STATEMENT OF WORK
Egyptian Air Force Aeromedical Center
Compressed Air System Replacement Cairo, Egypt
GENERAL:
The Egyptian Air Force requested the U.S. Army Corps of Engineers, Middle East District to issue a contract to procure and install a replacement compressed air system, and all associated equipment and material, to support its Aeromedical Center located in Cairo, Egypt.
The existing Quincy air compressor, model QMB30ACA53SCG, at the Aeromedical Center is not functioning and is in need of replacement. Note that the air compressor system is essential in providing proper pressure for the medical equipment at the center and thus is significantly important to the facility operation.
A new system comprising of a two primary systems is required to provide continuous uninterrupted operation. The idea is that the Egyptian Air Force can rotate use between the two so as to not overly exert one system. To spread the use so that if one compressor goes down then the other can operate as primary.
As this action is funded by Foreign Military Financing, no parts or material shall be procured from prohibited sources, such as China, North Korea, etc. This requirement shall comply with the U.S.
regulations as stated in the Defense Federal Acquisition Regulation Supplement (DFARS) clauses 252.225-7000, 252.225-7001, and 252.225-7002.
In addition, all substitutions or alternatives to the material and equipment specified below require Contracting Officer’s approval. Substitutions or alternatives can be approved, but it is the Contractor’s responsibility to demonstrate that they are equivalent to the specified items noted and provide the same level of service, performance, and reliability. Lack of such documentation will cause the substitution or alternative to be disapproved.
1. Air Compressor
1.1 Procure and install two primary air compressors to provide 100% redundancy. This will provide continuous uninterrupted operation. The new air compressors shall meet the following specifications:
- Rotary Screw
- Oil injected
- Air cooled
- Power rate 22 KW-30 HP
- Pressure 10 bar
- Flow rate Capacity 3.11 mᶾ / min (110 cfm)
- Frequency 50 Hz
1.2 Note that the existing Quincy Air Compressor is to remain in place including all associated connections, disconnect switch, conduits, accessories, cables, piping, regulators, etc.
Consequently, the two new air compressors are to be installed in the adjacent room-see the drawing titled “New Air Compressor Arrangement and Power Feeding Layout” for the exact location. The new air compressors shall operate equally so that neither unit is overburdened.
1.3 Each new air compressors shall be installed on a reinforced 100 mm (4 inch) thick concrete pad. Each pad is to be 2,000 mm x 1,500 mm (80 inches x 60 inches) in size. Pads are to be located as shown on the attached “New Air Compressor Arrangement and Power Feeding Layout”. Pad to be at least 500 mm (20 inches) away from adjacent equipment including the adjacent air compressor, and existing boilers, water pump control panel, etc. Pad to be installed on top of the existing floor and can be doweled in-place.
1.4 The concrete pad shall be reinforced with welded wire fabric (WWF), 6x6-W2.9xW2.9 meeting ASTM A185 requirements. WWF shall be installed in the upper third of the slab to reduce shrinkage and temperature cracks.
1.5 The concrete pad shall meet the requirements noted below:
a. Pad shall have chamfered edges and receive a smooth troweled finish.
b. All concrete is to be properly cured for a period of not less than 7 days. Concrete shall be kept continuously wet (i.e., wet cured) for the entire period, or by other acceptable means of curing, that minimizes shrinkage cracking.
c. Concrete strength shall be verified by concrete cylinder test results taken 7 and 28 days after placement. Concrete mix shall have a minimum strength of 250 kg/cm2 (3,500 psi) at 28 days.
d. Maximum water cement ratio shall be 0.45. Concrete mix design shall conform to ACI 318 and contain sulfide resistance if required. Concrete may be air entrained. Slump to be 25-75 mm (1-3 inches).
e. Surface of the concrete shall not have excessive water following surface finishing and shall be smooth trowled finished.
f. Welded Wire Fabric reinforcing shall be placed at the proper locations using steel chairs or similar supports. Reinforcing is not to be pulled up in place during concrete installation. WWF reinforcing shall be inspected by both the Contractor and the U.S. Army Corps of Engineers representatives prior to concrete placement. However, despite the inspection it is the Contractor’s responsibility to ensure proper placement.
g. Any scale or rust on the WWF reinforcing shall be removed prior to placement.
h. Concrete shall be properly consolidated so that “honeycombing” is minimized. If it occurs the Contractor is to notify the Contracting Officer’s Representative and recommend potential resolutions. Excessive “honeycombing” will require the removal and replacement of the concrete.
h. Concrete mix design shall be submitted for approval. Mix design shall meet the requirements listed above. Certificate of contract compliance is required for the steel reinforcing as well.
i. All formwork shall be tight and allow no seepage of concrete paste or bulging. Concrete for which the forms failed shall be promptly removed and replaced by the Contractor at no cost.
All formwork shall be of quality wood and plywood and shall be straight, level and clean.
Formwork may be coated for ease of removal.
j. All steel reinforcing must be covered with a minimum of 50 mm (2 inches) of concrete per American Concrete Institute (ACI) Standard 318, except when the concrete is cast directly upon the earth. In this case the reinforcing requires 75 mm (3 inches) of cover.
k. Concrete shall not be dropped more than one meter above the installed steel reinforcing.
1.6 Vibration pads shall be placed between the concrete pad and the new compressors to reduce the impact of vibration on the pad. Pads shall be standard product of the air compressor manufacturer but shall not be less than 100 mm x 100 mm (4 inches x 4 inches) and 25 mm thick (1 inch).
1.7 The new air compressors shall be tested and certified for proper operation after installation in accordance with the manufacturer’s recommendations. Any uncovered deficiencies shall be promptly corrected. Once the testing and certification is satisfactorily complete a certification letter, attesting to this shall accomplishment, shall be provided to the Contracting Officer and the on-site Contracting Officer’s Representative.
