QUESTIONS & ANSWERS SECTION

Q: The solicitation states that a narrator for the video has been selected. Rates for this service varies greatly. Do you know the range that we will be required to pay the talent?

A: The narrator will be at no expense to the contractor.

Q: The solicitation states that there are several material assets from which the script and story will evolve. Do you know the running time of the video assets and what percentage of them need to be digitized?

A: The video will be approximately 28 minutes in length. The script is nearly complete and approximately 90% of the items are already digitized. The remainder is estimated to be complete by contract award..

Q: The solicitation states that the final DVD will be delivered in a full color jewel case with artwork similar to past versions. Is there a sample or template of the past artwork available or will the artwork have to be created? How many pages and how many sides need to be printed?

A: The artwork / template will be provided to the awarded contractor in digital format for the DVD box which includes a front and back cover.

Q: Are you looking to work with someone with post facilities in the St. Paul area on this project?

A: We can work with a contractor outside of the area, provided they have a way to work with us here.

Q: Can you please provide an estimate of the total running time of footage that would need to be reviewed and logged?

A: We will be providing a script, a recorded narration and digitized photo/short video clips (seconds not minutes) to go with the words. You will not have to watch endless hours of raw footage.

Q: Section 4 - Are we expected to digitize any physical tape formats of assets for this project?

A: No

Q: Section 4 - Are we expected to scan any photos?

A: No

Q: Section 4 - "If it is determined during the project that additional video acquisition, original music composition or any other original material is necessary to support the story line, meet the production values or maintain the quality of the final product, the Corps will consider the post-producer's recommendations. The Corps will acquire new materials through an independent purchase and will supply the product to the Contractor." If we (Corps and contractor) decide that new footage needs to be acquired to produce a quality product, would we be granted an extension equal to the amount of time it takes for the Corps to acquire that new footage?

A: It depends, but know that we are trying to get this done in 2016, because it is our 150th anniversary.

Q: Have transcriptions been produced of the interviews that will be provided?

A: We are refining the script, and have not yet decided if interviews will be included. We will do the digitizing of any interviews and instruct the contractor on where to insert them.

Q: Would transcriptions of the various interviews be needed if they are not currently completed?

A: No.

Q: Have selections of the interviews been incorporated into the existing script?

A: No.

Q: Will the Corp provide a recorded narration or does the producer need to record the approved script with the selected narrator?

A: We have a narrator and will record.

Q: Can a sample video reel be provided on line for review using Vimeo? Or do you need a

DVD?

A: DVD

Q: Page 4, Number 4 (Corps of Engineers Furnished Materials) In item b (Video) - is there an approximate number of VHS tapes that will be furnished? (The overall number would affect the total price.)

A: No VHS will be provided. Everything will be digital.

Q: Page 4, Number 4 (Corps of Engineers Furnished Materials) In item c (Digital videotape) – is digital videotape referring to MiniDV, HI-8, or another type of tape? Approximately how many tapes will be furnished?

A: We have converted everything to digital.

Q: Page 4, Number 4 (Corps of Engineers Furnished Materials) In general, how are the materials expected to be delivered? Are we expected to pick up or can the materials be shipped?

A: Materials can be shipped.

Q: Can you confirm that the Corps of Engineers will be providing the script for the video program? Or is it expected that the contractor would collaborate with the Corps on the script?

This is a little bit unclear, so I'd like to confirm.

A: We will provide the script as well as a recording of the narration.

Q: Are there any examples of similar documentaries that the Corps particularly likes and wants to emulate in this project?

Q: Does the Corps of Engineers have an incumbent video production partner?

A: None of the current employees worked with the previous incumbent which is now out of business.

Q: What are the formats of both digital and non digital footage?

A: The technical folks are on holiday break, however, this should be a fairly complete list: JPG, MP2, MP3, MP4, MPEG, TIF, WMV, Quicktime, AVI, m2V, Q: What is the duration and format of the USACE Interviews?

A: We are not yet sure whether interviews will be included. Any interviews included will be brief. The Corps will record the interviews and provide digital footage to the contractor.

Q: Regarding existing archival materials, will all material provided by you be cleared for uses of this film? Or will we have to secure additional rights?

A: The Corps will provide the materials, and it is all owned by the federal government. No additional rights are needed.

SCOPE OF WORK

U.S. Army Corps of Engineers, St. Paul District 150 Years of History

Video Program Production

Scope of Work

1. Final Product: An approximate 28-minute (between 27 and 29 minutes) video (DVD format) documentary of the 150 year history of the U.S. Army Corps of Engineer’s St. Paul District. The video will be prepared using a script and existing raw materials furnished by the Corps of Engineers as described in section 4. Further, the DVD will be self-starting with a chapter for the main video program and up to 10 additional video chapters as determined during project production.

2. Background: The St. Paul District will be celebrating its Sesquicentennial in 2016 and is creating this video as one of a number of products and events in 2016 for its 150th anniversary.

