Questions/Answers Bldg 15 Clean-Up

W912MM17T0038

June 28, 2017

Question 1 - Section 5.0 of the SOW indicates that the base works 4 – 10 hour shifts; we would request to work 6- 10 hour shifts. Is a 6 day per week, 10-hour per work day schedule acceptable?

Answer 1 – A 6 day work week (schedule) will be acceptable.

Q2 - For the drop ceilings, are we to vacuum the bottom surface of the ceiling tiles in office areas and not to clean in the plenum area above the ceiling tiles?

A2 – New ceiling tiles will be provided. No cleaning to plenum area is necessary.

Q3 - For the carpeted areas, is the carpeting to remain and just be subject to shampooing? We intend to shampoo them twice and then have them sampled. As carpet is porous, please confirm this is acceptable for level of effort required.

A3 – The carpeting is to remain and shampooing is an acceptable cleaning method and will be subject to acceptable surface levels and final clearance results. If shampooing is not sufficient to reach the acceptable surface levels, complete tear-out/removal of the carpet by the contractor will also be acceptable and the Government will provide and install new carpet after conclusion of the cleaning project/contract.

Q4 - For cupboards, cabinets, and storage lockers – Is the intention to only clean and sample the exterior surfaces of these items, and not have the interiors of these items in the SOW?

A4 - Only exterior surfaces of cupboards, cabinets of storage lockers is required.

Q5 - For the airplane parts, including crated airplane parts – Will these items be removed from the building prior to our work?

A5 – These items will be removed prior to the start of cleaning work.

Q6 - For areas of the building that are corroding (i.e. the bottom of the main bay door) or otherwise a rough irregular surface, we intend to HEPA vac and wipe the surface to the best of our ability but cannot guarantee a specific level of cleanliness for these surfaces, particularly with respect to iron clearance and possibly other metals. Please confirm this best effort will be acceptable for these area types.

A6 – HEPA vac and wiping the surfaces to the best of your ability are approved methods of cleaning and will be subject to acceptable surface levels and final clearance results. The Government will consider an exception to the iron level at the bottom of the main bay door should it be found to be high due to the corrosion present.

Q7 - For the duct work, we intend to utilize duct cleaning equipment including an air powered whip to clean the interior of ductwork that is not accessible via exiting vents. Due to the presence of internal louvers within the ducts, our ability to access portions of the duct interiors involves cutting small circular openings in the ductwork for access; we would seal those circular openings once completed with the work. Please confirm whether this is acceptable.

A7 – This is an acceptable cleaning method and will be subject to acceptable surface levels and final clearance results.

Q8 - For papers / paperwork / posters --- If these are on the walls or loose, can they be discarded with our poly waste stream?

A8 - These items will be removed prior to the start of cleaning work.

Q9 - For miscellaneous goods, including paint cans, etc. – We would plan to surface wipe these containers, as well as the surfaces that they are stored upon. Is that the intention of the SOW?

A9 - This is an acceptable cleaning method and will be subject to acceptable surface levels and final clearance results.

Q10 - For the three existing vacuum cleaners in the equipment storage room (Room 105) – Would it be acceptable for us to discard those in a waste stream?

A10 - These items will be removed prior to the start of cleaning work.

Q11 - For clearance levels, please confirm that the level indicated applies to each of the metals individually; i.e. Total chromium limit is 7.5 ug / 100 square cm, Total lead limit is 7.5 ug / 100 square cm, etc.

A11 – Limits for Cadmium, Chromium and Lead are 7.5 ug/100cm2; Limits for Aluminum, Barium, Iron, Magnesium, Manganese, Molybdenum, Strontium, and Zinc are adjusted to12.5 ug/100cm2

Q12 - For the clearance levels, we’ve noted that SKC only recommends their Ghost Wipes as being effective at collecting antimony, beryllium, cadmium, chromium, cobalt, copper, iron, lead, manganese, molybdenum, nickel, vanadium, and zinc. Our preferred lab has also noted wipe media interference issues associated with zinc, magnesium, and iron analyses. Given that the TLV and PEL values for several of the metals listed in the SOW are orders of magnitude less hazardous than the hexavalent chromium level, would the government consider using a higher clearance level for aluminum, barium, iron, magnesium, strontium, and zinc?

A12 – The limits for Aluminum, Barium, Iron, Magnesium, Manganese, Molybdenum, Strontium, and Zinc are adjusted to12.5 ug/100cm2

Q13 - The cleaning would be conducted by a Certified Renovation firm. However, please confirm that the individual worker certifications will not be required for this work, as it is not a child occupied facility.

A13 – All workers must have been trained on proper work practices by certified trainer. Individual worker certifications will not be required.
