DESCRIPTION

Compact Track Loader/Multi Terrain Loader for the Eau Galle Project

1. DESCRIPTION:

The contractor shall supply a newly manufactured compact track loader/multi terrain loader, all specific attachments and a tandem axle trailer suitable to haul the loader, and deliver all items to the Eau Galle Project in Spring Valley, WI.

This equipment will be used year round at a U.S. Army Corps of Engineers dam, recreation area and campground. It will be used for a wide variety of tasks including clearing snow, mowing brush, unloading flatbed trucks, and road repair work. Because it is operating on sensitive terrain, it is critical that this loader have wide rubber tracks and exert minimal ground pressure.

2. SPECIFICATIONS

The Compact Track Loader/Multi Terrain Loader, attachments, and trailer shall meet or exceed the below salient characteristics. CONTRACTOR SHALL include with their quote the make, model numbers, and descriptions of the items quoted.

Compact Track Loader/Multi Terrain Loader

-Owner’s Manual

-Rated operating capacity: At approximately 35% tipping load, at least 2200 lbs. At approximately 50% tipping load, at least 3200 lbs.

-Tipping load: Not less than 6500 lb.

-Travel Speed- 2 speed, High Speed min. 7.0 mph

-Diesel engine, 70HP (gross power) or greater, Must meet U.S. EPA Tier 4 Final Emission Controls -High Flow Hydraulics -Adjustable Dual Joystick Controls with Foot Pedal Throttle -Enclosed Rollover Protective Structure (ROPS) cab, Falling Object Protective Structure (FOPS) level 2, with polycarbonate door, heater, defroster and A/C.

-Debris Barrier Protection and Turbo Debris Guard kits (Mesh guards to engine protect air intake, exhaust manifold, turbocharger (if present) and critical parts from debris)

- Lift cylinder debris shields

- Polycarbonate top, rear, and side windows (1/2 in polycarbonate) -Battery, extra heavy duty -Quick Coupler for work tool attachment (operator must be able to attach/remove work tools without exiting cab) -Block Heater, engine coolant, 120V -Machine Tie-Down Points: at least 4 -Cold operation hydraulic oil -Hydrostatic transmission -Backup alarm and strobe light -Front and rear light guards -Control Interlock System: When operator leaves seat or armrest raised: hydraulic system disables, hydrostatic transmission disables and parking brake engages.

-Suspended Undercarriage with Oscillating Bogie Wheels -Ride Control -Rubber Tracks- at least 16” wide -Tracks shall exert no more than 4.5 psi ground pressure -Operator Cab shall include at minimum:

-Fully enclosed cab with A/C and Heat -Rearview/Backup Camera with LCD display (may be aftermarket dealer-installed) -Adjustable, high-back, air ride seat

-Rear windows -Rearview mirror -Parking brake -Seat bar and belt

-Radio, AM/FM -Horn -Wiper/washer on cab door -Fire Extinguisher. Mounted in cab for access in an emergency

-Instrumentation: Hour meter, Engine Temperature and Fuel Gages, Warning Lights

Attachments/Work Tools

Attachments shall all be compatible with quoted compact track loader. Include owner’s manuals for all attachments.

Work Tool: Bucket- General Purpose, Approx. 84”

- At Least .75 CYD

- Actual width of bucket may vary +/-3”

- Shall include bolt-on cutting edge, 1-piece.

Work Tool: Broom, hydraulic angle

- Hydraulic angling – 30 degrees left or right of center. Hydraulic angle change with electrohydraulic valve.

- Minimum 100”, No more than 110” overall width.

- At least 83” sweeping width- straight.

- At least 73” sweeping width- angled.

- 30-33” brush diameter.

- Brush material: 50% polycarbonate / 50% steel wire.

- Hydraulic lines shall have quick disconnects

Work Tool: Forks, pallet.

- Tine length 48”, tine width 4”.

Work Tool: Mower, front mount

- Mower shall have a cutting width of 70”-72”

- Overall width of the attachment shall not exceed 80”

- 3 blades

- Safety shut off

Work Tool: Front landplane with scarifier

- Bi-directional operation

- Removable screen

- Fold-down scarifier

- Mounting system

Trailer

- Tandem axle

- Loading ramps

- Electric trailer brakes

- Tie down areas for bindings, 8 each

- Gross Vehicle Weight Rating (GVWR) 14,000lbs

- 18 foot minimum length

- 2-5/16” Ball Coupler with safety chain

- Spring assisted flip-up ramps

- 10,000lbs drop leg jack

- LED lighting

- Mud flaps

- Cold weather wiring harness

- Stake pockets

- 4- stake pocket d-rings

- US Made Grade 70 or greater transport chain with clevis grab hooks and tow chain ratchet binders

3. DELIVERY DUE DATE

The compact track loader, trailer, and attachments shall be delivered on or before March 29, 2019.

4. SHIPMENT

Quotes shall include all costs of transporting and unloading to the destination site.

Shipment shall be prepaid and made at the Contractor's expense.

(POC will be supplied to awardee)

The Contractor shall notify the Government of the shipment at least 24 hours before the scheduled delivery date. Delivery shall be between the hours of 8:00 A.M. and 3:00 P.M.

(Central) Monday thru Friday, except on Federal holidays. Any delivery arriving after 3:00 P.M.

will not be accepted by Government personnel until the next work period as designated above.
