QUESTIONS & ANSWERS
Q: Can the government confirm if one or two ALS ambulances are required for each of the 3 operational days of the exercise? The PWS seems to indicate that only one (1)ALS is required with 2 EMS on the first two days of the event, and two (2) ALS are required on the last day with 4 EMS personnel. Please clarify.
A: NGB wants 2 ALS on site at all times (all 3 days) to have someone available if one of the ambulances leaves.
Q: The PWS contains conflicting guidance whether the contractor must provide 6 or 10 portable toilets. Can the government confirm how many portable toilets the contractor must provide to support contractor and role player operations?
A: This is usually dependent on the amount of people attending, 6 toilets should suffice for the contractors and role players they provide.
Q: Please confirm if and how many hand wash stations, if any, must the contractor provide to go along with the [portable toilets]?
A: 1 hand wash station per 2 toilets will suffice
Q: The title of the PWS describes supporting a Downed Tree/Power Line (DTPL) scenario, but this is not mentioned elsewhere in the PWS. Please clarify this requirement.
A: Training venues and props will be built to ensure that personnel gain valuable experience and expertise working on a simulated collapsed structure and simulated down-tree/power line scenarios.

Q: Can the government confirm that 20 weighted manikins are required?
A: 5.5.1.2.5 Weighted mannequins shall meet the following minimum specification – Adults minimum of 150 pounds with weighted limbs; Children 60-100 pounds; Infants 10-30 pounds. Composition of mannequins: Adults ~ 75%, Children ~15%, Infants ~ 10% mix.
7.4.5 20 mannequins with water proof laminated injury cards for rubble pile and water decontamination operations.
Q: Can the government confirm that the contractor must provide or manufacture 20 reinforced, concrete breaching slabs per the requirements of the PWS?
A: 5.3.1.1.6 Pile reset shall include 20 concrete breaching slabs formed at 4ft X 4ft X 6in, with no less than ¼” (no. 2) steel rebar size.
Q: Per PWS para 5.5.1.1.2, can the government confirm if the contractor must provide a dumpster and if so, what size is required?
A: A 15 yard should cover food, trash, and clothing waste produced by the contactors and role players.
Q: PWS 7.3 TECHNICAL EXHIBIT 3 ESTIMATED WORKLOAD DATA appears to indicate that the government requires/desires only one (1) moulage artist each exercise day to support 50 role players. Can the government confirm that this is the requirement?
A: The one (1) moulage artist is the MINIMUM number required to perform under this contract. It would behoove everyone involved to have multiple artists to provide sufficient and realistic moulage.
Q: Can the government describe what area is designated for role player parking and where it is located in respect to the operational SCVS area of the exercise?
A: There is a designated parking area 100 feet away from the event that will be used by role players.
Q: Can the government clarify what will be the award selection criteria for this solicitation? LPTA, BEST VALUE TRADE OFF, or other?
A: This will be evaluated on a best value continuum in accordance with FAR 15.101.
Q: Can the government clarify what CERFP Past Performance will be required for offerors to be evaluated as Technically Acceptable or with Substantial Confidence?
A: Provide three references of work, similar in scope and size with the requirement detailed in the Performance Work Statement. These references must include a brief description of the work completed and the contract number (if relevant).
Q: 4.3.2 The Contractor shall provide at a minimum the following materials including any additional items necessary for operations and maintenance support items identified in the PWS for Search and Extraction Training (Fuel, hydraulic fluid, hand tools, additional batteries/power packs, bits, blades and repair parts): Is the fuel type Gas or Diesel? Is there a specific viscosity, brand or volume of hydraulic fluid used/needed? What voltage/brand batteries or power packs are currently used by the unit? What are the repair parts for specifically?
A: We provide all the necessary consumables for the event, less the chainsaws and the consumables for the chainsaws. Contractor should be providing enough gas and bar and chain oil to cover the couple of chainsaws that we will use for the Downed Power Line lane.
Q: 5.3.1.1.10-14: Do we have to source, transport and install [these]?
A: There is a multi-story conex structure at the facility as well as a rubble pile, the contractor’s expectation is to reset the concrete slabs and other training lanes after use. The contractor is not responsible for providing the connexes, rather the pre-made breaching slabs.
Q: 7.4 TECHNICAL EXHIBIT 4 on pg31 it states that 11 April 2022 - Day 1 (Monday) is a Travel day for all units and is the final SCVS lanes set-up with a planning meeting with CERFP Leadership, NLT 1700. Is the site open on 10 April 2022 (Saturday) and 09 April 2022 (Sunday) for material, prop and equipment delivery?
A: The site is staffed by Rhode Island Fire Academy personnel through the weekends. We are working on having a designated person for helping to receive the materials by at least Sunday the 10th of April.
