PERFORMANCE WORK STATEMENT (PWS)

Caterpillar D6T Dozer Engine Repair

201st Regional Training Site

March 23, 2018

PART I: GENERAL INFORMATION.

1. Introduction/ Description Services. This is a non-personal services contract to provide repair of a Caterpillar D6T engine. The contractor shall provide all personnel, equipment, supplies, facilities, transportation, tools, materials, supervision, and non-personal services necessary to perform Caterpillar D6T engine repair as defined in this Performance Work Statement except for those items specified as government furnished property and services. The contractor shall perform to the standards in this contract. This requirement is to repair or replace, as necessary, a damaged Caterpillar D6T engine to a fully functional state.

1.1 Background. A Caterpillar model D6T, S/N: GMK00139 is known to have a slipped and broken piston sleeve.

Additional damage may be identified once the engine is dismantled for repair.

1.2 Objectives. Contractor will need to remove the engine. Contractor will need to remove and replace pistons and sleeves or possibly the entire engine based on the extent of internal damage discovered. Lastly the contractor will need to reassemble the machine, test run and check for any leaks.

1.3 Scope. The major goal of this project is to return the dozer to a fully functioning, operational condition. This will require dismantling the engine, identifying the scope of repair required, ordering the required Caterpillar brand parts and materials, reassembling the engine, and test run and evaluations to ensure proper operation with no visible leaks.

Machining and specialized equipment may be required.

1.4 Period of Performance. The period of performance shall be three months from the date contract is awarded.

1.5 Quality Control. The contractor shall develop and maintain an effective quality control program to ensure services are performed in accordance with this PWS. The contractor shall develop and implement procedures to identify, prevent, and ensure non-recurrence of defective services. The contractor’s quality control program is the means by which the company assures that work complies with the requirement of the contract.

1.6 Quality Assurance. The Contracting Officer Representative shall evaluate the contractor’s performance under this contract in accordance with the Quality Assurance Surveillance Plan (QASP) and the Performance

Requirements Summary. (Technical Exhibits 1 and 2) This QASP is primarily focused on what the Government must do to ensure that the contractor has performed in accordance with the performance standards. It defines how the performance standards will be applied, the frequency of surveillance, and the acceptable quality levels.

1.7 Contracting Officer Representative (COR). The COR will be identified by separate letter. The COR monitors all technical aspects of the contract and assists in contract administration.

1.8 Hours of Operation. The offices where the services will be conducted are open between the office hours of

7:00AM – 4:30PM Monday through Thursday, and 7:00AM – 3:30PM on Friday. The contractor shall plan to perform their services between those hours. If the facility is closed during Federal holidays or during inclement weather, the contractor shall be notified. The contractor must at all times maintain an adequate workforce for the uninterrupted performance of all tasks defined within this PWS.

1.9 Place of Performance. The work will be performed at the vendor’s place of business. Dozer will be transported by 201st Regional Training Site personnel to and from the vendor’s place of business. Distance traveled will be limited to a 75 mile radius of 15-010 Range Road, Fort Indiantown GAP, Annville PA 17003. For delivery outside the 75 mile radius, the contractor will provide transportation.

1.10 Type of Contract. This will be a Firm Fixed Price contract.

1.11 Security Requirements. Access and General Protection/Security Policy and Procedures. This standard language is for contractor employees with an area of performance within Government controlled installation, facility, or area. The contractor shall comply with all applicable installation/facility access and local security policies and

Point of Contact procedures, which may be obtained from the Contracting Officer’s Representative (COR). The contractor shall also provide all information required for background checks to meet installation access requirements to be accomplished by the local installation’s Security Forces, Director of Emergency Services or local Security Office. The contractor shall ensure compliance with all personal identity verification requirements as directed by DoD, HAF and/or local policy. Should the Force Protection Condition (FPCON) change, the Government may require changes in contractor security matters or processes.

