Huxtable Pumping Plant New Engine Cooling Raw Water Pumps Scope of Work
1. DESCRIPTION OF WORK
1.1 GENERAL: This is a contract to replace eight (8) engine cooling raw water pumps located at Huxtable Pumping Plant near Marianna, AK. The pumps are around 40 years old and are leaking and have reduced capacity. The contractor shall be responsible for removal of existing pumps and installation of the new pumps. New pumps shall be installed for Engines #1 - #4 and Engines #6 - #9 (no adjacent pumps may be out of service at the same time; and no more than two pumps, total, may be out of service at the same time). An A-frame is available on-site for attaching lifting equipment. The Contractor shall provide transportation to and from Huxtable Pumping Plant for the installation process. The contractor shall be totally responsible to the Government for any subcontractor on this contract.

1.2 DESCRIPTION OF WORK: The work consists of furnishing all plant, labor, materials and equipment to successfully remove old Fairbanks, Figure 6972, turbine pumps and transport, install and test the new pumps. New pumps shall come with standard 1 year warranty. Work could involve the grouting of new pump base and the installation of new anchor bolts if existing bolts don’t match new pump base. Contractor shall provide all labor, parts transportation and tools for this project. Work is considered a “turnkey” task.
1.3 BACKGROUND: The raw water pumps are 40 years old and have exceeded their useful life. New pumps are needed to provide raw water to the pump prime movers installed at the plant.
1.4 OBJECTIVES: This statement of work requires a contractor to complete the work described in the description of work and Scope in accordance with the contract requirement. The contractor shall submit cut sheets and pump curves, for approval, prior to installation of new pumps. The pumps shall be 100% mission capable once all work has been completed.
1.5 SCOPE: The scope consist of furnishing all plant, labor, materials and equipment to successfully remove old pumps, and to transport and install three new replacement pumps. The contractor shall provide, furnish, and install all necessary and appropriate components, items, fasteners, anchors, cable, conduit, mounts, grout or similar incidental items necessary and required to install the two new pumps. Upon completion, the pumps shall perform to the standards and rates specified by the manufacturer. Disconnect switches are located on the wall adjacent to each pump. Each new pump shall be a vertical, three-stage, turbine pump mounted at elevation 180.0. The floor is cased with an 18" steel pipe. New pumps shall be rated at not less than 850 gpm against a 75 foot dynamic head measured at the discharge elbow with water in sump at elevation 165.0. Pumps shall have an efficiency, at rated conditions, of not less than 75%. New pumps shall have an 8-inch flanged discharge elbow to match existing. Pumps shall have stainless steel bottom strainers attached to the bowl. Bottom of strainer shall be located approximately at elevation 162.0. Impellers shall be bronze or stainless steel and pump casings shall be cast iron or ductile cast iron. Pump shafts shall be stainless steel. Pumps shall be coated with manufacturer's standard painting system. Motors shall be 1800 rpm, hollow shaft, oil-lubricated, rated not more than 25 horsepower each and shall be rated at 460 volts, 3 phase. Contractor shall furnish all tackle or hoist needed to remove and install pumps. Contractor shall inspect existing conditions before submitting a proposal.
1.6 PERIOD OF PERFORMANCE: The contractor shall be required to (a) commence work under the contract as a result of this statement of work within 10 calendar days after the contractor receives the notice of award, (b) prosecute the work diligently, and (c) complete the entire scope of work no later than 60 calendar days after the date of the receipt of notice of award. The time stated for completion shall include cleanup of the premises. Normal business hours at Huxtable are 0600-1630 Monday through Thursday. Contractor hours may be adjusted. If alternate hours are requested, this must be agreed upon by Government’s Technical Representative or the Contracting Officer’s Representative (COR), if appointed, and contractor.
1.7 SECURITY MEASURES:
AT Level I Training:
All contractor employees, to include subcontractor employees, requiring access to Army installations, facilities, controlled access areas, or require network access, shall complete AT Level I awareness training within 30 calendar days after contract start date or effective date of incorporation of this requirement into the contract, whichever is applicable. Upon request, the contractor shall submit certificates of completion for each affected contractor employee and subcontractor employee, to the COR or to the contracting officer (if a COR is not assigned), within 5 calendar days after completion of training by all employees and subcontractor personnel. AT Level I awareness training is available at the following website: http://jko.jten.mil/courses/atl1/launch.html; or it can be provided by the RA ATO in presentation form which will be documented via memorandum.
Access and General Protection/Security Policy and Procedures:
All contractor and all associated sub-contractors employees shall comply with applicable installation, facility and area commander installation/facility access and local security policies and procedures (provided by government representative). The contractor shall also provide all information required for background checks to meet installation/facility access requirements to be accomplished by installation Provost Marshal Office, Director of Emergency Services or Security Office. Contractor workforce must comply with all personal identity verification requirements (FAR clause 52.204-9, Personal Identity Verification of Contractor Personnel) as directed by DOD, HQDA and/or local policy. In addition to the changes otherwise authorized by the changes clause of this contract, should the Force Protection Condition (FPCON) at any installation or facility change, the Government may require changes in contractor security matters or processes.
Contractor and all associated sub-contractors employees shall comply with adjudication standards and procedures using the National Crime Information Center Interstate Identification Index (NCIC-III) and Terrorist Screening Database (TSDB) (Army Directive 2014-05 / AR 190-13), applicable installation, facility and area commander installation/facility access and local security policies and procedures (provided by government representative, as NCIC and TSDB are available), or, at OCONUS locations, in accordance with status of forces agreements and other theater regulations.
