Justification and Approval for Other Than Full and

Open Competition

1. Contracting Activity: AZANG, 162 WG, Mission Support Contracting

2. Description of Action: The 162 Wing Maintenance Group is requesting a temporary 50 ton air cooled chiller be rented to provide chilled water to Building 12 because the existing 50 ton chiller is inoperable and needs to be replaced under a subsequent contract.

3. Description of Supplies/Services: This requirement is to provide and install a 50 ton air cooled rental chiller for Building 12 for an initial period of two (2) months with an option to continue monthly rentals up to an additional 10 months at the same rate. The contractor shall provide all necessary maintenance and repair during the rental period. Contractor must be able to respond for emergency repairs in less than 1 business day. Upon notification of rental termination, Contractor shall remove the rental chiller from service. Contractor shall disassemble and remove all temporary electrical, fittings, piping and hardware installed during the setup. Contractor shall remove the rental chiller from the site. The chilled water piping insulation removed for the temporary installation shall be replaced

4. Authority Cited: This acquisition is conducted under the authority of 10 U.S.C. 2304(c)(1).

5. Reason for Authority Cited: On Tuesday 10 April the 50 ton chiller serving the administrative areas of Building 12 was determined to be inoperable and and in need of replacement as repair costs exceeded the value of the chiller. With outdoor temperatures exceeding 90 degrees indoor temperatures started to reach dangerous levels, affecting worker productivity and efficiency. Building 12 houses the command and administrative staff for the

162nd maintenance group which maintains over 70 F-16 aircraft. Total replacement of the chiller is a lengthy process as these large commercial systems are typically custom built upon purchase and have long lead times. The chiller is also located on the rooftop requiring a large crane for removal and replacement. It was determined that renting a 50 ton chiller and connecting into the existing chilled water lines was the only viable option for providing conditoned air in the building while a replacement chiller can be aquired. To prevent mission stoppage, an emergency contract was required to provide cooling for the approximately 120 personnel who work in the portion of the building supplied by the broken chiller.

6. Efforts to Obtain Competition: As required by FAR 6.302-2(b)(2) quotes were requested request “from as many potential sources as is practicable under the circumstances.” As documented in the market research report, the following vendors were contacted: Carrier Rental

Systems, Central TX Commercial A/C & Heating, Centerline Mechanical and Sun Mechanical, All American HVAC, L.L.C., Excel Mechanical, Inc., Basham Heating & Cooling, Carlson

Mechanical Company, and Advanced Mechanical Services.

7. Actions to Increase Competition: As required by FAR 6.302-2(b)(2) quotes were requested request “from as many potential sources as is practicable under the circumstances.”

8. Market Research: Chillers common commercial products available for purchase. Temporary rental of these items are typically done by larger manufacturers or HVAC companies. Several companies were contacted by CE and Contracting to ascertain their ability to provide the 50 ton chiller needed. Only a few were able to provide rental and installation. Four companies (Carrier

Rental Systems, Central TX Commercial A/C & Heating, Centerline Mechanical and Sun

Mechanical) were found that can potentially deliver the equipment. Only two of the four specifically stated that they will install the equipment (Centerline Mechanical and Sun

Mechanical). Central TX Commercial and Centerline are SBs, but only Centerline stated they provide installation. Several other SBs were checked using SBA's Dynamic Small Business

Search (List attached to market research report), but most did not provide rentals at all; only

Centerline provided rental.

9. Interested Sources: As required by FAR 6.302-2(b)(2) quotes were requested request “from as many potential sources as is practicable under the circumstances.” Carrier Rental Systems, Central TX Commercial A/C & Heating, Centerline Mechanical and Sun Mechanical, showed an initial intrest.
