JUSTIFICATION AND APPROVAL

BRAND NAME ITEMS --

1. Agency and contracting activity (FAR 6.303-2(b)(1))

a. The requesting agency is for the 140 Wing, COANG, Buckley AFB, CO.

b. The contracting agency is 140 MSG/MSC, COANG, Buckley AFB, CO.

c. The Brand-name is Honeywell Vindicator.

d. Short of Award Memo Amount: $ (Total)/$ (Est amount for brand name items)

2. Nature and/or description of the action being approved (FAR 6.303-2(b)(2))

This is an individual J&A for a partial brand name requirement for Honeywell Vindicator items associated with the MTC Intrusion Detection System (IDS) Project in 140 Wing facilities on Buckley AFB. The Government intends to award a Firm Fixed Price (FFP) contract for this requirement.

3. Supplies or services required to meet the Agency needs (including estimated value) (FAR 6.303-2(b)(3))

The Government has a requirement to install an IDS inside the MTC area within Hangar 909 which will integrate with the host base 460th Security Forces, Buckley AFB, CO. The host 460 Security Forces operates an existing Honeywell-Vindicator IDS. The following brand name items are necessary to perform this technology refresh:

AE VPC (Vindicator Premise Controller) Network Device 1 $ $ 5 Port Ethernet Unmanaged Switch, 4 Wire Ports, 1 SM Port 1 $ $

4. Statutory authority (FAR 6.303-2(b)(4))

Pursuant to FAR 6.302-1, - Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements.

5. The proposed Brand Name unique qualifications require use of the authority cited above (FAR 6.303-2(b)(5))

The 140 Wing has a responsibility to install an Air Force-approved IDS that is compatible with the host base Security Forces IDS command, control, and display equipment (CCDE). This CCDE is a Honeywell-Vindicator platform. Each approved system operates on proprietary protocols, rendering inter-compatibility impossible. The Honeywell Vindicator equipment sought for this project adheres to the Non-Nuclear Intrusion Detection Equipment Approved List provided by USAF HQ/A7S. It is a stand-alone, proprietary system and there are no compatible products that can be used to integrate existing components.

6. Description of efforts to ensure that offers are solicited from as many potential sources as practicable (FAR 6.303-2(b)(6))

This office had a similar requirement in FY16. Based on market research, the requirement was solicited full and open. Three proposals, all technically acceptable, were received. The highest was a small business, the second highest was a small disadvantaged business, and the winning proposal was from a service-disabled veteran owned SB (SDVOSB). IAW FAR 19.1406 Sole Source Awards to SDVOSB Concerns – a competitive SDVOSB set-aside will be utilized. Based on a SB Dynamic search of SDVOSB's listed for Colorado, 18 SDVOSB under

NAICS Code 334290 were identified. A Sources Sought Synopsis was posted to the GPE to gauge whether there are any other capable, interested vendors. In addition, the Government was able to determine whether a SDVOSB set-aside is appropriate.

The results of the Sources Sought indicated that there were no other SDVOSB concerns that were Vindicator certified and able to fulfill this requirement. In accordance with FAR 19.1406(a)(1) the contracting officer does not have a reasonable expectation that offers would be received from two or more service-disabled veteran-owned small business concerns and has therefore determined that a sole source award will be made to Low Voltage Wiring.

7. Determination of fair and reasonable cost (FAR 6.303-2(b)(7))

To determine fair and reasonable pricing, the KO will compare the proposal prices to those received in FY16 and FY17 as well as the certified IGCE provided by the customer.

8. Market survey (FAR 6.303-2(b)(8))

The brand name items identified in this requirement are commercial, off the shelf products, available to certified installers.

9. Other facts supporting the use of other than full and open competition (FAR 6.303-2(a)(9))

N/A

10. List of sources, if any, that expressed a written interest in the acquisition (FAR 6.303-2(b)(10))

N/A

11. Actions, if any that are being taken to remove and overcome any barriers to competition before any subsequent acquisitions for the supplies or services required (FAR 6.303-2(b)(11))

Based on the stated circumstances, a solicitation which includes Honeywell-Vindicator brand name items is proposed for this purchase, as supported. With the progression, development, testing, and acceptance of future technology by Air Force Security Forces Center, the customer will continue to perform market research to identify alternative and compatible components that may become available through multiple manufacturers.

12. Contracting Officer Certification (FAR 6.303-2(b)(12))

I certify, by signature, that the facts and representations under my cognizance, which are included in this justification, are accurate and complete to the best of my knowledge and belief.

13. Technical requirements personnel certification (FAR 6.303-2(c))

I hereby certify that this justification and approval for other than full and open competition is made in good faith, that the supporting data and information are accurate and complete to the best of my knowledge and belief, and that I would not be making this request if it were feasible to fully compete this requirement. I further certify that this request is not the result of lack of advanced planning or a desire to expend funds while those funds are still available.