Suspicious Activity Reporting Training (iWATCH, CorpsWatch, or See Something, Say Something):
The contractor and all associated sub-contractors shall receive a brief/training (provided by the RA) on the local suspicious activity reporting program. This locally developed training will be used to inform employees of the types of behavior to watch for and instruct employees to report suspicious activity to the project manager, security representative or law enforcement entity. This training shall be completed within 30 calendar days of contract award and within 30 calendar days of new employees commencing performance with the results reported to the COR NLT 5 calendar days after the completion of the training.
OPSEC Training: All new contractor employees will complete Level I OPSEC Training within 30 calendar days of their reporting for duty. Additionally, all contractor employees must complete annual OPSEC awareness training. The contractor shall submit certificates of completion for each affected contractor and subcontractor employee, to the COR or to the contracting officer (if a COR is not assigned), within 5 calendar days after completion of training. OPSEC awareness training is available at the following websites: https://www.iad.gov/ioss/ or http://www.cdse.edu/catalog/operations-security.html; or it can be provided by the RA OPSEC Officer in presentation form which will be documented via memorandum.
Access: All contract employees, including subcontractor employees who are not in possession of the appropriate security clearance or access privileges, will be escorted in areas where they may be exposed to classified and/or sensitive materials and/or sensitive or restricted areas.
Facility Clearance: The Prime Contractor Company must have a Facility Clearance (FCL) at the appropriate level (IAW the NISPOM DOD 5220.22-M and AR 380-49) prior to the start of the contract awarded period of performance. Contractor personnel performing work under this contract must have the required security clearance, per AR 380-67, at the appropriate level at the start of the period of performance. Security Clearances and FCL requirements are required to be maintained for the life of the contract IAW the DD Form 254 attached to the contract. If no FCL, the supporting Government Contracting Activity will sponsor the prime contract company in obtaining the FCL.
Pre-screen candidates: The Contractor must pre-screen Candidates using the E-verify Program (http://www.uscis.gov/e-verify) website to meet the established employment eligibility requirements. The Vendor must ensure that the Candidate has two valid forms of Government issued identification prior to enrollment to ensure the correct information is entered into the E-verify system. An initial list of verified/eligible Candidates must be provided to the COR no later than 3 business days after the initial contract award.
1.8 GENERAL INFORMATION
1.8.1 QUALITY ASSURANCE: The government shall evaluate the contractor’s performance under this contract in accordance with the Quality Assurance Plan. This plan is primarily focused on what the Government must do to ensure that the contractor has performed the work in an acceptable manner.
1.8.2 PLACE OF PERFORMANCE: The work will be performed at the Huxtable Pumping Plant, located on the St. Francis River near Marianna, AK.
1.8.3 SITE VISIT: It is highly recommended that contractors attend the scheduled site visit prior to submitting a quote. Site visit is scheduled for, August 22, 2016 at Huxtable Pumping Plant located at 5825 Lee Road 501, Marianna, AR 72360. Interested parties may e-mail their name and company information to, Amy.L.Starks@usace.army.mil, no later than 4 P.M. CST on August 17, 2016. The secondary contact is Mark Mazzone. 2. GOVERNMENT FURNISHED ITEMS AND SERVICES
2.1 SERVICES: At project completion, the Contractor and Acting Plant Superintendent will make a joint visual inspection of the project and needed repairs noted shall be identified. The contractor shall be responsible for the repair of any noted damages related to the contract performance, and will make needed repairs immediately and at no additional cost to the Government.
2.2 UTILITIES: The Government will provide reasonable utilities at its discretion.
2.3 EQUIPMENT: The Government will provide an A-frame for attaching any lifting devices.
3. CONTRACTOR FURNISHED ITEMS AND RESPONSIBILITIES:
3.1 GENERAL: Contractor is to provide all labor and material for the entire scope of work. Other than items specified in part 2, no government equipment will be available for contractor use. The contractor is to provide an on-site supervisor at the job site for the duration of the contract. The contractor shall be responsible for damages and repairs to any Corps of Engineers equipment caused by the contractor’s action.
3.2 SUBMITTALS: Installation details and equipment cut-sheets, including pump curves, shall be submitted for prior approval by the Government Technical Representative. All operation and maintenance manuals shall be furnished prior to closure of contract.
4. OTHER CONTRACTOR REQUIREMENTS:
SAFETY RELATED SPECIAL REQUIRMENTS
ALL WORK UNDER THIS CONTRACT SHALL COMPLY WITH THE LATEST VERSION OF U.S. ARMY CORPS OF ENGINEERS SAFETY AND HEALTH REQUIREMENTS MANUAL, EM 385-1-1, AND OCCUPATIONAL SAFETY AND HEALTH ACT (OSHA) STANDARDS IN EFFECT ON THE DATE OF THE SOLICITATION. THE MANUAL CAN BE ACCESSED AT THE FOLLOWING LINK. HTTP://WWW.USACE.ARMY.MIL/SAFETYANDOCCUPATIONALHEALTH.ASPX. NO SEPARATE PAYMENT WILL BE MADE FOR COMPLIANCE WITH THE EM 385-1-1, NOR FOR COMPLIANCE WITH ANY OF THE OTHER SAFETY-RELATED SPECIAL REQUIREMENTS.
