Plaxis 2D & 2D Plaxflow Software
1. Organization/Line Office

2. Description of Action being approved: The U.S. Army Corps of Engineers – St.
Paul District, Contracting Division anticipates the award of a new Firm, Fixed-Price (FFP) contract for the procurement of Plaxis 2D & 2D Plaxflow software with VIP subscription.
3. Description of Product, Supplies or Services: The request includes the following:
a. Plaxis 2D – Flexible
b. Plaxis VIP for Plaxis 2D
c. 2d PlaxFlow Module – Flexible
d. Plaxis VIP for 2D PlaxFlow
4. An identification of the statutory authority permitting other than full and open competition.
a. Simplified Acquisition Procedures (SAP): This acquisition is being conducted under the authority of Federal Acquisition Regulation (FAR) Part 13.106-1(b)(i).
5. Identification of the Justification Rationale:
a. The impetus for purchasing Plaxis 2D at this time is a recent job that has come up for MVN. They need help with a review of a numerical analysis to be performed by a consultant (ARCADIS). ARCADIS, and many other consultants in the US working on USACE projects, have historically used Plaxis for their non-earthquake continuum based finite element analyses. To perform the best review and ensure analyses meet USACE criteria, it is best to open the input files and re-run, as needed, within the software used by the consulting engineers. We would be in better position to support these projects if we purchase a Plaxis license. Review of Plaxis analyses performed by consultants for USACE projects is a need that is growing in USACE, and with the purchase of Plaxis, St. Paul will be in a good position to provide support for districts across the US and continue to be the leader outside of ERDC to support full numeric analysis for USACE projects. Plaxis Americas, LLC is the only provider of this software.
6. Best Value Determination:
a. This procurement shall be issued as an oral solicitation to Plaxis Americas, LLC.
The quoted prices shall be compared to the prices published on their website to determine if the prices quoted is commensurate with the commercial market prices.
7. Market Research conducted:
a. The North American Industry Classification System (NAICS) code for this procurement is 511210 “Software Publishers” with a size standard of $38.5 Million dollars.
b. NAICS code 511210 is not found on the Small Business Administration’s Non- Manufacturer Class Waiver list.
c. A review of GSA contracts failed to identify any other providers of this product or any GSA contracts for this Vendor.
d. A search conducted through the U.S. Small Business Administration’s Dynamic Search Database using the NAICS 511210 and the keyword “Plaxis” resulted in one (1) match; Plaxis Americas, LLC. This vendor identifies as a Self-Certified Small Disadvantaged Business.
8. Statement of actions, if any to remove barriers to competition in the future.
a. Although this product appears to be proprietary to Plaxis, a notice of Intent to Sole Source shall be posted to the Government Point of Entry in order to identify any additional providers of this product.
9. Any other facts supporting justification:
As the technical or requirement personnel, I certify that the evidence of the supporting data that forms the basis of this justification is complete and accurate.
