FOR OTHER THAN FULL AND OPEN COMPETITION

177th Fighter Wing Megadoor Re-skins

Atlantic City, NJ

I. AGENCY AND CONTRACTING ACTIVITY:

Contracting Agency: 177th FW Contracting

Atlantic City, NJ 08234

Requiring Activity: 177th Civil Engineer Building 402, Atlantic City, NJ 08234 Approximate Cost: $456K

II. NATURE AND/OR DESCRIPTION OF ACTION BEING PROCESSED: The government intends to award a sole source, firm-fixed price service contract to ASSA Abloy Megadoor USA Inc., 611 Highway 74 S Ste. 100 Peachtree City, GA, 30269-3029

III. DESCRIPTION OF THE SUPPLIES/SERVICES REQUIRED TO MEET THE

CUSTOMER’S NEEDS: A service contract is needed to accomplish a factory re-skin of 11 Noble-Eagle Shelter style Megadoors on Buldings 450-455 (5) at the 177 FW, Egg Harbor Twp., NJ. The factory re-skin will include as a minimum new fabric, batten strips, buttons, and floor seals.

IV. STATURORY AUTHORITY PERMITTING OTHER THAN FULL AND OPEN

COMPETITION: 6.302-1(a)(2)(i)- Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements. Received response from only one responsible source

V. DEMONSTRATION THAT THE CONTRACTOR’S UNIQUE

QUALIFICATIONS OR NATURE OF THE ACQUISITION REQUIRES THE

USE OF “OTHER THAN FULL AND OPEN” AUTHORITY: This is a genuine replacement part of the door skins and Megadoor is the manufacturer and has no authorized distributors. The company is extremely familiar with the numerous features associated with these doors. Not having the doors functional will hinder the mission of protecting the F-16 aircraft and provide personnel safety.

VI. DETERMINATION BY THE CONTRACTING OFFICER THAT THE

ANTICIPATED COST TO THE GOVERNMENT WILL BE FAIR AND

REASONABLE: The price provided by the vendor for the re-skins is considered fair and reasonable based on the Government's IGE. Any other price received could result in higher costs for the Goverment for labor and materials.

INTEREST IN THE ACQUISITION: No other sources expressed interest in the requirement

IX. A STATEMENT OF THE ACTIONS, IF ANY, THE AGENCY MAY TAKE TO

REMOVE OR OVERCOME ANY BARRIERS TO COMPETITION BEFORE

MAKING ANY SUBSEQUENT ACQUISITION FOR THE SUPPLIES OR

SERVICES REQUIRED: The Scope of Work was clear and concise and explained the requirement without any ambiguities or restrictions.

X. CONTRACTING OFFICER’S CERTIFICATION: I certify that the data supporting the recommended use of other than full and open competition is accurate and complete to the best of my knowledge and belief.

XI. TECHINAL REQUIREMENTS PERSONNEL CERTIFICATION: I certify that the data supporting the recommended use of other than full and open competition is accurate and complete to the best of my knowledge and belief.
