MEMORANDUM FOR: STATEMENT OF MINIMUM REQUIREMENTS

SUBJECT: Portable Barrier – Crash Certified Barrier System

1. Background:

The 193d SOW has been utilizing the same main gate with a passive barrier plan as well as a manually operated mechanical in/out bound gate entrances for many decades. Due to multiple penetration attempts/ successes at DOD installations worldwide, it is imperative we maintain the ability to have reactive barriers to prevent unauthorized access to our installation.

2. Discussion:

The 193 SOW’s current protective posture does not meet minimum DOD Antiterrorism Gate construction standards. In order to mitigate existing risk and comply with DOD UFC minimum construction standards these pop-up barriers are necessary.

3. Specifications:

3.1 Portable barrier-crash certified barrier system, Delta Model MP5000 or equal. Barrier system shall be a minimum, 15,000lb vehicle rated (traveling at least 30mph) portable crash barrier system. Upon vehicle impact, the force shall first be absorbed by the barrier ramp and then transmitted to the ground. This barrier system shall be able to be sited on asphalt roadways. No excavation or sub-surface preparation is allowed. The barrier shall raise to a 45 degree angle to prohibit vehicles from passing through, similar to a phalanx type barrier. Two locations on the installation are required to have barriers; one roadway with a total width of 25ft and another roadway with a total width of 36ft. The mobile barrier shall accommodate both commercial (tractor trailer, emergency vehicles, construction equipment) and private (sedans, motorcycles, low ride-height vehicles, trucks, SUVs) automobiles. The Barricade shall be equipped with hydraulic rams which is required for deployment of barrier. During emergency conditions or power outages a manual deployment mechanism option is required. The standard system must also have a battery operated Hydraulic Power Unit charged by an Internal Battery Charger (operated on a local power source). At least two control points are required and shall be wireless with a minimum range of 250ft. The unit shall be completely self-contained, capable of withstanding weather, winter weather chemical treatments (salts), and daily barrier operation (raising and lowering barrier) to accommodate a single point of entry with vehicle traffic exceeding 300 vehicles a day. *Installation is not required*

3.2 Barrier Height: Height of the Barrier shall be at least 30 inches as measured from the roadway surface to the top edge of the Barrier Ramp. The barrier when in the down position shall be low enough to allow cars and low riding vehicles to pass over top without receiving any damage.

3.3 Finish: All external surfaces of the barrier, ramps, support mechanism and transporter shall have a rust inhibiting industrial enamel surface. The Barrier must be able to withstand at least 3 years of inclement weather, snow/ice treatment chemicals, and the temperature range appropriate for the State of Pennsylvania (0-110 degrees Fahrenheit)

3.4 Barrier Ramp Locking Method: The barrier must have a manual locking mechanism in order to secure the barrier in the ‘Up/Guard’ position when not in use (or as protection posture dictates). The locking mechanism must be capable of being secured by an aftermarket lock and key system (padlock) and should include a failsafe to prevent attempted operation when barrier is locked.
