SCOPE OFWORK

Vertical Bandsaw Replacement

1. General Information.

a. The intent of this scope is to solicit quotes to replace the vertical bandsaw inside the weld shop at the Fountain City Service Base. The old saw has become a safety hazard and is worn out.

b. The quote will need to cover the vertical saw, saw blades, installation, and removal of the old saw.

c. The Corps of Engineers reserves the right to inspect the equipment at any time during the installation process.

d. The only work authorized is identified in this Statement of Work (SOW). The submitted quotes will be sent to the contracting officer. The customer reserves the right to conduct a technical review of the saw specifications on each submitted bid.

2. Specific Information.

The old saw was manufactured by Scotchman, model number SH1016, serial number 55408040166, new saw should closely match the old saw. Information on this saw is limited due to its age.

The following information reflects the specifications needed that most closely matches the saw that is being replaced.

a. Power requirements. 230 volt, 60 Hz, 3-Phase.

b. Horsepower: 2-3 HP, 1.5 kw.

c. On/Off Switch: Magnetic, push-button, with E-stop.

d. Motor Speed: 1700-1800 RPM.

e. Capacities:

1. Round stock @ 90 degrees, 9-10”.

2. Round stock @ 45 degrees, 7.5-8.5”.

3. Square (WxH) @ 90 degrees, 10” x 10” to 11” x 11”

4. Square (WxH) @ 45 degrees, 7.25” x 7.25” to 8.25” x 8.25”

5. Rectangle stock (WxH) @ 90 degrees, 10” x 16” to 11” x 16”

6. Rectangle stock (WxH) @ 45 degrees, 10” x 7.25” to 11” x 8.25”

7. Maximum Jaw Opening @ 90 degrees, 18.25” to 19.25”

f. General Dimensions.

1. Height of bed from floor. 25” to 28”

3. Weight should not exceed 1,000 lbs.

g. Other Pertinent Information.

1. There is a disconnect box located about 30’ away from where the saw will be located. Power at that box is 230 volt, 3 PH. The contractor will be responsible for supplying the wiring needed to run from the new saw to the disconnect box on the wall. The contractor is also responsible for any electrical work needed.

2. Available power at the disconnect box is currently rated at 230 volt, 3 PH, 60 Hz, 60 amp.

3. A forklift and operator will be available to unload the new saw from the truck delivering it and to placing it in the area of the installation.

4. Supply five replacement blades that match the saw mentioned on the bid.

5. Saw will have some type of oil cooled system for cutting of material. Tank size depends on the saw on the quote.

6. The removal of the old saw will be the responsibility of the contractor. Use the following guidance.

a. Remove electrical power from the old saw.

b. Remove pneumatic lines and cap lines at the wall to prevent air leaking from the shop air system.

c. Unbolt saw from the floor and use the forklift and operator to move the saw outside. The customer is responsible for disposal.

d. Cut any bolts in the concrete floor flush, clean debris from the area and place debris in the dumpsters located outside the building.

e. Power wash or use oil dry to remove oil residue from the floor in the area of the new saw only. Dispose of oil dry in an approved container located inside the shop.

52.212-2 EVALUATION--COMMERCIAL PRODUCTS AND COMMERCIAL SERVICES (NOV 2021)

(a) The Government will award a contract resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the Government, price and other factors considered. The following factors shall be used to evaluate offers:

(d) Comptroller General Examination of Record. The Contractor shall comply with the provisions of this paragraph

(d) if this contract was awarded using other than sealed bid, is in excess of the simplified acquisition threshold, as defined in FAR 2.101, on the date of award of this contract, and does not contain the clause at 52.215-2, Audit and Records--Negotiation.

(1) The Comptroller General of the United States, or an authorized representative of the Comptroller General, shall have access to and right to examine any of the Contractor's directly pertinent records involving transactions related to this contract.

(2) The Contractor shall make available at its offices at all reasonable times the records, materials, and other evidence for examination, audit, or reproduction, until 3 years after final payment under this contract or for any shorter period specified in FAR Subpart 4.7, Contractor Records Retention, of the other clauses of this contract. If this contract is completely or partially terminated, the records relating to the work terminated shall be made available for 3 years after any resulting final termination settlement. Records relating to appeals under the disputes clause or to litigation or the settlement of claims arising under or relating to this contract shall be made available until such appeals, litigation, or claims are finally resolved.

(3) As used in this clause, records include books, documents, accounting procedures and practices, and other data, regardless of type and regardless of form. This does not require the Contractor to create or maintain any record that the Contractor does not maintain in the ordinary course of business or pursuant to a provision of law.
