MEMORANDUM FOR RECORD
SUBJECT: Justification for Other than Full and Open Competition
1. This request is for justification for other than full and open competition for the 218th ISRG.
2. Request Video Training Collaboration Equipment and installation from M3 for the B735 FOC.
3. The purpose of purchasing of Video Training Collaboration Equipment is essential for meeting the Governments’ mission requirements.
4. Statutory Authority: FAR 6.302-1, only circumstances permitting other than full and open competition no other supplies or services will satisfy agency requirements. The equipment currently within the facility was installed by M3 Technologies, they have designed the equipment to work flawlessly through multiple rooms as well as programming the configuration to meet our needs. Their professional expertise is necessary to update the new configuration to work with the additional rooms and ensure the proper operation and expeditious support to limit any mission downtime. Additionally, M3 Technology provides the proprietary source code required to ensure the Video Training Collaboration equipment is compatible with the existing equipment and must not void any existing equipment warranties. If another corporation were to be used, we would have capability issues with the existing equipment and project cost would increase drastically to re-accomplish engineering the source code. Estimated value $ 163,414.00.
6. An effort was made to identify other contractors using the Market Research and a notice of awarding this contract as a brand name will be posted with the RFQ.
7. Price will be determined fair and reasonable in accordance with FAR 13.106-3 (a)(2)(ii) with comparison of received price with prices found reasonable on previous purchases.
8. Market Research was conducted in researching other types of firms that offer that service via past/ current contracts and internet search engines, and was successful in finding similar agencies that offer the services. There are multiple vendors who provide the requested name brand product.
9. There are no other facts supporting the use of other than full and open competition.
10. This justification is accurate and complete to the best of my knowledge and belief.
