W912MM19Q5010 – Optimizing the Human Weapon System (OHWS) Question and Answer – 1

10 June 2019

Q1. Will the government consider a personal base relationship for the Physical Therapist? The way the PWS is written seems to lean toward a non‐personal relationship.

A1. No. The resulting contract will be for non‐personal services.

Q2. The government is providing the workout space. Does this mean that the contractor must establish a clinic for the PT and the Gym for the Strength & Conditioning / Athletic Trainer?

A2. Yes. All PT/AT services should be planned within the allotted space.

Q3. Does the Government expect the contractor to remove all the equipment after the contract ends in 18 months?

A3. Yes.

Q4. Normal duty hours for rated pilots are between the hours of 6:45AM‐5:30PM Tuesday through Friday during the week, and from 7:00AM‐4:30PM on Saturday and 7:00AM‐2:30PM on Sunday during Regularly Scheduled Drills (RSDs) which occur one weekend each month. Are the contractor’s employees expected to be present during all pilot duty hours? If so, will they be compensated for time they are not treating pilots?

A4. Yes. The contractor’s employees will be present during the times stated in the PWS. The contractor’s quoted price should reflect this as the government plans to award a firm fixed price contract that will meet the requirements of the PWS.

Q5. How many hours per week does the Government estimate the pilots will seek treatment?

A5. The government estimates the contractor will be providing treatment 25 – 30 hours per week. This is just an estimate and may vary.
