Contractor Questions / Government Answers

W912JB-20-Q-0033

April 23, 2020

Following are questions received on the above mentioned RFQ from contractor(s) and the government’s answers.

Question 1:

The place of performance(s) are listed but it is stated that travel between the two sites will be necessary. How many FTE are estimated for this? I am trying to determine if there is more than one desk at each site for contractor personnel. The information regarding travel between sites leads me to believe that more than 2 trainers are required. Based upon the estimated workload, it appears that 2 may be insufficient.

Answer:

There are two positions for this contract. One is in Lansing and the other is in Grayling. The travel requirements had to do with training events that are held in Lansing, for example, where both instructors would need to be in the classroom during those short courses. Usually one or two days total. They do training for new hires monthly or quarterly. This would not be an everyday thing and would not require a separate desk, as they would be in front of a class.

Question 2:

Is this going to be instructor lead or web based training? Is the trainer expected to train daily M-F or will it be intermittent training (i.e. 3 times a week, or 3 times a month or on going as needed).

Answer:

Primarily it will be instructor lead. In the event web based is required, the government will provide the required platform for conducting the training. It will be intermittent training.

MONTHLY TRAINING EVENT (ONE OR TWO DAYS) FOR NEW HIRES. There are also quarterly and semi-annual events held during the year. When not training, contractors are working in the office to coordinate future event planning/registration and develop/update training materials. There will also be one-one one training as necessary based on recruiter performance throughout the year or as new guidance/regulations are published. Monthly New Hire training depends on attrition rates but usually 5 or less. Quarterly training events are 20-30. Semi-annual events are 100+ (may be broken into smaller groups). One-on-One training required on case-by-case basis.

Question 3:

Is there a previous curriculum?

Answer:

Previous curriculum was developed; however some changes will be introduced/required based on the Performance Work Statement.

Question 4:

1.4.7.2 Three years’ experience recruiting for a military entity, or three years’ experience in a general recruiting setting. Do I need to include contingency hires’ resumes in my proposal?

Answer:

If at all possible, please provide their resumes.

Question 5:

HIPAA website states: “HIPAA does not require employees to complete any specific training program and obtain HIPAA certification, only that employees must be trained on HIPAA Rules and must confirm, in writing, that they have received HIPAA training.” Can the HIPAA requirement be satisfied with this training?

Answer:

The requirement is not applicable for the service requested. The PWS has been revised to remove this requirement on paragraph 1.4.7.7.

Question 6:

Is there an incumbent for the current solicitation or is this a new requirement?

Answer:

There is no incumbent.

Question 7:

If this effort has been performed in the past, does MIARNG have actuals/similar-to examples (e.g. history of manpower, hours to execute tasks/work)?

Answer:

Similar services were performed in the past. I do not have history of manpower hours etc. as this is a new requirement.

Question 8:

Has the funding ceiling amount been approved? If so, what is the ceiling amount for this effort?

Answer:

A funding ceiling amount has not been approved.

Question 9:

Should the Contractor’s estimate assume FTE of 2080hrs annually per instructor supporting the tasks per PWS?

Answer:

The contractor should estimate based on the contractor’s interpretation of required man hours to perform the task.

Question 10:

Is there a pre-determined funding amount for travel?

Answer:

There is no pre-determined funding amount for travel. Travel will be reimbursed as a cost in accordance with the JTR (Joint Travel Regulation).

Question 11:

What are the expected labor categories I should use for attachments C and D? What labor category should be used for the Contract Manager and how many hours of engagement is anticipated of the CM?

Answer:

A wage determination (WDOL) is a listing of wage rates and fringe benefit rates for each labor category of workers which the U.S. Department of Labor has determined to be prevailing in a given area. The WDOL is provided for the two counties of the Place of Performance as noted on the Performance Work Statement. If you need assistance on how to use the WDOL, please contact your local PTAC (Procurement Technical Assistance Center).

Question 12:

There are only 4 CLINS listed- where should the costs of the CM manifest? CLIN 004?

Answer:

Contractor Manpower Reporting is line 4 to be used if a price is determined by the offeror.

Question 13:

In light of the coronavirus, will the post award meeting be conducted virtually vice in person?

Answer:

The period of performance is tentative to begin June 1. If the stay-at-home decree is still in effect, it will be addressed at that time.

Question 14:

Can you provide a pricing chart layout that you would like to see?

Answer:

Refer to the quote instructions. Provide a price for each line.
