAM REREPRESENTATION (JULY 2013)

Long-term contract means a contract of more than five years in duration, including options. However, the term does not include contracts that exceed five years in duration because the period of performance has been extended for a cumulative period not to exceed six months under the clause at 52.217-8, Option to Extend Services, or other appropriate authority.

Small business concern means a concern, including its affiliates, that is independently owned and operated, not dominant in the field of operation in which it is bidding on Government contracts, and qualified as a small business under the criteria in 13 CFR part 121 and the size standard in paragraph (c) of this clause. Such a concern is ``not dominant in its field of operation'' when it does not exercise a controlling or major influence on a national basis in a kind of business activity in which a number of business concerns are primarily engaged. In determining whether dominance exists, consideration shall be given to all appropriate factors, including volume of business, number of employees, financial resources, competitive status or position, ownership or control of materials, processes, patents, license agreements, facilities, sales territory, and nature of business activity.

(b) If the Contractor represented that it was a small business concern prior to award of this contract, the Contractor shall rerepresent its size status according to paragraph (e) of this clause or, if applicable, paragraph (g) of this clause, upon the occurrence of any of the following:

(1) Within 30 days after execution of a novation agreement or within 30 days after modification of the contract to include this clause, if the novation agreement was executed prior to inclusion of this clause in the contract.

(2) Within 30 days after a merger or acquisition that does not require a novation or within 30 days after modification of the contract to include this clause, if the merger or acquisition occurred prior to inclusion of this clause in the contract.

(3) For long-term contracts--

(i) Within 60 to 120 days prior to the end of the fifth year of the contract; and

(ii) Within 60 to 120 days prior to the date specified in the contract for exercising any option thereafter.

(c) The Contractor shall rerepresent its size status in accordance with the size standard in effect at the time of this rerepresentation that corresponds to the North American Industry Classification System (NAICS) code assigned to this contract.
