Request for Information (RFI) Response document #1 – 21 SEP 2017 revised

Solicitation Number: W912JD‐17‐Q‐0009

Question 1: Item: 132-174 MHz Duplexer. Found: Sinclair Technologies Inc. - 132-174

MHz Pass Notch Duplexer. Mfg Part #: Q2220E. Source:

https://www.tessco.com/products/displayProductInfo.do?sku=63068

Government response: After reviewing frequencies which the cross-band sites will be operated, the Government would find an operating range of 138 -174 Mhz acceptable.

However, because of the isolation requirement of 85 dB noted in Item #0001, it appears the

Sinclair product noted in the question, with a 70 dB isolation, would not meet the specifications. This response will take precedence over solicitation.

Question 2: Has the UPS called out in CLIN 5 of W912JD-17-Q-0009 already been identified, or is there a requirement specific to this power need?

Government response: Contractor shall provide a rack mounted UPS sized appropriately to provide "clean" power to radios, amplifier and components as well as to provide continued operation during brief power outages. It is expected that a 1500VA or better rack-mounted

UPS would be required.

Question 3: Does the contractor need to provide duplexer?

Government response: Yes. All equipment -- radios, antennas, and other components --shall be furnished, installed and tested by the contractor.

Question 4: The RFQ states that the towers are 100' tall. Make and model of the towers would be helpful to determine if they are climbable and if safety climbs are installed. If not available, then the dimension of the tower face please.

Government response:

South Portland (SPANG): unknown make and model. Yes climbable; Air guard uses this tower for training on a regular basis.

Brunswick: Rohn, 100ft. Yes climbable, installed 2015.

Camp Keyes (Augusta): unknown make and model. Yes climbable, also accessible via skylift

Question 5: If the towers are NOT climbable, are they accessible via a skylift? e.g. is there a road, parking lot or compacted surface within the operating range of a skylift?

Government response: see Q4 response

Note: This document includes responses or updates to all requests for information (RFIs) posed by interested vendors. Each successive release of this document will be cumulative and the final RFI responses will be considered as part of the resulting contract.

Question 6: What is the distance from the base of each tower to each equipment room?

Government response: Exact length/distances from tower to equipment vary but would be no more than three hundred feet.

Question 7: Does each equipment room have ethernet already available?

Government response: Yes

Question 8: What is the condition of the exterior grounding bar for each equipment room and at the base of each tower?

Government response:

South Portland: unknown

Brunswick: New grounding bar installed April 2017

Camp Keyes: Grounding bar in working order as we have equipment hooked up and operating on it now.

Question 9: Have any of the towers been inspected recently by a third party and are those reports available?

Government response: All towers have been used and inspected by the communication

Squadron (MeANG) recently. Inspection reports are not readily available but are expected to be available to coordinate installation.
