Question: Please confirm that we do not have to address Fountain City Service Base / Locks & Dams Project Office - 431 North Shore Drive, Fountain City, WI 54629 Answer: This location is not part of this contract Question: Please confirm if we have to include travel cost in the schedule provided.
Answer: All travel costs should be included within your pricing for the related contract line item.
Question: Will the training be provided at each site or at HQ only.
Answer: The only training required is for one (1) person, the security system administrator, this training should be conducted at the Corps HQ building.
Question: Will Corps provide storage media for backup of database before software is installed on Servers at the HQ.
Answer: See section 4.4.1 of the scope of work.
Question: Does the current system utilize CCURE for the printing of Photo ID Badges?
No.
Question: Will you be using CCURE 9000 for the printing of Photo ID Badges?
Answer: No.
Question: Is parking provided free of charge at the various locations or do we need to include cost associated with parking?
Answer: District office no

Question: Will you be providing the SQL 2016 server software and licensing?
Answer: yes
Question: Are there any special commissioning documents or processes required that are not listed in the RFP?
Question: Please verify that the backup server is to be designed as a hot backup versus a cold standby server.
Answer: The backup server needs to be to be setup as either a hot or warm backup. The Corps is not looking to mandate an auto roll over should the primary server fail, but the backup server should be set up to synchronize with the primary server on a regular basis so that updates are not required should it need to serve as the primary due to a system failure.
Question: Please confirm that the existing CCURE 800 Software Support Agreement (SSA) is expired.
Answer: Yes the SSA expired on 08/31/2017
| Question: | How much bandwidth dedicated to the ESS is available between each of the 13 remote facilities and HQ to support the PACS, video, and backup ACS server communication? |
| Answer: | The majority of sites operate on T-1/MPLS data connections to the Corps network. The Corps is currently able to remotely view the cameras in near real time at all locations connected to the system. |
| Question: | How many simultaneous client users monitoring PACS and reviewing live/recorded video will the system need to support? |
| Answer: | Two at most monitoring PACS remotely, and that rarely. Review of video remotely will be done on an occasional basis, and then only one or two users at a time. |
| Question: | How many simultaneous camera views (e.g. six users viewing 4 cameras each at 1 megapixel resolution) will the system need to support? |
| Answer: | The expectation is that remote viewing by any one (1) user would only be done for one (1) site at a time. The user would need to be able to preview all cameras connected at that location (2”x 2” image per camera) prior to zooming in on any one (1) camera. The system must allow concurrent remote viewing of the site by more than one user. For users onsite the system must allow full resolution simultaneous viewing all of the cameras. |
| Question: | Under para. 1.3 Contract End State, please clarify the minimum performance and functionality required by the statement "Independent operation of remote sites in the absence of WAN connectivity to the server" |
Answer: Independent Operation -- Individual sites are capable of maintaining and executing local access control under the most recently synchronized configuration when the WAN connection to the master access control server is unavailable. Each site must be verified to be capable of operation in this working state.
| Question: | Under para. 1.3 Contract End State, please clarify the minimum performance and functionality required by the statement "Real time access control and simultaneous monitoring of events at all locations." |
| Answer: | Real Time Access Control/monitoring -- When authorized, an operator is able to access any other site, monitor events, and manage access from a system workstation at their location, across the network. |
| Question: | Please clarify whether full FIPS 201-2 compliance (including hardware and software for PKI challenge and connection to a certificate clearing house) is required in the contract end state system or just capability to support this functionality in the future? |
| Answer: | PKI challenge and connection to a certificate clearing house is not required as a contract end state in this contract, however the installed hardware must have the capability to support this functionality in the future. That hardware shall be installed “turnkey ready” such that no further changes/modifications to the system would be needed for utilization of a certificate clearing house on the system. |
| Question: | Please clarify if the Upper Saint Anthony Falls Lock (USAF) and Dam is to be included in this project. Attachment A of the RFP indicates that this site is closed. |
| Answer: | Yes USAF is part of this contract. |
Question: Please clarify that the card readers installed at the exterior locations need to be rated for outdoor use.
Answer: All hardware which will be exposed to the elements must be rated accordingly.
| Question: | In the event that the replacement readers will not fit on the existing bollards at the entry gates, who is responsible for bollard modifications / replacements? |
| Answer: | The contractor shall be responsible for any required changes to the existing structure to accommodate any required hardware changes. |
| Question: | Please verify that any new Ethernet cable which may be required for FICAM compliance is to be installed by the Security contractor. USACE will provide additional Ethernet switch ports as needed. |
| Answer: | Correct. |
Question: Please identify the USACE requirements for new data cable installations.
Answer: Cabling shall comply with data transfer requirements of the reader/system or 100mbps whichever is greater.
| Question: | Can the CCURE work stations located at the Lock and Dams be utilized for system programming and commissioning or does all programming need to be completed at the District HQ? |
| Answer: | The lock and dam workstations can be used for programming and commissioning. |
