The U.S. Army Corps of Engineers - St. Paul District requires a contractor to transport an existing 150-foot government-owned barge to dry dock, install new spud wells and spuds, add fenders and anodes, and perform water blasting and repainting of the exterior hull. Additional requirements include installing upright winches, a generator, and new manhole covers. All work must be completed by April 1, 2022. This is a 100% small business set-aside with a NAICS code of 336611 and size standard of 1,250 employees. Offerors must be registered in SAM.gov including FAR and DFARS representations and certifications. The amendment provides additional drawings and answers questions to clarify technical requirements for the fender and spud systems.

QUESTIONS & ANSWERS

Answers are in RED

1. Drawing Page 1, forward, centered spud well. Do we need to fabricate steel below the rake to tie the spud well into barge? In the bottom left detail, it shows a box around the new spud well, is the box new steel?

Yes the centered spud well need to be tied into below the rake or the tow knees on the barge.

2. Do the extruded fenders run full height within the spud wells? If that is the case, it shows the plate retainer 36” below top of spud well.

Yes the extruded fenders run the full height within the spud wells and are attached to the two legs of the angle. Studs are welded to the angles and the extruded fender are bolted to the angles. This leaves the corner open to allow for space for the retainer plate.

3. Do the fenders slide into the lower plate retainer then connect near top of spud well with the bolts/lock washer/hex nut?

The latch plate is welded to the 6x6 angle which slides into the retainer plate. The 2x2 angles prevent the fender assembly from lifting out.

4. We’ve seen the USCG use UHMW plastic as the fenders without the steel angle. The UHMW is notched at the bottom and slides into an angle near the bottom of the hull. The top receives a recessed bolt and is lock washered and nutted to keep the UHMW in place as the spuds are operated.

We would like to stay with the angle and extruded fender design as we have other barges with this design.

5. With the drawings currently provided, we do not have a good understanding of the vertical design of the fender system nor how it ties into the spud well. Please provide additional detail, if possible.

A few notes have been added to the drawings.

6. Is a Military grade coating system required? Any profile needs from water blasting? Certain coating systems approved by the government have stringent preparation and application requirements. We have a USCG buoy tender on dock right now and the preservation requirements are very challenging.

No military grade coating system is required. No profile needed from the water blasting.

7. When will the vessel be available for pickup?

Within 2 weeks after award of contract.

8. Total weight of vessel in its current state?

300 ton

W912ES21Q0105

9. Page 3 of the drawings shows the spud design at the top. The drawing is hard to interpret when compared to the specifications. Can you consider a better detail for the spud designs?

Revised drawings have an additional view that shows the Spud.
