Optimizing the Human Weapon System (OHWS)-Local Performance Work Statement (PWS) Overview
The intent of this document is to give an overview of the attached Performance Work Statement (PWS) and outline the intent, limitations, options and local responsibilities of this program and assumes the basic intent of OHWS is understood. This example PWS was modified from the Headquarters Air Force version of OHWS and adds the flexibility for implementation at the local level.
Limitations This program can only be used to contract out three specialties. Physical Therapy, Athletic Training and Strength and Conditioning training. Additionally, due to fiscal law, the services can only be used in a pre-habilitative manner, meaning that aircrew can only be treated in a preventative manner versus treating current ailments. This is primarily a player for the Physical Therapist. For example: Aircrew member A historically had a bulging disk. The Physical Therapist can show exercises and stretching to help prevent another occurrence but cannot treat the diagnosed injury immediately following the injury. That treatment must be executed through normal channels. Additionally, this program does not provide or pay for other services that may be offered by the contractor (nutrition counseling, yoga classes, Zumba ect.).
Flexibility in Execution This PWS example is broad in scope in relation to execution method to allow units the flexibility to execute one of four execution methods while staying within the previous confines. This allows wings to supplement the O&M money provide to increase the scope if desired and account for the anticipated doubling in funds that may occur from FY19 to FY20. This also prevents having to re-bid the contract if the wing changes the execution model from one year to the next based on changing funds or local conditions. Below is an excerpt from the PWS that outlines the four major ways that this contract could be executed.
CONTRACT OPTIONS: Assumptions 20-40 customers, aprox 2 strength training periods per month per customer, Pre-habilitative Physical Therapy 1-2 times every 2 months, Athletic Training as desired. These training intervals could increase or decrease at the discretion of the government. Contractor is not required to provide all three services to submit a bid for this contract (for example: the contractor could submit for Strength Training and Physical Therapy only).
#1
· 100% execution of contract at contractor’s facility.
· Bid must include access to facility for aircrew in the program.
· Include cost per 1 hour Strength and Conditioning training, 1 session of physical therapy, 1 session of Athletic training.
· Graduated costs may be included (10 sessions/month = $X/session, 40 sessions = $Y/session) .
#2
· Execution of contract at Government Facility with available equipment (Base gym)
· Include cost per 1 hour Strength and Conditioning training, 1 session of physical therapy, 1 session of Athletic training.
· Graduated costs may be included.
#3
· Execution of Strength and Conditioning training at Government Facility with available equipment (Base gym) and Physical Therapy and/or Athletic Training at contractor facility.
· Include cost per 1 hour Strength and Conditioning training, 1 session of physical therapy, 1 session of Athletic training.
· Graduated costs may be included.
#4
· Execution of contract at Government Facility with combination government(Base gym)/contractor provided equipment(For Physical Therapy/Athletic Training)
· Include cost per 1 hour Strength and Conditioning training, 1 session of physical therapy, 1 session of Athletic training.
· Include cost breakdown for contractor provided equipment.
· Space available would be a minimum of 300 square feet.
· Graduated costs may be included.
The flexible PWS allows a unit to change from option #1 to option #4 from year to year without re-bidding the contract.
Administration Includes the standard verbiage that accounts for the requirements to work on base if the unit utilizes the option (Background checks, use of govt systems ect).
Outlines the certifications and qualifications for each individual position.
Outlines that the base can make facilities available for the execution of the contract but also outlines the equipment that the govt will make available (desk, phone, a 300 square foot facility).
The PWS states that service times will be coordinated two weeks in advance with specific services 7 days in advance with just-in-time services (short notice) based on contractor availability.
Deliverables The Contractor is required to submit a “Pre-Habilitative” Trending” metrics written report monthly and a “Human Performance” report bi-annually.
It is critical that unit CORs forward the deliverables to the HAF POC(TBD) that tracks the effectiveness of the program to ensure follow on year funding.
