| FY Jan 2015- Dec 2015 | $17,800.00 | |
| FY Jan 2016- Dec 2016 | $17,800.00 |
The estimated cost of this service contract includes Base Period pricing of $16,228.00 and four (4) option periods of $17,800.00 per period. The total contact award is $87,428.00.
4. AUTHORITY CITED: 10 U.S.C. 2304(c) (1), as implemented by FAR 6.302-1 and DFARS 206.302-1, “Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency’s Requirements".
5. REASON FOR AUTHORITY CITED: e4Clicks Project Estimator is an industry leading software program that integrates proven construction delivery processes (JOC/SABER) , cost estimating, project management, contract management, document management, and visual estimating with an exclusive line item extension of RSMeans cost data, in conjunction with power collaboration tools including full document management, detailed references, and visual estimating. In an effort to coordinate, integrate and synchronize work on JOC projects the USACE Charleston District, Joint Base Charleston (JBC) and our contractors will be using e4Clicks Project Management Software to manage Department of Defense (DOD) facilities. The use of this software will synchronize automated technical evaluation enabling quicker estimate comparison process between Contractor and Government estimates. Additionally, the software will enable contracting and technical personnel to prepare post negotiations memorandums, and ability to directly populate Government forms.
Job order contracting is an integrated project deliver method for facility repair renovation sustainability and minor new construction. Since USACE’s customer, JBC and contractors have e4Clicks Project Management Software in place, procurement of this software will allow not only a seamless transition between USACE, JBC, and, Contractor contract management, but improve costs in time and resources.
In addition this software was approved by ACE-IT (Carl Hilton) to be compatible with RS Means, an approved USACE’s cost data base.
6. EFFORTS TO OBTAIN COMPETITION: Market research indicates, and e4CLICKS SOLUTIONS, LLC confirmed, that they are the only authorized provider of the software license. No further competition will be sought because of proprietorship rights and current approval by ACE-IT for use of this software.
7. ACTIONS TO INCREASE COMPETITION: As mentioned in paragraph 6, two vendors were discovered during market research, AMERGREEN, INC and 4CLICKS SOLUTIONS, LLC (4CLICKS). When contacted for pricing and availability, AMERGREEN, INC indicated that they have partnered with 4CLICKS to distribute JOC software, and no longer offer their product RSMEANS “JOCWORKS” on their GSA contract. Therefore, this is a sole source purchase of subscription service for continued access to JOC contract and project management software that utilizes the RS Means Database. Pricing of the current subscription is $16,428.00 for base year and $17,800.00 per option years, for a total contract value of $87,428.00. In lieu of acquisition history, 4Clicks quote dated 1 June 2012 reflects that the price for this software maintenance subscription will increase in the amount of $ 1,372.00 in Option Year One, and no further price increase in additional option years.
8. MARKET RESEARCH: On 11 June 2012, a Dynamic Small Business Search was conducted on the Small Business Administration website at http://dsbs.sba.gov/dsbs/search/dsp_dsbs.cfm. A search yielded zero profile matches to selection criteria: NAICS code 511210Software Publishers, keyword: “JOC” software.
9. INTERESTED SOURCES: To date only one source has expressed an interest in writing, however, all offers received shall be considered. 4Clicks Solutions, LLC, 6735 Palmer Park Blvd, Colorado Springs, CO 80915-1722.
10. Other facts: The only other similar software is RS Means software “CostWorks.” A price comparison price a comparison was done between RS Means software “CostWorks” and e4Clicks. “ CostWorks” costs approximately $900 for each license which can then only be utilized by one person so a license must be purchased for every person needing the software. The e4Clicks software cost $4,000 per license with unlimited user availability, therefore can be used by as many USACE’s employees as necessary just not concurrently. We are looking at purchasing four licenses to accommodate between 12-16 people who will need to utilize the software however we do not anticipate more than 4 of them needing it concurrently. Based on this comparison the cost of the licenses is considered fair and reasonable.