The St. Paul District is where the “Mighty Mississippi River” starts its long journey through the middle of the United States of America to the Gulf of Mexico. The district borders follow the edges of four river basins – the Mississippi River, the Red River of the North, the Souris River and the Rainy River – and covers an area of approximately 139,000 square miles. This area includes most of Minnesota, the western half of Wisconsin, the northeastern half of North Dakota and small portions of northeastern South Dakota and northeastern Iowa. The district also shares approximately 500 miles of border with three Canadian provinces. The St. Paul District is responsible for supporting inland navigation by operating 13 locks and dams and by maintaining the 9-foot navigation channel on the Mississippi River. The district helps communities reduce damages caused by flooding by building flood risk management projects and operating 16 reservoirs for flood risk reduction, recreation, fish and wildlife habitat and water supply. It can also assist communities by responding to floods and other natural disasters. It provides engineering services to other Federal agencies to include the Department of Defense and the Federal Emergency Management Agency. It issues permits for work in wetlands and navigable rivers and is responsible for an environmental restoration program to improve fish and wildlife habitat. In addition, the district maintains 49 recreation areas open to the public. A short brochure on the district’s 150 year history can be found here:

3. Video Objectives: The general objectives for this video are described below:

a. Use: The subject video will be used to graphically document the 150-year history of the St. Paul District. It will be produced in an educational, informative and entertaining manner, suitable for viewing by the general public. The final product or a scaled back version will be published on YouTube and may be used at Corps visitor centers and potentially at appropriate private or public museums. It will also be distributed to public access channels throughout the district’s boundary. It will also serve as a historical record or reference for the district.

b. Subject Content or Message: The video will h i g h l i g h t s o m e o f t h e d i s t r i c t ’ s a c h i e v e m e n t s a n d address most of the district’s major mission areas to include disaster response, flood risk management, navigation, environment and recreation.

4. Corps of Engineers Furnished Materials: The Corps will furnish to the contractor at the time of contract award at a minimum the materials listed below. It is anticipated that the Corps furnished materials will be adequate for creating the script and storyboard and producing the subject video with exceptions noted below. The contractor will not be responsible for new research, video or data collection. If it is determined during the project that additional video acquisition, original music composition or any other original material is necessary to support the story line, meet the production values or maintain the quality of the final product, the Corps will consider the post-producer's recommendations. The Corps will acquire new materials through an independent purchase and will supply the product to the Contractor. Materials available to the Contractor for this production include:

a. Photos - professional and amateur, color and black and white, digital

b. Video - professional and amateur, some degraded, digital film/VHS/video

c. Digital videotape interviews of Corps employees

d. Script and digital recording of narration (narrator already selected)

5. Contractor Furnished Materials: The contractor will provide basic library music as background, appropriate for the video production. The Contractor will obtain any license, release or permission required for use of that music. If it is determined that new or original music compositions are necessary for the project, the Corps will acquire it as described above.

6. Project Specifications: The Contractor will furnish all personnel, equipment, supplies and facilities needed to create and produce the subject video. The project will be accomplished in two phases as described below. All project review meetings will be at the Corps’ St. Paul District Headquarters or at a location agreeable to the Corps to include the possibility of a webinar.

a. Discovery Phase: During this phase the Contractor will complete a detailed review of the Corps furnished materials and will meet with the appropriate Corps representatives to discuss the overall concept, direction, look and feel of the video program. The Contractor will outline the general storyboard and script ideas, production techniques, a n d examples of other documentary / informational productions demonstrating the proposed production techniques and propose a conceptual plan for the video that works in conjunction with the Corps' goals and objectives. The Corps will provide written approval of the conceptual plan before the Contractor proceeds to the production phase.

b. Production Phase: The Contractor will define production techniques and production detail; source and edit existing video footage; prepare graphics, illustrations, animations and titling; research and recommend music tracks to be used for production effects and background music; complete the post- production to the satisfaction and approval of the Corps; and, prepare the final media. A narrator, selected by the Corps, will be used in the project. The Contractor will deliver one master copy and 300 duplicate copies of an approximate 28-minute video in DVD format. The Contractor will provide the Corps with a minimum of three opportunities for review and approval of video rough cuts.

The Corps will provide written approval of the final script before the Contractor proceeds to video production. The Corps will provide written approval of the proposed video master before the Contractor produces the final DVD media for delivery. DVD will be in a full color jewel case with artwork showing work, similar to past versions.

7. Schedule and Delivery Date: The final product will be delivered to the Corps of

Engineers no later than 1 June 2016. Within one week of contract award, the Contractor will provide the Corps a schedule for the discovery and production phases showing the timeframe for Corps involvement in review and interim approval of various stages of the project. The

Corps will provide comments or approvals within 10 working days of receiving information related to any stage of the project.

8. Production/Post-Production Technical Specifications: All pre-production and post-production work must be executed on a professional digital editing system, such as Adobe Creative Cloud. All production video, audio, illustrations, animations and edit decision list files become the property of the Corps of Engineers and must be supplied to the Corps on labeled DVDs.