For Contractors that do not require CAC, but require access to a DoD Facility and/or Installation. Contractor and all associated sub-contractors employees shall comply with adjudication standards and procedures using the National

Crime Information Center Interstate Identification Index (NCIC-III) and Terrorist Screening Database (TSDB) (AFI

31-101 and AFI 10-245), applicable installation, facility and area commander installation/facility access and local security policies and procedures (provided by government representative), or, at OCONUS locations, in accordance with status of forces agreements and other theater regulations.

CONTRACTOR FURNISHED ITEMS AND RESPONSIBILITIES.

4. Contractor Furnished Items and Responsibilities.

4.1 General. The Contractor shall furnish all supplies, equipment, facilities and services required to perform work under this contract that are not listed under PART III of this PWS.

4.2 Secret Facility Clearance. N/A

4.3 Materials. The contractor shall furnish all materials, supplies, and equipment necessary to meet the requirements under this PWS.

4.4 Equipment. The contractor shall provide all equipment necessary to meet the requirements under this PWS.

PART V SPECIFIC TASKS

5. Specific Tasks and Work Requirements.

5.1 Technical Requirements.

5.1.1 Dozer will be transported to place of business, if necessary.

5.1.2 Engine will be dismantled in order to access the internal components.

5.1.3 Once dismantled, the scope of repair will be identified through the use of specialized test equipment and visual inspection of components.

5.1.4 Required parts will be ordered utilizing Caterpillar brand parts and materials.

5.1.5 The engine will be reassembled to manufacturer’s specifications.

5.1.6 Engine will be test run and evaluated to confirm proper operation with no visible leaks.

5.1.7 Machining and specialized repair and diagnostic equipment may be required.

5.2 Deliverables.

5.2.1 Upon completion, a printed engine diagnostic report will be provided to the COR utilizing Caterpillar diagnostic programming demonstrating proper operation in accordance with manufacturer’s specifications for the engine model and type.

TECHNICAL EXHIBIT 2-Quality Assurance Surveillance Plan (QASP)

1. Contracting Officer Representative (COR) Contact Information. The COR and/or the Alternate COR for this contract are responsible for monitoring contractor performance. They will use the contents of this

Performance Work Statement, the Performance Requirements Summary and the Quality Assurance

Worksheet to document contractor performance of services rendered under this contract. .

1.1 You will also receive a copy of the COR Appointment letter listing the COR’s authority and limitations regarding this contract. In the event that CORs change during the period of performance, the Contracting

Officer will issue a contract modification and a new appointment letter with contact information for the new

COR.

2. COR Surveillance. They will conduct surveillance using the methods listed in the Performance Requirements

Summary. The requirements summary identifies the acceptable quality levels and the surveillance methods that the COR will use for inspection. The COR shall keep records of their reviews, comments and samples of work to identify whether or not the contractor is performing per the terms of the contract. Both satisfactory and unsatisfactory performance will be documented. The contractor’s supervisor will be kept apprised of any issues that may require resolution.

3. Quality Assurance Plan Worksheets. The COR will make copies of the worksheet from the contract. At least monthly, the COR will review any notes taken during surveillance times and will document information on the Quality Assurance Worksheet located at Technical Exhibit 3.

3.1 Quality ratings are used per the table below. If a quality rating is “Green”, no comments are required unless the Contracting Officer would like to identify extraordinary services. Any time the rating is less than Green, the

COR shall clearly document the worksheet to indicate what did or did not occur per the PWS requirement. The quality rating may change from “Green” to “Red”, however the Contracting Officer Representative should utilize the “Yellow” quality rating to alert the contracting office and the contractor of quality issues that have a potential for a “Red” quality rating if corrective action is not taken. Hopefully, issues have already been resolved prior to acceptance so that payment for satisfactory performance can be made.

Rating Description

Green Yes, performance and technical specifications are being met at Acceptable Quality Level (AQL).

Yellow Yes, performance and technical specifications are currently being met at the minimum AQL, but the following service/deliverable needs contractor attention. The COR must identify what component of the deliverable and/or service requires attention.

Red No, performance and technical specifications are not being met a AQL and the following service/deliverable needs immediate contractor resolution. The Customer must identify what component of the deliverable and/or service is below the minimum AQL.
