Q1.

PWS, Attachment 1, Paragraph 5.8 states that “course content shall be vetted by a current or former prosecutor or judge with experience in narcotics cases”.

Is it the contractor’s responsibility to get this vetted? If so, is such vetting required prior to proposal submission?

A1. Yes, it is the contractor's responsibility to get the course content vetted prior to proposal submission.

Q2.

For the offerors to provide a more accurate estimate of travel-related expenses, could the government provide a list of known and/or potential locations for delivering the required courses?

A2.

Because course iterations are requested and hosted by various law enforcement agencies, it is difficult to predict the locations of future requests.

However, historical data for the most recent contract for similar training indicates training was conducted at the following locations: 6 iterations at CDJMTC, Johnston, IA and 1 iteration each at Sandy, UT; Camp Ripley, MN and McAllen, TX

Q3.

As the use of vehicles is a fundamental component of the requested narcotics related practical training exercise, will the government provide such vehicles for use in administering training exercises?

A3. The contractor is required to provide all materials and equipment required to conduct the course, including vehicles.

Q4.

Submission instructions can be interpreted to require that offerors submit final and complete slide sets, videos, exercises, tests and so forth their proposal.

However, as these materials are proprietary, can the government clarify if actual proprietary course material is required for submission, or will descriptive outlines, summaries and samples be sufficient for consideration?

A4.

Actual course material is required for submission with the proposal. All proposal materials will be marked "Source Selection Sensitive" and appropriately safeguarded.

Q5.

The solicitation states that the government may post answers as late as 02 Apr 2018, and the physical copies of proposals are due 04 Apr 2018. This may not provide sufficient time for offerors to consider any late responses, incorporate such into their impacted volumes, and publish and deliver physical copies when due. Will the government consider extending the proposal submission deadline to permit offerors to consider and incorporate responses to questions into their submissions, and allow sufficient time to publish and ensure secure delivery?

A5.

Potential offerors are encouraged to submit questions early in the proposal period; consolidated Q&A documents will be posted to FBO as soon as possible after receiving questions. The deadlines indicated in the solicitation are the FINAL dates that questions may be submitted and answers posted.

The proposal due date will not be extended to accommodate last-minute questions.

Q6.

Referencing PWS section 7.1, In addition to fully qualified instructors, will the government accept career federal DEA GS-15 narcotics agents with 25+ years of experience to serve as supplemental instructors?

A7. All proposed instructors must meet at least the minimum qualifications indicated in the PWS.
